The Information Systems department provides network administration and systems management services for the County, including computer support to all departments in the areas of software and hardware. This includes the planning and development of special projects as needed. The Information Systems department also includes the responsibility of GIS Coordination, the design, developing, maintenance and updates to the municipal GIS applications, spatial databases and GPS data collection. Computer training for County staff and wireless communication devices are also overseen by the department. PURPOSE OF JOB: The GIS Coordinator oversees all aspects of GIS, is responsible for the maintenance of all Municipal Data, software implementations, development as well as support and training of staff. This position is the specialist for the entire organization in all areas of GIS processes, data and software. Provides direction and support to GIS technical staff. Job Duties and Tasks: 1. Provide GIS related technical and general management to the county GIS application development
Meet with County divisions to understand and define their GIS application requirements Determine the best method to meet those requirements Test and implement the application Train users to use an application Prepare and maintain all relevant documentation Enhance and maintain GIS applications as needed Integrate municipal spatial databases with GIS applications Design and develop GIS application databases as required Write SQL queries to update/extract database information Write SQL or other database scripts to permit automated data updating Write.NET programs to enhance the GIS applications for the end users Development departmental and corporate GIS databases Manage corporate spatial data warehouses Manage municipal geographic data Provide spatial data to external users Process data from external sources for inclusion within County maps Perform graphic and attribute data capture, editing and quality control Fill map-related requests from other departments and from the public. Answer questions about data, photographs and plans by providing appropriate interpretive services Provide methods for the corporate integration of the GIS with related spatial database systems and applications Implement quality assurance procedures for spatial data 2. Provide leadership in the delivery of GIS services Customer Service Fill requests by providing copies of maps or documents on file Create new maps or map subsets to meet specific requests Provide technical expertise to help interpret maps, perform map-related calculations, and so on Administer GIS software and printing equipment Configure GIS server software Diagnose and correct operating system errors Set up user accounts as required Provide training in the use of GIS and GIS software Develop training materials as needed GIS help desk services Assist internal and external users with queries, or who require assistance to use GIS software 3. Assist with county corporate standards and with strategic planning Provides support and direction to GIS technical staff and makes recommendations to the Business Solutions Leader and Information Systems Manager regarding GIS budget, upgrades and processes.
4. Provide leadership for the GIS Unit in the Corporate Services division Manage special or on-going projects Provide liaison with external suppliers and internal users Monitor project and task schedules Provide coordination between internal and external project teams Perform research and makes recommendations Prepare status reports for management use Provide quality assurance services for delivered product 5. Manage contracts and business development projects Negotiate contract details with consultants and contractors Prepare, review and enter into necessary legal agreements Apply quality assurance methods as appropriate to all GIS projects

QUALIFICATIONS STATEMENT Education and Experience: Degree in GIS or GIS related field. Degree in Geomatics, Computer Science, Applied Digital Science, Geography, Business Administration which has been supplemented by GIS software training. Or, an equivalent combination of education, training and experience. Experience in municipal government GIS, preferred. Five years GIS experience. Knowledge: Knowledge of Intergraph s Geomedia line of software. Knowledge of ESRI s line of software such as ArcView and Arc GIS Server Knowledge of Autodesk line of software. Knowledge of Safe software line of products such as F.M.E. Knowledge of open source GIS software packages Proficient in use of relational databases as well as Microsoft Office. Knowledge of common GIS data formats. Knowledge of JavaScript, VB, HTML, ASP, XML, C#,.NET, Python, PERL, PHP. Good understanding of computer networks. Skills and Abilities: Good communication and organizational skills Ability to communicate tactfully, clearly, and effectively and exercise mature judgment to deal effectively with staff.
