Land ID The Land ID is a system generated number that is used to identify unique polygons Previously no way of tracking individual pieces of land, much more important as we have moved to larger pads that contain many wells and facilities In AMS the Land IDs are either generated for new land and additional land area polygons, or referenced for permissioned and replace land area polygons. 19

Upon decision, all permissioned activities referenced under an Application Determination Number (AD#) For an application including new activities, the AD# will be the AA# For an amendment application, the AD# will be the AD# issued for the original permit(s) 20

The end of epass: All spatial data submissions made to the Commission used to come through the epass system (~2005 BTS) Spatial Data Conversion: With the implementation of BTS much of the business data related to Permits stored in IRIS and KERMIT systems were converted into a new database, spatial data that had come in via epass was also converted New Permit Database = New Spatial Data Model 21

The Land Identifiers are either generated for new land and additional land area polygons. This number will be referenced throughout the lifecycle of the authorized land polygon. Applicants must reference the land identifier in the submission of spatial data via AMS when referencing a previously permissioned polygon in a new application or replacing a previously permissioned polygon during an amendment application.

When submitting a land area that is Permissioned (P), Replacement (R), or Additional (A), the applicant must also reference the unique identifier of the activity that is currently permitted on that permissioned land. There will be scenarios where polygons representing land areas for well and/or facility areas or associated/ancillaries cross crown and private land, meaning that they must be split. The only other case that GROUP_ID is used is adding additional land to a well and/or facility area. When these scenarios occur the applicant must specify that the polygons should reviewed as one using the Group Identifier (GROUP_ID).

AREAACTID Attribute In situations where an application for a new well and/or facility occurs on an existing site, but requires some additional land, the applicant must specify the attribute ID of the new activity location. Only applicable well and/or facility applications

Amendments initiated by searching for an existing permit and selecting only those activities that the client wants to amend. Client selects Land or Technical amendment for each of the selected activities Amendment application pre-populates with known information about the Permit Spatial data is uploaded only for those activities the client has selected to amend 31

Land amendments are limited to increasing, decreasing or shifting previously permitted application areas for: well and/or facility area _aa pipeline right of way or a road right of way _aa OGAA associated oil and gas activities _anc NEB related ancillaries _nanc OR Amending to add new: OGAA associated oil and gas activities _anc NEB related ancillaries _nanc ** Land Amendments require the user to upload spatial upon starting the amendment application. 32

Technical amendments can range from changing a single value such as flow direction, splitting a segment to adding an installation to an existing pipeline segment. Technical amendments may or may not require spatial activity locations and if required the applicant will upload the spatial package containing only the activity locations on the page for the activity they plan to amend. 33

Acceptable Technical Amendments Options that Require Spatial: Amend the location of the following activities in a permit: well surface hole location, facility surface location, road segment (OGAA/NEB), or pipeline segment (OGAA/NEB) that occur within a permitted area that is unchanged. Amend the location of the following activities in a permit: changes in and about a stream locations and short term water use point of diversion (POD). Amend to add a pipeline segment (OGAA/NEB) to an existing pipeline permit that will occur within a permitted area that is unchanged. Amend to do a Replacement in Kind of a pipeline segment (OGAA/NEB) or split an existing pipeline segment on an existing pipeline permit that will occur within a permitted area that is unchanged. Amend to add a road segment (OGAA/NEB) to an existing road permit. Amend to add one or more pipeline installations (OGAA/NEB) to an existing pipeline permit. 34

The system will not allow the submitter to add the following activities in an amendment to an OGAA permit: Adding subsequent well(s) within a permitted well/facility area Adding a new OGAA activity that was not part of the original permit (i.e.: adding pipeline activity to a well permit) Adding facility location(s) within a permitted well/facility area Removing, adding, or shifting specific geophysical lines Removing Pipeline Segments Removing Road Segments 37
