FESTF Gopher A Data Integration Tool to Inform Decisions in FIFRA/ESA Processes April 26, 2018 CropLife America & RISE Regulatory Conference Arlington, VA

An Introduction to FESTF The (FESTF), incorporated in 1996, is a pesticide registrant data development task force, comprised of 20 companies, responding to species/proximity data requirements published in a 2000 PR Notice FESTF has been providing data to the EPA for their evaluation of the effects of pesticides on ESA-listed species for over 20 years and has seen the process evolve 2

FESTF Data and Work Products Are a result of exploration, applied application and data gathering that started when the LLC was incorporated in 1996, over 20 years ago Aggregated data on Species locations, including licensed dataset from NatureServe Range maps for FWS using aggregated data Pesticide use locations Species biology, local data and conditions Status of Species (SOS) files for FWS, including recovery information Information Management System (IMS) data management software first designed in early 2000s. The next generation, Gopher, brings a spatial platform and flexibility 3

FESTF s New Generation of the IMS Gopher is a tool kit of data related to ESA-listed species, including species-specific conservation efforts and local/regional knowledge Provides a way to bring all of it together, tabular and spatial, for input at various stages throughout the process Species range maps Pesticide Potential Use Distribution Pesticide Application Information Listed Species Attributes BMP Practices and Measures 4

Gopher s GIS Mapping Functionality Over 20 tabular and spatial datasets integrated, pre-calculating millions of possible species-use site proximity relationships 5

Initial Gopher Datasets Species Locations Dataset Name MJD-FESTF NMFS shapefiles supplied to FESTF NMFS Salmonids FWS Species Range Maps FWS Critical Habitat NMFS Critical Habitat Source NatureServe NMFS NMFS FWS FWS NMFS 6

Initial Gopher Datasets Use Sites Dataset Name Census of Agriculture Cropland Data Layer (CDL) National Land Cover Database (NLCD) NLCD Alaska NLCD Hawaii Crop Groups ADCi (golf courses, parks, schools, etc) Source USDA USDA USGS USGS USGS USDA/CSI ADCi Individual crops, single and multiyr aggregation Crop Groups following OP BE groupings and aggregation 7

Gopher Quick Look Generates co-occurrences based on core species and use site datasets and user-selected taxa, use sites, and locations Can set a No Effect Distance to explore various proximity distances and results Heat map and Excel file of results are available Can also Export results to a Scenario to conduct more indepth analysis 9

Gopher - Mapper Species and Use Site Data Layers are available for viewing Identify feature, buffer, and measure tools Hyperlinks to NatureServe data on individual occurrences and SOS profiles 10

Gopher Mapper (2) Nellie s cory cactus is restricted to elevations between 1200-1350 m. reducing range in Brewster Co, from 3.9Mil acres to 706,015 acres Maps can be Exported to PDF Additional datasets, such as BMP areas can be added and integrated 11

Gopher s Search Analysis Tools ESKB export provided by EPA in 2016 with additional attribute information obtained from EPA s OP BEs 12

Gopher Projects and Project Toolkit Users can create Projects to focus on scenarios and use a Toolkit to document findings specific to species, use sites, and/or locations through Maps, Queries, Proximity Calculations, user input/data, and other tools Data Source: NatureServe and its Natural Heritage Member Programs 13

Gopher Take-away Gopher is a web-based password-protected software developed by FESTF; provides a platform to access and spatially interact with best available datasets related to pesticides and ESA-listed species Spatial and tabular data can be viewed, mapped, queried, and exported in various formats Can lift species-specific conservation efforts and local/regional knowledge to the national-level With data integration platform, can explore opportunities to enhance species recovery while minimizing over-regulation and adverse grower impact in a way that provides transparency 14
