Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Unsatisfactory Moderately Unsatisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The implementation of ERT-2 is largely on track with over 95 percent of the original commitment disbursed (and 87 percent of the overall commitment including additional financing disbursed); most of the major investments, including the nine grid extensions, completed; and progress being made to address some of the key issues identified in the previous missions. From now until the project closing on June 30, 2016, the main issues that need to be monitored closely are: (i) still low, albeit increasing, numbers of on-grid connections achieved; (ii) low sales of solar home systems (SHSs) utilizing subsidy under PVTMA, compounded by cases involving fraud and corruption; and (iii) making sure that all the activities will be completed by the project closing date.
