Public Disclosure Copy Implementation Status and Key Decisions This is the fourth ISR, ten months after project effectiveness which was on February 21, 2014. As of December 2014 US$8.25 million had been disbursed representing 17 percent of the IDA credit of US$50 million. Despite the slow start in project implementation due to the December 2013 crisis, substantial progress has been made in project implementation including completion of agreed actions identified during the June 2014 mission. All project structures are now in place, particularly the PMU in Juba and State Project and Coordination Offices (SPCSOs) in the two States of Western Equatoria and Lakes. The construction of the first batch of infrastructure sub-projects funded under the Payam Development Grant (PDG) in two states (Lakes and Western Equatoria States) are nearing completion. GRSS has selected two additional states - Warrap and Eastern Equatoria and two additional counties in Western Equatoria and Lakes for project implementation based on transparent and quantifiable selection criteria. The revised Community Engagement (CE) methodology incorporating greater conflict sensitivity and the Grievance Redress Mechanism (GRM) has been completed. The manuals detailing procedures to be followed, including more intensive support for conflict resolution is ready. The Technical Assistance (TA) firm for the implementation of Component 3 has been procured and mobilized. The procurement of the Facilitating Partners (FPs) for Community Engagement under Component 2 in the four states is completed and the teams have reported. There are no key decisions for disclosure.
