Annual TTFO Meeting April 10, 2018 Michael J. Wittman, P.S. Chief Surveyor / GIS Coordinator
Text Book Definition: Layman Terms: An organized collection of hardware, software and geographic data designed for capturing, storing, updating, manipulating, analyzing and displaying all forms of geographically referenced information. A computer system that allows the user to look at computerized parcel maps, access the tax information and any other information that may be available, without office hopping.
Ottawa County GIS started in 1989. Contracted with Woolpert for aerial photography. Contracted with J.E. & Associates for digital mapping. System purchased by County Auditor James Snider. System researched and maintained by County Engineer staff. Map maintenance Transferred to County Auditor in 2005. In 2014 Engineer s Office, Auditor s Office and Sanitary Engineering consolidated to one GIS system hosted by Bruce Harris and Associates. December 2014 Ottawa County Survey Data Map went live on the internet. 2017 Contract with Woolpert to determine county wide needs and desires and to enhance current GIS and convert with ability to host internally so there will be more county control to add / change features provided.
Current Status of GIS Entities: Ottawa County Engineer currently has an online GIS Map Ottawa County Auditor currently has a website for their GIS data County Sanitary Engineering uses their GIS in house only

As our system currently exists, we can only update and offer the information that was just shown to the general public. We cannot make any changes or add any attributes that do not exist in the current schema (format). With the conversion in the near future to in-house hosting of our data, we will not only be able to change the schema, we will be able to provide live data (data that is available as soon as it is added or updated.)
The following items are currently available on an in-house only map to assist us in our day to day tasks: (With future expansion, these may be available to public entities) o Permits (Locate and access all permits we administer) o Request and Investigations / TRQ s (Self explanatory) o Road Stationing (Uniform system, easier to reference & locate plans) o Drainage (Easier to locate field notes, plans and files) o Bridges (Easier to locate plans, inspection info and photos) o Flood Zones (Reference only public is always referred to ORPC) This data is limited in quantity. These layers were created to make research more efficient, and for analyzing problem areas, by our personnel and data entry is in no way complete. Updates to these layers takes place during winter months, as time allows.
The following items are currently in development and testing stages: (Upon completion, with future expansion, these may be available to public entities) o Traffic Counts For use with paving programs and planning for future projects both County and Township. o Easements Auditor GIS map does not contain easements, adding this layer allows personnel to know where easements exist, and where easements are needed.
Future Development Ideas: (Upon completion, with future expansion, these may be available to public entities) o Culverts This was a highly requested feature by all who attended informational meetings last Spring. Development is in infancy stage. Collection of data will be expected to be a joint effort. o Drainage Structures Talked about, but not yet in development. Once developed, collection of data will be expected to be a joint effort. o Petition Ditches Talked about, but not yet in development. Will be a joint effort with Ottawa Soil and Water.
Future Development Ideas: (Upon completion, with future expansion, these may be available to public entities) o Roads This is a big one. Will index and locate road records, road cards, road plans, roadside drainage plans, pavement types, pavement widths, striping logs and any other information that can be imagined. Will require a lot of time to compile and develop.
Future Development Ideas: What is meant by Collection of data will be expected to be a joint effort.? This is where the cooperation and expansion of the GIS comes in to play. Collection of this amount of data will take and extremely long time. This office alone does not have the time and the manpower to collect, verify and input all of this data for the Townships. Through ArcGIS Online, we can utilize Collector Applications (Collector Apps) in conjunction with highway maintenance personnel both County and Township to locate, collect and verify data. This will greatly speed up the process. We are still a year or two away, but it never hurts to start thinking about how you can help us help you.
