He welcomed all members present and thanked them for making the effort to attend this 26 th AGM of the Institute. 2.0 Adoption of Agenda The Chairman tabled the following agenda to the AGM for acceptance: 1. The Dato Fateh Chand in 3.0 and 5.2.2 amended to Datuk Fateh Chand 2. Dr. Yves Cheze in 5.2.1 amended to Lyes Mokraoui The minutes of the 25 th AGM was proposed for confirmation by Dato Yunus Abd. 4.0 Matters Arising 4.1 Plans to hold a seminar on groundwater The meeting was informed that GROUNDWATER SEMINAR 2016 was successfully held on 18-19 October 2016 at the Palace Hotel, Kota Kinabalu, Sabah. Information 4.2 Allocation of annual funds to implement IGM activities-activities such as courses, seminars, forums, etc The meeting was informed that all planned activities were required to present budget proposals for approval by the council. Information 4.3 Honorarium for council members attending council meetings The meeting was informed that council members were offered an honorarium of RM50 each for attending a council meeting starting from the second council meeting in the last session. Information 4.4 Setting up a Working Committee on Information Technology & Geology The meeting was informed that the council considered and deemed it was not suitable to set up the committee for the time being. Information 4.5 Treasurer s report on the placement of RM 20,000.00 in fixed deposit as expenditure The Treasurer informed the meeting that the account was corrected as suggested. Information 4.6 Placement of more free cash in fixed deposits to earn more interests The Treasurer informed the meeting that a sum of RM70,000 was placed as fixed deposit in January 2017. Information 4.7 Review of Ministry of Finance s list of services to include various fields of geological services The meeting was informed that the BoG Chair and Mr. Seet Chin Peng had written to MoF about the issue but so far they have yet to receive any response from MoF. Information 4.8 Competent Persons for Preparing Reports for Minerals and Oil & Gas Sectors Mr. Choo Mun Keong felt strongly that if IGM is not included in the list of "recognised professional institutions" by Securities Commission and Bursa Malaysia, this will threaten and undermine the existence and purpose of both IGM and the Board of Geologists (BoG) - both IGM and BoG were established to protect and safeguard the interests of Malaysian geologists and regulate their conduct and practices. Hence, there will be no merits for Malaysian geologists to join IGM and register with BoG then. Institut Geologi Malaysia 2
5.0 Annual Reports The meeting decided that IGM and BoG to send a joint representation to the Securities Commission Malaysia as soon as possible to resolve the issue concerned. Action: In-coming Council 5.1 President s Report The Chairman tabled the President s Report (Appendix 2). The President s Report was proposed for approval by Prof. Dr. Joy Jacqueline Pereira and seconded by Arthur Chu Yun Shing. The report was unanimously accepted. 5.2 Secretary s Report The Secretary tabled the Secretary s Report (Appendix 3). The Secretary s Report was proposed for approval by Dato Yunus Abd. Razak and seconded by Ms. Azimah Ali & Dr. Saim Suratman. The report was unanimously accepted. 5.2.1 The meeting commented on the low number of members subscription pay up in the year 2016 and proposed a. The reminder notice for the subsequent year to be sent to the members before the end of the preceding year, b. The email addresses of the members to be tally with BoG s to ensure that all members are to receive the notices send by IGM. Action: In-coming Council 5.2.2 Mr. Teoh Lay Hock congratulated the council especially the Engineering Committee for having organized many technical talks. He encouraged other committees to be active too in organizing activities for the members. Action: In-coming Council 5.3 Treasurer s Report The Treasurer tabled the Treasurer s (Appendix 4) and Auditor s Reports (Appendix 5). Mr. Abd.Rasid Jaapar proposed that the Treasurer s Report be accepted and seconded by Mr. Choo Mun Keong. The report was unanimously accepted. 