Implementation Status and Key Decisions Overall, the PIU accelerated the implementation of activities, becoming one of the fastest disbursing project of the portfolio this FY. More specifically, the project supported the Communes to implement the micro-projects identified early on to support the emergency plan in vulnerable regions successfully, and the participatory development planning started in 99 communes. Finally, the policy dialogue on the institutionalization and mainstreaming of PNDP lessons went forward at the Minister level, with the launch of two studies to help the institutionalization objectives of phase 3. Comp. A: Local Development Support - Out of the 420 mature micro-projects (emergency plan) identified in January 2016, 286 are completed, 124 ongoing and 10 had not yet started because of procurement issues at the level of 2 Communes. All communes (360) have signed Grant Agreements with the PNDP clarifying the modalities of support from PNDP. The Local Development Plan participatory elaboration process for the first wave of Communes (99) has started at villages levels. The revised Local Development Plan participative methodology aiming at including Displaced populations and fostering locally-driven initiatives ('solutions endogenes') is being implemented. The revision of the methodology for urban local councils with MINHDU is still on-going. PNDP intervention strategy in Far North zones of insecurity is being implemented. So far, 2 Communes in the conflictaffected area are targeted for the first wave of Local Development Plan (Kousseri and Logone-Birni) and 43 micro-projects are being executed in 5 communes (including at the border with Nigeria). Comp. B: Support to Decentralization process. Progress is as follow: (a) the MINATD just sent draft ToR on Local PFM (esp. transfer system). Other studies will be drawn from the Decentralization Strategy that has been approved by the CND end of May 2017. (b) Continuous capacity-building to 329 local councils on the accounting software SIM_BA is on-going (every trimester and on-demand), and installation is being prepared for the remaining 31, the software designed in French is being translated in English for the English-Speaking region; an initial training for the Chambre des Comptes has been rolled out; (c) design and planning of training for local councils staff depend on the local council preliminary diagnosis (comp. A) and will be coordinated with other partners (FEICOM); (d) a Single Window for payment from the Communes has been designed and is being piloted in one district to shorten payments delays from a few weeks to a few days. Comp. C: Coordination, Management and M&E. The PIU is fully staffed and operational, and highly motivated. The Communication strategy has been finalized and is being implemented. The Call Center to manage Grievances (Doleances) is launched since June 07. The regional offices of PNDP successfully migrated to STEPS too.
