London s Housing Challenge Scale of demand does not match supply. Indicative demand of 49,000 63,000dpa identified in GLA SHLAA falls short of 42,000dpa London Plan target. London Plan target supply led constrained by availability of developable land. Notwithstanding this... only 20,400 homes built each year on average in the last 10 years. Underground network exceeds 80,000 people per 15 minute period. Since 2004 the number of people travelling to work in central London has increased by nearly a third. More tourists are coming to the city. Between 2004 and 2014 the number of overseas visitors on holiday increased by 52%. Increasingly, people are using the tube at off peak hours and demand is spreading throughout the day as a result.