5.3.1 Mr. Choo Mun Keong pointed out that the reported interest rates for the fixed deposits were significantly low when compared with the previous year. The Treasurer would check with the Auditor and is to correct any discrepancy. Action: In-coming Council/Treasurer Institut Geologi Malaysia 3
6. Appointment of an Auditor The meeting agreed unanimously to the proposal by the Treasurer that S.F. Lee & Co to be re-appointed as Auditor. A letter for the auditor s re-appointment will be prepared by the Treasurer. Action: In-coming Council/Treasurer 7. Election/Announcement of IGM New Council 2017/2018 The IGM Council consists of 12 members comprising President, Vice-President, Secretary, Treasurer and eight ordinary council members. The four executive posts are elected annually whereas the eight council members are elected on a 2-year term with alternate four being elected annually. For the 2017/2018 council, the following 4 council members will remain to serve in the council for another year. They are: Prof. Dr. Joy Jacqueline Pereira Mr. Nizarulikram Abdul Rahim Mr. Rusli Abdullah Mr. Tan Boon Kong Nominations were called to fill the posts of President, Vice-President, Secretary, Treasurer and 4 council members. Any Other Business 8.1 NOMINATION OF FELLOW MEMBERS The Council proposed that each year, IGM should elevate a few well respected full members to be Fellow Members in recognition of their contribution to the geological profession. For this session, the Council proposed the following two members to be elected to Fellow Membership: 1. Prof Dr. Joy J Pereira, 2. Dr. Saim Suratman The meeting was unanimously agreed to the nomination. Information 8.2 IGM COUNCIL MEMBERS IN BoG Mr. Abd Rasid Jaapar proposed that starting from the next session (2018/19), whoever is serving in the Board of Geologists except one number of IGM representative appointed by the Minister shall not be allowed to sit in IGM Council. This is important to eliminate conflict of interests, to implement check & balance and good governance as well as to increase efficiency and productivity of both organisations. The AGM deliberated on the issue and recommended that though the IGM Constitution does not forbid its members from serving in both institutions, IGM members serving in BoG are to refrain from running as IGM Council Members starting from the next session (2018/2019). Information 8.3 Congratulation on the bestowal of Datukship upon the President Mr. Seet Chin Peng proposed to put on record in congratulating the recent bestowal of Datukship on the President Datuk Mior Sallehhuddin Mior Jadid. Information 6. Address by the in-coming President The in-coming President, Datuk Mior Sallehhuddin Mior Jadid thanked the members for giving the new council the mandate and opportunity to serve IGM. He hoped that the members will continue to give cooperation to the new council and to support IGM s activities. He assured the members that the new council would try their best to implement what had been proposed for the betterment of IGM. On behalf of IGM, the in-coming President recorded appreciation to the out-going Council Member Ms. Azimah Ali for her contribution to IGM during her tenure. As there was no other business to be discussed, the AGM was adjourned at 7:05 pm. Appendix 2 PRESIDENT S REPORT Saya akan melaporkan perkara penting yang dilaksana atau tercapai sejak Annual General Meeting (AGM) ke-25 yang diadakan pada 13 Mei 2016. 