OPEN DISASTERS / EMERGENCIES (DR/EM): Major Disaster Declaration (FEMA-4235-DR) for CNMI On August 5, 2015 the President declared a Major Disaster Declaration (FEMA-4235- DR) for the Commonwealth of the Northern Mariana Islands due to impacts associated with Typhoon Soudelor during the period of August 1-3, 2015. The declaration provides individual Assistance, Public Assistance, and Hazard Mitigation for CNMI. The Federal Coordinating Officer (FCO) is Stephen M. DeBlasio, Sr. Major Disaster Declaration (FEMA-4240-DR-CA) for California On September 22, 2015, the President signed a Major Disaster Declaration (FEMA-4240- DR) for the State of California for the Valley Fire that occurred September 12, 2015, and continuing. The declaration provides Individual Assistance for Lake County. Calaveras and Lake Counties have been granted Emergency Protective Measures (Category B), limited to direct federal assistance, under the Public Assistance Program. All areas in the State of California are eligible for assistance under the Hazard Mitigation Grant Program. The Federal Coordinating Officer (FCO) is Timothy J. Scranton. TROPICAL WEATHER: EASTERN PACIFIC: Disturbance 1: A broad and elongated area of low pressure located about 900 miles west-southwest of the southern tip of the Baja California peninsula is producing limited shower activity. Environmental conditions are expected to become less favorable during the next couple of days, and development of this system is not expected while it moves north- northeastward and then northward at 5 to 10 mph. CENTRAL PACIFIC: Disturbance 2: A remnant low, formerly tropical depression Eight-C, was centered about 1325 miles southwest of Honolulu, Hawaii, and moving west near 10 mph. Thunderstorms have recently been occurring west and northwest of the low, but atmospheric conditions will likely inhibit redevelopment of the system over the next couple of days. Formation chance through 48 hours, low, 20 percent. Disturbance 3: Showers and thunderstorms associated with an area of low pressure about 815 miles southeast of Hilo, Hawaii, have decreased over the past six hours. Environmental conditions are becoming less conducive for significant development over the next two days as it moves slowly north. Formation chance through 48 hours, low, 20 percent.

Tropical Storm OHO Location: About 390 miles south of Hilo, Hawaii About 540 miles south-southeast of Honolulu, Hawaii Description: Maximum sustained winds: 50 mph Movement: North-northeast at 2 mph Watches and Warnings: None Additional Information: OHO is forecast to turn toward the northeast later today and tonight. Gradual intensification is expected through Tuesday night.

WESTERN PACIFIC: Tropical Storm CHOI-WAN Location: About 495 miles east-northeast of Agrihan, CNMI About 520 miles south-northeast of Pagan, CNMI About 665 miles east-northeast of Saipan, CNMI About 800 miles northeast of Guam Description: Maximum sustained winds: 70 mph Movement: West-northwest at 14 mph Watches and Warnings: None Additional Information: CHOI-WAN is expected to continue turning to the north during the next 24 hours. CHOI-WAN is expected to intensify and could become a typhoon later today.

ATLANTIC: Disturbance 1: Disorganized cloudiness and thunderstorms located a little more than 1000 miles east of the Lesser Antilles are associated with a broad low pressure area. Upper-level winds are expected to be unfavorable for tropical cyclone formation, and development of this system is becoming less likely as the low moves west northwestward at about 15 mph. Hurricane JOAQUIN Location: About 185 miles north of Bermuda Description: Maximum sustained winds: 85 mph Movement: North-northeast at 13 mph Watches and Warnings: TROPICAL STORM WARNING in effect for Bermuda. Additional Information: JOAQUIN is expected to turn toward the northeast later today followed by a turn to the east-northeast on Tuesday. Gradual weakening is forecast for the next 48 hours.

REGIONAL SIGNIFICANT WEATHER: Scattered showers and thunderstorms will impact much of Arizona today. Some storms may become strong to severe, bringing high winds, small hail, and brief heavy rain. Areas of southern Nevada and southeast California will continue to experience showers and thunderstorms, some of which could be strong. Winter weather conditions will affect higher elevations of the Sierra Nevada and southern Nevada.

Overall Fire Risk: Areas of High fire danger are limited to isolated areas of California and Nevada.
