1.0 SAMPLING PROGRAM OVERVIEW Vale Canada Limited s (Vale) TSP Hi-Vol ambient air monitoring stations operate on a 3-day sampling schedule. This includes the Dynamic Earth, Norite Street, Venice Street, Copper Cliff Creek, Union Street, Spruce Street, Delki Dozzi and Power Street stations. All filters are subsequently analyzed for metal content. The PM 10 Hi-Vol ambient air monitors are co-located at Dynamic Earth, Norite Street, Venice Street, Copper Cliff Creek and Union Street stations. These monitors operate on a 6-day sampling schedule. Similarly, all filters are analyzed for metal content. The metal list for both size fractions comprise arsenic, cadmium, chromium, cobalt, copper, iron, lead, manganese, nickel, selenium, vanadium and zinc. The analysis also includes sulphur. Each sample consists of a 24-hour (midnight to midnight) period that operates concurrent to the National Air Pollution Surveillance (NAPS) schedule. 2.0 SAMPLING RESULTS The results of the samples at each of the eight (8) monitoring sites are presented in the following section. Table 1 outlines the data recovery efficiencies of each site (all monitors combined). During this quarter, a total of 318 valid samples were collected from a possible total of 328 samples. Therefore, a total of 10 samples were invalid. Eight (8) samples were lost due to flows which fell outside the valid range; one (1) at Power Street, two (2) at Venice Street, one (1) at Norite Street, one (1) at Delki Dozzi, one (1) at Spruce Street and two (2) at Dynamic Earth. Two (2) samples were lost due to motor failure at Union Street. The overall sample recovery for the quarter was 97%. The invalid sample flow rates were due to issues with either the mass flow controllers and/or the brushless motors during operation. If the units were unable to stabilize, the suspect flow controllers and/or motors were either replaced (or repaired) or the flow controller was readjusted to the required flow rate. Measured TSP results were compared to their applicable Schedule 3 Standards under O.Reg. 419/05 or guidelines, as noted in MOE document PIBS #6569e, titled Summary of Standards and Guidelines to support Ontario Regulation 419: Air Pollution Local Air Quality (including Schedule 6 of O. Reg. 419 on Upper Risk Thresholds). The PM 10 size fraction was compared to the Ambient Air Quality Criteria (AAQC). Table 2 outlines the statistics for the collected samples from each site and particulate size fraction. A full summary of the Q1 results (from all samples) is provided in Appendix A of the report. These exceedances took place on 4 January 2016, at the Power Street sampling station and on 18 February 2016, at the Dynamic Earth sampling station. In addition, there was one (1) exceedance of the interim 24-hour Ambient Air Quality Criterion (AAQC) for PM 10. This exceedance took place on 18 February 2016, at the Dynamic Earth Sampling station. Evidence suggests that the road sand/salt was a contributing factor to the high level of PM concentrations found at these specific sampling stations, during these sampling dates. There were no other exceedances of the Schedule 3 Standards, Section 20 Guidelines, and Schedule 6 Upper Risk Thresholds (URTs) listed in O.Reg.419/05. There were also no other exceedances of the interim 24-hour AAQC for PM 10. Please note that all iron (total) results have been conservatively expressed as ferric oxide, since it is difficult to determine the amount of iron that has been oxidized. Iron is not present as metallic iron but a small portion of the metallic iron is assumed to be oxidized. Therefore, the iron results are conservatively compared to the Fe 2O 3 Schedule 3 standard for information purposes only. 3.0 FLOW CALIBRATION CHECKS AND AUDITS Amec Foster Wheeler staff performed a flow calibration check on the air samplers on 3 March 2016, using a BGI direct reading hivol electronic flow calibrator. The calibrator was received from the manufacturer certified to an overall accuracy of 0.60%. A copy of the calibration certificate is provided in Appendix B. All samplers were found to operate within acceptable tolerances at the time of the calibration. The Ontario Ministry of the Environment and Climate Change (MOECC) performed a flow check audit on September 28 th, 2015. All samplers, except for the Power Street TSP, Union street PM 10, Norite Street TSP and Dynamic Earth PM 10 samplers, were found to operate within acceptable tolerances. A data correction was done on the data collected at the failed sites between our flow calibration in September 2015 and the MOECC audit.
