Honors and Awards Member, Delaware Geographic Data Committee, 1998 Member, State Mapping Advisory Committee, 1998 Member, American Meteorological Society, 2002 Research Experience Consulting and technical assistance with GIS, New Castle County Department of Land Use, 2002-present. Reconfigure New Castle County Police districts in order to establish equal workload amongst the officers. Create a route network to be used in time estimation of emergency response. Map incident data to recognize spatial patterns in the data. Relate data tables to incident data to display calls for service within the county.

Consulting and technical assistance with GIS, New Castle County Department of Land Use, 2002. Aligned census geography layers to New Castle County tax parcel base and geographical information systems data. Related U.S. Bureau of Census SF1, SF2, and SF3 data to geographic blocks, block groups and census tracts. Provided compact disk to NCC Dept. of Land Use with all realigned census geography as well as source materials used during the process. Consulting and technical assistance with GIS, New Castle County Department of Land Use, 2000. Created a right of way centerline file to be used as a base map layer for all data layers created in the future by NCC Dept. of Land Use or consultants providing assistance to New Castle County. Created a modified grid data layer, based on the centerline file, which will be used by numerous organizations and agencies throughout the state. Location of Farm Facilities to Support Emergency Management, Delaware Emergency Management Agency (DEMA), 1999. Reviewed and prepared USDA and DEMA agricultural data so that DEMA can display, query, and update information more easily. Created digital layers for USDA farm grids for each county in DE and linked the numbers of farms in each grid from the Farms Service Agencies databases. Preparation of Critical Intersection Map, Delaware Emergency Management Agency (DEMA), 1999. Geocoded selected DE State Police accident sites at critical intersections and prepared all data and layouts in GIS formats compatible with DEMA information systems. Produced a large format map of DE showing roadways, water bodies, municipalities, and selected accident sites for the time period between January 1, 1999 and June 15, 1999. Sussex County Hazard Vulnerability Analysis (HVA), Delaware Emergency Management Agency (DEMA), 1998. Reviewed current files at DEMA and compiled those that were applicable to the HVA. Created map overlay set to be used for the identification of hazards and vulnerabilities in Sussex County, DE. Produced compact disk containing all data layers in MapInfo and ArcView formats. Tabulated concentrations of population and employment, in regards to their estimated vulnerability to specific hazards. Kent County Hazard Vulnerability Analysis (HVA), Delaware Emergency Management Agency (DEMA), 1998. Reviewed current files at DEMA and compiled those that were applicable to the HVA. Created map overlay set to be used for the identification of hazards and vulnerabilities in Kent County, DE. Produced compact disk containing all data layers in MapInfo and ArcView formats. Tabulated concentrations of population and employment in regards to their estimated vulnerability to specific hazards. Preparation of Delmarva Peninsula Map of Evacuation Routes and Shelters, Delaware Emergency Management Agency (DEMA), 1998. Compiled base map information for the Delaware, Maryland and Virginia portions of the Delmarva Peninsula, digitized evacuation routes and public shelters, and prepared all data in GIS formats compatible with DEMA information systems. Produced a large format map of the Delmarva Peninsula showing all information contained on the compact disk and could be used in the event of an emergency. Preparation of the Delaware HPMS Linear Referencing System, Delaware Department of Transportation (DELDOT), 1998. Provided DELDOT and the Federal Highway Administration with a digital Linear Referencing System (LRS) for roads in DE that are included in the National Highway Planning Network. Created standard route identifiers with beginning and end milepoints for all roads represented. Provided documentation in accordance to the Federal Geographic Data Committee (FGDC) Metadata Standards. GIS/EIS Support and Assistance with Hazard Analysis Project, Delaware Emergency Management Agency (DEMA), 1997. Assisted with evaluation, organization, and documentation

of current GIS/EIS data stored at DEMA. Supported DEMA and consultants on the Hazards Vulnerability Analysis Project. Prepared data and created a maps series to be used in the event of an emergency. Computerized Property Map for Analysis and Display of Land Records, Kent County, DE, 1997. Managed and completed production of a continuous GIS tax parcel map for Kent County, DE. Trained and managed data input staff. Linked tax parcel graphics with tax assessment databases and documented all procedures, and errors in source materials. Developed automated data processing procedures using macro languages, and prepared automated menu systems for streamline digitizing. Creation of Digital Tax Maps for Kent County State Resource Areas, Kent County, DE, 1997. Created a continuous GIS tax parcel coverage of all the Department of Natural Resources and Environmental Control s (DNREC) state resource areas for Kent County, DE. Implemented quality control procedures. Provided technical assistance to staff members assigned to the project. Delaware s 1996 Earthquake Program, Delaware Emergency Management Agency (DEMA), 1996. Prepared a life lines data base for DEMA and the Federal Emergency Management Agency (FEMA). Created seventy GIS layers for road networks, medical facilities, fire stations, ambulance services, police facilities, location of hazardous materials, population and employment centers, etc. Digitized and prepared all data in standard coordinate systems. Prepared data in MapInfo and ArcView GIS formats, structured information in these systems, and trained DEMA personnel. Worked with utility companies and other agencies to obtain and document source data. Delaware Geological Survey, Ground Water Monitoring Project, 1995-1996. Assisted in the design, development, and implementation of a ground-water monitoring network for Southern New Castle County. Purged and sampled wells to determine the water quality of public and private water supplies. Developed GIS data layers to manage data for the project and created maps for formal presentations and reports.
