This ISR is based on the findings of the progress report prepared by the Project Management Unit (PMU) and the regular monitoring meetings between PMU and Task Team. Overall the performance of the project is still rated as Moderately Satisfactory. The overall disbursement has slightly increased to 15% is expected to increase up to 40% by June 2018. All preparatory works such as site development, construction of boundary/retaining walls at seven sites have been completed except Barisal site as mentioned above, with progress at 39% only, due to relocation of site because of stay order by High Court on the original site. The new site identified required dismantling of 13 old go-downs within the premise of Barisal CSD, and auctioning for dismantling has been completed but the Ministry of Food is yet to provide its concurrence on the highest evaluation. Procurement of steel silos is in progress and at critical stage with (i) construction of Steel Silos at Ashuganj, Mymensingh and Modhupur CSDs for Rice (USD115.708 million): approval of Bid Evaluation Report (BER) by CCGP after clearances by DG Food and MOF is expected by December 2017, (ii) construction of steel silos at Chittagong and Maheshwarpasha, Khulna CSDs for Wheat (USD83.708 million): submission of Bid Evaluation Report to PMU by Independent Procurement Panel (IPP) is expected in December 2017; and (iii) construction of Steel Silos at Barisal, Dhaka and Narayanganj CSDs for Rice (USD97.250 million): Draft Bidding Document cleared by the Bank on July 17, 2017. Bid invitation might be delayed because the available project fund will not be enough to finance this package. This would require additional financing and revision of the DPP to be cleared by the ECNEC. This should be discussed during the forthcoming support mission from December 17-21, 2017. As of October 15, 2017, out of the target of 500,000 Household Silos (HHS) 48,000 have been delivered by Madina. Production capacity of Madina Group has increased and now they can deliver 20,000 HHS per month. The inauguration of HHS should be planned and coordinated with the World Bank to ensure participation of key officials from the Government and World Bank. As of 15 October, 2017, 1,00,000 beneficiaries have been listed from 13 upazilas out of the targeted 63 Upazilas. Distribution of HHS will be started any time upon inauguration. For implementation of Integrated Food Policy Research Program, 8 draft reports have been delivered on May 28, 2017 and an inception report completed on ''Analysis of the safety and quality of food (rice and wheat) distributed through Public Food Distribution System and proposed remedial actions''. Safeguards instruments are on track. PMU has submitted environmental and social impact assessment report for all 8 silo sites to Department of Environment and already obtained environmental clearance certificate for all silos. PMU submitted ESIA report of all 8 silo sites to World Bank for review and clearance along with Bi-Annual environmental safeguard monitoring report. 11/10/2017 Page 2 of 8