1. Akta Ahli Geologi 2008 (Akta 689): Sepertimana yang kita ketahui Akta tersebut telah berkuatkuasa mulai tahun 2014 dengan penubuhan Lembaga Ahli Geologi (BOG) yang pertama bagi tempoh Disember 2014 November 2017. Seorang daripada 14 ahli BOG dilantik bagi mewakili IGM iaitu En P. Loganathan. IGM banyak membantu BOG pada peringkat awal proses pendaftaran dengan menyediakan senarai ahli yang layak untuk dipertimbangkan menjadi ahli geologi profesional berdaftar. IGM telah menerima tawaran daripada BOG untuk bertindak sebagai badan yang mengurus dan mengendalikan peperiksaan penilaian profesional BOG. Pada awalnya satu pasukan kerja dengan 5 ahli dan diketuai oleh En Devendran telah dibentuk untuk melaksanakan tugas tersebut. Bagaimanapun kerana komitmen kerja yang ketat En Devendran telah menarik diri dan satu pasukan kerja yang baru dibentuk dengan keahlian seramai 7 orang dan diketuai oleh Profesor Dr Shafeea Leman. Pasukan kerja tersebut telah mengadakan beberapa siri perbincangan untuk menyediakan silibus dan soalan peperiksaan yang berkaitan dan dibentangkan kepada ahli majlis IGM untuk semakan. 2. IGM-GSM Joint Committee: Sebanyak 2 mesyuarat bersama telah diadakan pada 7 Oktober 2016 dan 31 Mac 2017. Perkara yang dibincangkan dan dipersetujui adalah berkaitan; Progress on GSM-IGM Flagship on Geoscience to Action for Disaster Risk Reduction (G2A4DRR). Program ini diterajui oleh SEADPRI-UKM dan UM dan mendapat bantuan kewangan daripada Newton-Ungku Omar Grant yang ditadbir oleh Innovate UK dan MIGHT. Program ini juga mendapat kerjasama daripada beberapa agensi dalam dan luar negara. Beberapa mesyuarat/forum teknikal telah dianjurkan di bawah GSM-IGM Flagship, GSM-IGM Agreement: Lebih banyak aktiviti dicadang dilaksanakan secara bersama di bawah platform GSM-IGM seperti penganjuran persidangan. Buat permulaan GSM akan menjemput IGM untuk menjadi penganjur bersama satu sesi tematik dalam NGC 2017 Taskforce on Joint GSM-IGM Programmes telah dibentuk dengan diketuai oleh Dato Yunus Abdul Razak dan dianggotai oleh Timbalan Presiden dan seorang ahli majlis masing-masing daripada GSM dan IGM. Fungsi Taskforce. Kerjasama IGM-GSM-BOG: Mesyuarat GSM-IGM Joint Committee pada 31 Mac 2017 turut dihadiri oleh Pengerusi BOG, Dato Yunus Abdul Razak. Perbincangan diadakan bagi merangka bentuk kerjasama antara 3 badan yang berkaitan dengan bidang geosains di negara ini. 3. Penganjuran Seminar: Institut Geologi Malaysia 7
Sebanyak 2 program utama telah dianjurkan oleh IGM iaitu Seminar on Non-Petroleum Geologically Related Sources of Energy in Malaysia dan Seminar on Mainstreaming Groundwater into Water Supply System. Kedua-dua program tersebut telah mendapat sambutan yang menggalakkan terutamanya bagi seminar berkaitan air tanah yang diadakan di Kota Kinabalu, Sabah. Kita merkamkan ucapan terima kasih kepada JMG dan National Hydraulic Research Institute of Malaysia (NAHRIM) yang bertindak sebagai penganjur bersama dan banyak membantu dalam penganjuran seminar air tanah tersebut. Saya juga mengucapkan terima kasih kasih kepada ahli Majlis IGM En Loganathan dan Dr Saim Suratman yang bertindak sebagai Pengerusi Jawatankuasa Penganjur bagi program-program berkenaan. Diharapkan program sebegini dapat dilaksanakan lagi pada masa hadapan. 4. Peranan IGM : Mantan Presiden IGM, Dato Yunus Abdul Razak dalam beberapa AGM yang lalu telah menggariskan beberapa cabaran kepada ahli-ahli IGM. Saya rasa tidak perlu lagi saya ulang perkara yang sama. Cuma apa yang perlu kita fikirkan adalah berkaitan dengan peranan IGM itu sendiri. Sebelum itu elok kita melihat sedikit secara ringkas sejarah perkembangan bidang geologi di Malaysia. Ia bermula dengan penubuhan Jabatan Penyiasatan Kajibumi/ JMG pada tahun 1903. Penubuhan institusi pengajian tinggi yang menawarkan ijazah dalam bidang geologi; Universiti Malaya 1960, UKM 1970 dan seterusnya beberapa universiti lain seperti UMS, UTP dan UMK. Terdapat 2 NGO berkaitan