POSITION DESCRIPTION Position Title: Geographic Information Systems (GIS) Coordinator Department: Engineering Reports To: Engineering Supervisor FLSA Status: Exempt Date: April 2018 PRIMARY OBJECTIVE OF POSITION Provides expertise and services for the City of Faribault for the overall coordination, development, implementation, operation, maintenance and training for the City s Geographic Information Systems (GIS). Responsible for coordinating GIS activities throughout the City, serve as the City s representative to outside organizations, work closely with user departments, consultants, vendors, external users, and the general public in the coordination and utilization of GIS services. Develops and maintains systems and data using ESRI and AutoCAD software. Designs and creates the GIS related databases, data models, applications, and software for the City, and provides the vision and direction for the use of the system citywide for the use of City personnel, and the citizens of the community. ESSENTIAL FUNCTIONS OF THE POSITION Experience and High Level Competency with GIS and CAD Software Uses Geographic Information System (GIS), Computer Aided Drafting (CAD), Global Positioning System (GPS), word processing, database, spreadsheet, and other software programs to manage information for the City. Demonstrated competency with GIS and CAD software programs utilized by the City, including ESRI s ArcGIS for Desktop (ArcMap, ArcCatalog, ArcToolbox) and/or AutoCAD Civil 3D. Knowledge of additional ESRI suite of products such as ArcGIS for Server, ArcGIS Online, ArcPad, ArcGIS Mobile, Collector for ArcGIS, and Explorer for ArcGIS. Experience with GIS and CAD interoperability. Page 1 of 5

Development and Management of Procedures and Applications Develops visionary direction for the GIS future use in the City operation and also provides lead direction to others that may be involved in the GIS operations of the City. Performs routine reviews and updates of GIS applications as necessary to maintain a suite of current technical and reliable applications. Documents new GIS applications and procedures, and maintains documentation of existing GIS applications and procedures. Troubleshoots problems with the GIS users in the City and provides technical assistance to users. Analyzes user requirements and develops program applications to meet those needs. Database Development, Organization, and Maintenance Creates spatial and non-spatial GIS data sets, and maintains the integrity of data sets by keeping the data current and accurate. Includes routine data entry. Prepares source data for processing with GIS databases and GIS coverage for inventory of public works infrastructure. Works with GPS to build inventories. Proficient in developing custom GIS scripts and applications using scripting languages Python and/or Visual Basic.Net. Experience using spatial SQL database software such as, ArcSDE, PostgreSQL with extension PostGIS, MySQL, and/or Microsoft SQL Server. Mapping Systems and Data Collection Provides graphics, maps and other property-related information to both internal and external customers as directed. Knowledge of ArcPad and ArcPad Application Builder to design custom forms to streamline data collection and ensure data integrity in the field. Experience with Trimble software, Trimble Geomatics Office (Data Transfer, Coordinate System Manager, DC File Editor, Feature and Attribute Editor) and/or Trimble GPS Pathfinder Office. Knowledge and Use of Web-Based Applications Experience with web-mapping applications, including but not limited to ArcGIS Online, GeoMoose, and/or MapServer. Knowledge in website programming languages such as XHTML, CSS, XML, ASP, PHP, VBScript and/or JavaScript. Page 2 of 5

Knowledge of web server applications Apache HTTP Sever and/or Internet Information Systems (IIS). Coordination with City Departments, Other Agencies, and Public Works with other departments and external agencies to incorporate their existing data and needs into GIS applications. Compiles and provides relevant technical and general information to other departments, consultants, agencies and contractors regarding projects, records, and operations of the department. Develops and maintains positive working relationships with various jurisdictions to coordinate the department s efforts with those of other government agencies and City departments. Conducts special studies that affect the overall conduct of everyday Public Works functions. Examples: records management, winter maintenance, transportation, etc. Assists in development of special assessment rolls & records for public improvement projects and documents for public hearings, including computation and distribution of special assessment costs tied to property records. Provides back-up support for general City computer user trouble shooting and consultant-directed maintenance. Daily and continuous public contact, requiring tact, courtesy, and good judgment. Performs Other Duties and Work as Required and/or Assigned. MINIMUM QUALIFICATIONS Associate degree from college or technical school in GIS, Computer Technology, Engineering, or related field, or equivalent education and experience. Knowledge in the principles and practices of mapping, coordinate systems, projections, and scales. One or more years of comprehensive work experience with: ArcGIS for Desktop and other ESRI GIS products, and/or AutoCAD Civil 3d preferably in a governmental setting with general knowledge of surveying, mapping, database management and photogrammetric techniques. Experience with Microsoft Office products, including but not limited to Word, Excel, Access, and PowerPoint. Valid State Class D Driver s License. Page 3 of 5

DESIREABLE QUALIFICATIONS Bachelor s Degree in GIS, Geography, Computer Science, or related fields. Three or more years of advanced and comprehensive work experience with various GIS applications, including spatial and relational database management, programming, and development of industry standard geographic information systems. Demonstrated experience in the development and implementation of individualized GIS applications for various municipal governmental functions, and ability to train others in their use. SUPERVISION RECEIVED/EXERCISED Reports directly to the Engineering Supervisor, however, responds to and works closely with other department supervisors or directors to respond to requests for GIS services. May guide or orient support, technical, or professional staff on the operation and/or maintenance of GIS. May provide direction for seasonal field/office employees. TOOLS AND EQUIPMENT USED Desktop and laptop computers, including word processing, spreadsheets, database, and presentation software, as well as numerous program applications. Motor vehicles, GPS equipment, telephone, fax machine, radio, plotters, scanners, and copy machines. PHYSICAL DEMANDS Most work is in a normal office environment. Travel within the City or region to attend meetings is likely to occur several times monthly. There is limited exposure to field or construction site conditions when assisting City staff with infrastructure related activities or projects. While performing the duties of this job, the employee is frequently required to sit; talk; hear; read; use hands to finger, handle, feel, or operate tools or controls; and reach with hands and arms. Hand-eye coordination is necessary to operator computers and various pieces of office equipment. Page 4 of 5

The employee is required to walk, traverse stairs, and move about various types of environmental and geographic settings. Must be able to drive a car for local as well as long distance travel. Lifting, pushing/pulling, or carrying objects up to twenty-five (25) pounds is sometimes required. Repetitive movements of the hands are sometimes required. Audio, visual, and verbal functions are essential functions to performing this position, including the ability to regularly communicate with other department staff, other agencies, consulting firms, and the public. The GIS Technician is responsible for diverse matters, many of which have deadlines and require significant attention to detail. Approximately 50% of the time, work is performed at the highest level of detail and pressure of deadlines. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The majority of work is performed within an office setting, however, some outdoor work may be required such as at infrastructure maintenance activities, construction sites, or other operational sites. The noise level in the environment is usually quiet in the office, and moderate in the field.
