London s Housing Challenge Scale of demand does not match supply. Indicative demand of 49,000 63,000dpa identified in GLA SHLAA falls short of 42,000dpa London Plan target. Underground network exceeds 80,000 people per 15 minute period. Since 2004 the number of people travelling to work in central London has increased by nearly a third. More tourists are coming to the city. Between 2004 and 2014 the number of overseas visitors on holiday increased by 52%. Increasingly, people are using the tube at off peak hours and demand is spreading throughout the day as a result.

Housing potential is significant along the length of the route. It is highest in north east London there are also opportunities to support growth in wider south east Further potential exists as a result of proactive policy response to Crossrail 2 i.e. new approach to London Plan housing density matrix; allowance for some industrial land and limited Metropolitan Open Space release Crossrail 2 will also allow development already planned to be delivered sooner particularly in key Opportunity Areas.