bidang geologi iaitu Persatuan Geologi Malaysia yang ditubuhkan pada tahun 1967 dan IGM yang ditubuhkan pada tahun 1989. Pada awal penubuhannya IGM banyak menumpukan usaha bagi mendapatkan pengiktirafan ahli geologi sebagai ahli profesional. Hasil usaha gigih ahli-ahli Majlis IGM yang terdahulu dan dengan kerjasama JPK/JMG, KPU/NRE dan Jabatan Peguam Negara, Akta Ahli Geologi diluluskan oleh Parlimen pada tahun 2008 (Akta 689). Akhirnya amalan profesion geologi mendapat pengiktirafan sebagai ahli profesional dengan terbentuknya Lembaga Ahli Geologi (BOG) yang berkuatkuasa mulai tahun Disember 2014. Kini terdapat 3 organisasi utama selain daripada agensi kerajaan yang terlibat secara langsung dalam bidang geologi di negara kita. BOG yang mempunyai kuasa perundangan kerana ditubuhkan di bawah Akta Parlimen dan 2 NGO iaitu IGM dan GSM. Sehubungan dengan ini timbul persoalan. Adakah IGM masih relevan setelah terbentuknya BOG? Apakah peranan bagi setiap badan tersebut? BOG bertindak bagi pendaftaran ahli geologi dan pengawalseliaan amalan geologi. GSM berperanan dalam meningkatkan ilmu pengetahuan berkaitan bidang geologi dan IGM berperanan dalam aspek meningkatkan amalan profesionalisme ahli geologi. Tidak dinafikan terdapat pertindanan peranan antara GSM dan IGM dan perkara ini dapat diselaraskan ataupun aktiviti yang akan dilaksanakan dibuat secara bersama melalui perbincangan dalam mesyuarat GSM-IGM Joint Committee. Peranan dan sumbangan ahli geologi dalam isu berkaitan pembangunan negara dan pemeliharaan alam sekitar semakin mendapat tempat dan dihargai sama ada oleh Institut Geologi Malaysia 8
masyarakat atau pihak pembuat dasar. Keyakinan yang meningkat di kalangan masyarakat dan pembuat dasar perlu kita hargai dengan memastikan pengamal dalam profesion geologi mempunyai integriti yang tinggi dan memberikan perkhidmatan yang terbaik kepada pelanggan masing-masing. IGM mempunyai peranan untuk membantu BOG dalam menyediakan kursus, latihan dan peperiksaan terutama bagi meningkatkan tahap profesionalisme, ilmu pengetahuan dan kepakaran yang berkaitan bagi pengamal geologi di Malaysia. IGM boleh membantu dalam aspek memberi sokongan teknikal dalam Continuing Professional Development (PDC) yang dijangka akan disyaratkan oleh BOG kepada ahli geologi profesional pada masa akan datang. Peranan tersebut adalah selaras dengan objektif IGM yang menggalakan promosi dan peningkatan pengetahuan, kajian dan amalan geologi. Dalam memberikan sokongan kepada BOG, IGM seharusnya bekerjasama dengan GSM dan juga institusi pengajian tinggi. Saya mengucapkan terima kasih kepada semua ahli Majlis IGM 2016/2017 yang telah memberikan sumbangan masa, tenaga dan fikiran secara sukarela bagi melaksanakan pelbagai aktiviti di sepanjang tempoh setahun yang lalu. Formation of a professional group for matters of public safety IGM had been offered by BoG to manage and conduct the professional evaluation for BoG. IGM had appointed Prof. Dr. Mohd. Shafeea Leman as the Project Team Leader and six Team Members were also appointed for the fields of Petroleum, Engineering Geology, Hydrogeology, Exploration Geology, Mapping Geology and Geophysics. The project team had presented to IGM Council a project proposal on a. Assessment module framework b. Costing of the work to be carried out IGM is going to present a proposal paper at the next BoG board meeting. Under GSM-IGM Flagship, a research project entitled Disaster Resilient Cities: Forecasting Local Level Climate Extremes and Physical Hazards for Kuala Lumpur was successfully bided in Newton Ungku Omar Fund administered by Innovate UK and MIGHT. The project is expected to continue over the next 3-years. Workshop on Disaster Resilient Cities: Risk Assessment and Forecasting of Geophysical and Atmospheric Hazards was successfully held at Istana Hotel on 9 10 March 2017 