Overall Risk Rating High High Implementation Status and Key Decisions Overall implementation of the Project and disbursements of the grant continue to make good progress. 1. Track rehabilitation works (780 kilometers over three years) and of rolling stock rehabilitation (600 wagons) have started and are progressing according to schedule, with track rehabilitation even exceeding targets. The 18 new locomotives financed under the Project were delivered in July 2015, and they are gradually being injected in SNCC's operations. These investments may not achieve their expected impact on SNCC operational performance if the company does not solve its challenges in reducing its operating costs and in attracting more customers. The bulk of World Bank financing to operating costs has expired since the beginning of 2015. In the absence of a viable recovery plan for SNCC to reduce its costs, there is a high risk to project performance. 2. Implementation of Component 2 activities remains moderately satisfactory. Voluntary actions from the part of the relevant State-owned Enterprises (SOEs) and the Government to restructure and build the institutional capabilities of these SOEs must still be taken. Key issues related to this PDO are the need for the Government to move forward with the restructuring of SCTP and the implementation of the corresponding PPP strategy. 3. Regarding Component 3, the studies and technical assistance under two trust funds financed by the Trade Facilitation Facility have been completed. The Governement has yet to implement the recommandation of the report on trade facilitation. Following a Restructuring of the project in July 2014, the component now focuses on the reconstruction of the Beach Ngobila ferry passenger terminal in Kinshasa, for which works started in October 2014. 12/21/2015 Page 2 of 9
