Note the hurricane and tornado maps don t include Alaska. None of the maps include Hawaii because these types of disasters rarely occur in this state. The highest risk of earthquakes, or groundshaking hazards, occur on the West Coast, primarily in California. From 1989 to 1998, the Federal Emergency Management Agency spent $7.4 billion for earthquake relief. In the past 10 years, two huge quakes shook California: one in the San Francisco Bay area in 1989, and the other in Northridge, Calif., in 1994. FEMA paid out $6.5 billion for Northridge alone. Because of the flat terrain in the Great Plains states of the U.S., the highest risk of tornadoes occurs there. From 1989 to 1998, FEMA paid out $1.3 billion because of tornado damage. As for floods, many occur along major waterways such as the Mississippi River. is also a common problem in the Northwestern U.S. because of regular and somewhat heavy rain. From 1989 to 1998, FEMA spent more than $4 billion for flood relief. Most hurricanes occur on the East Coast. However, when hurricanes make landfall, they can cause significant amounts of damage well inland. From 1989 to 1998, FEMA spent nearly $8 billion on hurricane relief, the highest amount of money in total obligations paid out for any type of disaster. Interpreting the Data The table on page 13 shows how much money (total obligations) the Federal Emergency Management Agency spent on major U.S. disasters (declared by the president) from 1989 to 1998. FEMA is an independent agency of the federal government that helps with disaster preparedness and disaster relief. FEMA payouts differ from insurance claims in that FEMA money comes from U.S. taxpayers and insurance payouts come from an individual s own policy. Total obligations are broken down into five categories and are shown two ways: in dollars and in the bar charts to the right of the table. Here is a brief explanation of the categories: Public assistance: Grants available to state and local governments to repair damaged public property. Grants also pay part of the costs for debris removal and emergency services. Individual assistance: Grants available to individuals and families to pay for temporary housing, emergency home repairs and other serious disasterrelated needs. Hazard mitigation: Funding available to the states to help reduce the threat of future disaster risks. The funds can be used for things such as removal or elevation of homes in floodplains, and reinforcement of structures. Mission assignments: Reimbursable funds to other federal agencies that provide resources or services associated with disaster recovery. FEMA administration: Costs associated with administering disaster recovery, which include establishing field offices and other satellite offices, and personnel costs. INTERPRETATION 1 Use the maps on p. 12 and Forces of Nature to answer each of the following questions: A Find your state on each map and analyze its risk factor for each of the four natural disasters. Are you living in an area known for its earthquakes or hurricanes? What types of procedures does your state have in place to handle weather emergencies? Do homeowners carry any special insurance to protect them? B Which state isn t represented on these maps? Why? C Which area(s) show the highest risk of earthquakes? Of tornadoes? Of floods? Of hurricanes? D Based on these maps, which state or region looks like the least risky place to live? Would you choose to live there? Why? E For which type of natural disaster did the Federal Emergency Management Agency spend the most money from 1989 to 1998? What was this amount? Why do you think this type of disaster was so costly?