The GSM-IGM Joint Committee, co-chaired by the respective Presidents will continue operations, supported by Sub-Committees that promotes education; research; graduate membership; oversee and review curricula in Malaysian universities and all other matters pertaining to the advancement of knowledge and professionalism in the geological sciences in Malaysia. A professional group consisting of qualified experts under the leadership of Mr. Tan Boon Kong, Chair of Engineering Geology & Geohazard was formed. This group is to assist IGM to play its role as a professional body in matters of public safety by issuing timely statement in the public media to inform the public in times of geology-related disasters for example earthquake, tsunami and landslide. 5. Seminar on Non- Petroleum Geologically- Related Sources of Energy in Malaysia 6 IGM Groundwater Seminar 2016 Mainstreaming Groundwater into Public Water Supply System IGM organised for the first time a seminar on Non- Petroleum Geologically-related Sources of Energy in Malaysia on Tuesday, 27 th September 2016 at the University of Malaya Alumni Association Club hall, Kuala Lumpur. The Seminar was organised as part of an awareness programme on IGM and its role and functions. The Seminar opening was officiated by Datuk Mior Sallehuddin Mior Jadid, President, IGM and Director- General, Jabatan Mineral dan Geosains Malaysia (JMG). A total of 55 participants attended the event. IGM organised GROUNDWATER SEMINAR 2016 on 18-19 October 2016 at the Palace Hotel, Kota Kinabalu, Sabah. The Seminar opening was officiated by the permanent secretary, Datu Rosmadi Datu Sulai, on behalf of the Tourism, Culture and Environment Minister Datuk Seri Panglima Masidi Manjun. Datuk Mior Sallehuddin Mior Jadid, President, IGM and Director-General, Jabatan Mineral dan Geosains Malaysia (JMG) and Dr. Saim Suratman, (Vice President, IGM) gave keynote papers. OTHERS 5.1 Nomination of IGM representative in BoG The present BoG Board Members term is until November 2017 and the present IGM Representative in BoG is Mr. P. Loganathan. The Council nominated Datuk Mior Sallehhuddin Mior Jadid as IGM Representative in the coming BoG Board. 6. Appendix 4 TREASURER S REPORT IGM achieved a financial surplus of RM9,839 in the Financial Year 2016 though it is less than the previous surplus of RM41,835. The net current asset has increased to RM189,181 in 2016 from RM176,786 in 2015. The total revenue of RM60,951 in 2016 posted lower than the previous year of RM70,170.00. Revenues were basically derived from membership dues and bank interests. However for 2016, a major contributor of the revenue came from the organizing of Groundwater Seminar in Sabah which generated a surplus of RM10,395. The total operating expenditure for Financial Year 2016 was recorded at RM51,112, higher than 2015 s of RM28,335. Though IGM spent more in 2016, IGM has successfully carried out two significant events for its members and non-members benefits, namely Non-Petroleum Geologically-Related Sources of Energy in Malaysia Seminar held in Kuala Lumpur on 27 September 2016 and groundwater seminar entitled Mainstreaming Groundwater into Public Water Supply System which was held in Kota Kinabalu, Sabah from 18-19 October 2016. As a new treasurer for this session, I am sure that there are much to be improved in terms of financial management of the Institute especially in keeping the IGM membership subscription database up-to-date. I believe that with good cooperation from the council members, our webmaster Mr Shafiq Farhan and our secretariat staff Mrs Norizah, all the shortcomings shall be overcome. Last but not least, great appreciations are dedicated to all IGM members who constantly support IGM through their annual subscriptions which enable IGM to carry out programs and activities throughout the year.
