Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions The Agriculture Sector Support Project (PASA) is effective since December 14, 2011. The midterm review has been held April 23 to May 3, 2014. Disbursements have improved since the June 2015 support mission (current global disbursement rate is about 80% as of December 31, 2015 all sources of funds; i.e. 86% for IDA Grant, 64% for GAFSP Grant and 91% for GFRP Grant). (i) Operational assessment: MAEH staff has displayed an overall satisfactory level of dedication and implication to implement the Project. Most agreed upon actions on roadmaps have been implemented, which allowed further strengthening of MAEP cross-cutting functions (Financial Management, Procurement, M&E, Results Based Management & Accountability). More results are appearing for PASA components (micro projects funded under competitive funds, ESOP collecting and processing higher volume of cereals, aquaculture picking up, increased productivity for livestock...,etc.). (ii) Financial Management (FM): current FM assessment is rated Satisfactory (S). The transfer of financial management skills to the accounting department staff of MAEP by the ICF (international consulting firm, SOFRECO) yielded results and the mission team witnessed the smooth transition as the accounting department staff of MAEH took over with a time to time support from the technical assistance. IFRs have been produced and are timely submitted. There is need to carry on with the internal control mechanisms so as to lower fiduciary risks especially with implementation partners and funded sub-projects. (iii) Procurement (PR): current procurement assessment is rated Moderately Satisfactory (MS). There are still abnormal delays in finalizing bid evaluation reports and concluding procurement processes. The project team was advised to prepare and roll out an action plan to speed up procurement process especially on GAFSP-funded activities. Close monitoring of the procurement plan was also recommended. (iii) Monitoring & Evaluation (M&E): current M&E assessment is rated satisfactory (S). The PASA M&E System is operational. The M&E roadmap prepared has called for the training practice ("learning by doing") for all levels and system partners on the use of these tools, guidelines and framework, and close monitoring of the performance of M&E software is conducted to adjust whenever necessary. As the closing date is near, the M&E team is advised to make all due diligence to prepare data to ease up documentation of project achievements in view of the preparation of completion report and impact assessment. Overall, implementation of project activities has gained momentum and disbursement rates has improved justifying to maintain the overall Satisfactory rating (S). Technical activities are progressively providing tangible results (90,125 direct beneficiaries as compared to 75, 100 end of project target ), including job creation for females and the youth.
