About PAKSTRAN To address the transport and related problems in the country, the Pakistan Sustainable Transport Project (PAKSTRAN) is being implemented by Government of Pakistan. Objective The objective of the Project is to reduce the growth of energy consumption and related greenhouse gas emissions from Pakistan s transport sector, while simultaneously improving urban environmental conditions and improving Pakistan s competitiveness. Introduction IUCN based on its global experience and activities and specific strengths to address environment related issues in Pakistan, has been given responsibility to implement Component 4 of PAKSTRAN i.e. Increased public awareness and institutional capacity on sustainable transport concepts To meet the objectives of this component, a comprehensive capacity development plan was prepared with the objective to target the PAKSTRAN implementing partners, policy makers, planners, engineers and academicians who are directly or indirectly linked with the Pakistan Sustainable transport project to build their capacity on sustainable transport concepts to facilitate them in strengthening their skills and capabilities to design, implement and successfully/ sustainably manage the project. As part of this capacity development process a Capacity Need Assessment exercise was conducted through which immediate capacity building needs were identified to support PAKSTRAN partners for successful implementation of the Project. Based on the Capacity Need Assessment exercise conducted under the PAKSTRAN project, immediate capacity building needs were identified to support PAKSTRAN partners for successful implementation of the Project. In this regard urgent needs were identified by Component Implementation Unit (Sindh) to vet the yellow line feasibility for Bus Rapid Transit System, with respect to land use planning. This is an approved activity of year 2013 work plan of the Project. - Land use Planning and Sustainable Urban Transport with special context to Bus Rapid Transit System - Land use Planning and Sustainable Transportation using Geospatial Techniques. To conduct these trainings, the Department of Urban and Infrastructure Engineering NEDUET and Institute of Space Technology, SUPARCO were identified and approached considering their expertise and vast experience in the subject area (the module of the training courses is attached as Annex 1). NEDUET and SUPARCO house the ideal facilities and experts to build knowledge and capacities of the participants. The trainings featured a combination of lectures, discussions, lessons and hands-on exercises with relevance to Land use Planning and Sustainable Urban Transport with special context to Bus Rapid Transit and tools using Geospatial Techniques. The participants for the trainings were carefully selected through capacity need assessment process from PAKSTRAN partners, relevant government departments and academia (List of trainees is attached as Annex 2). 1

Training 1 Land use Planning and Sustainable Urban Transport with Special context to Bus Rapid Transit System (BRT) Following topics were covered in the training at NEDUET: Urban Transport Planning, definitions and approaches - Prof. Dr. Mir Shabbar Ali The lecture covered Urban Transportation planning processes and challenges related to urban mobility. Various travel indicators were also discussed. Sustainable urban transport (demand/supply)/mass transit systems, BRT models and success examples - Dr. Muhammad Adnan The lecture covered various definitions of sustainable transportation, objective of sustainability and transportation impacts, how sustainability is measured, comparison between transport supply management and transport demand management were made, TDM strategies and its significance was discussed. The lecture also included definitions on BRT, conditions for BRT and different features of a BRT system. Transport Modeling: An overview of the four modeling stages - Prof. Dr. Mir Shabbar Ali The lecture covered Travel demand analysis its modeling and forecasting, the four stages of TDM including trip generation, trip distribution, modal split models trip assignment places, urban activity forecasts were also covered. Key concepts in transportation planning model along with basic elements of urban transportation forecasting processes including data collection, analysis of existing conditions and calibration, forecast of future travel demand and analysis of the results were also discussed. Four modeling stages with emphasis on public transport - Dr. Muhammad Adnan The lecture covered trip generation modeling methods, trip distribution models, growth factor models, modal choice and hands on exercises on trip assignment-car traffic and public transport. The guidelines for delineating traffic analysis zones were also discussed. Bus rapid transit, ridership estimation procedures and headway requirements - Dr. Muhammad Adnan The lecture covered the vehicle operation cycle, bus seating capacities, dwell time and dwell time estimations, calculations on capacities of bus stops, capacity headway and relationship between ridership and headway. BRT, design elements and operational issues - Dr. Muhammad Adnan The lecture covered all design elements related to BRT including corridor demarcation, ridership consideration, bus type selection, alignment and cross sectional elements, priority junctions, bus stop locations and its design, scheduling and fleet size, fare and its collection system and BRT terminal location. BRT Financial Model - Prof. Dr. Mir Shabbar Ali The lecture compared various investment options adopted by successful BRT systems, planning costs of Transmilenio and others systems were discussed. Steps for creating financial model, infrastructure cost, and various sources of financing for infrastructure, prospects of public private partnership in BRT infrastructure and its pros and cons were also covered. BRT (examples from Lahore and Ahmadabad) - Prof. Dr. Mir Shabbar Ali Various features of Lahore and Ahmadabad BRT including stations, platforms, intersections and their drawings, elevated portions, articulated buses, fenced corridors, E-ticketing system, signal priority system, intelligent transport system, communication network, screen management console, public address system, command and control system along with their strengths and weaknesses were discussed in detail. 2

BRT versus LRT, elements and cost comparison - Dr. Muhammad Adnan The lecture covered definitions of Light rail transit its travel impact, cost to benefit ratio of LRT and comparison of BRT and LRT in terms of cost, capacity and overall effectiveness. Bus Rapid Transit: Issues in developing countries in context of Karachi - Prof. Dr. Mir Shabbar Ali The supporting policies necessary for success of BRT such as urban sprawl, development of travel demand model, creating institutions for sustainable urban transportation management, BRT authority and legal framework in context of Karachi were discussed in the lecture. 3

Training 2 Land use Planning and Sustainable Transportation using Geo-spatial Techniques Following topics were covered in the training at Institute of Space Technology, SUPARCO Land use planning and sustainable transportation using Geo-spatial technique: An overview - Dr. Badar Ghauri The lecture covered seven phases of planning i.e. surveying and mapping, formulate community goals, objective identification, develop possible alternatives, evaluations, implementations and monitoring and review. Also conceptual plan, geo spatial techniques including remote sensing, its use in urban and regional planning, use of GIS applications in facilities management, environmental and natural resource management, street network, planning and engineering and specifically in transportation were discussed. Areas of Intelligent transportation systems, GIS-ITS integration, traffic signal monitoring system were covered in detail. GIS an emerging tool for sustainable development/transport planning - Dr. Saad Malik Basic definitions of GIS, its role and functions including data capturing, storing data, query, spatial analysis, display and output were discussed. The lecture also covered hardware and software components of GIS, map projections, GIS data model and its representation. Remote Sensing an emerging tool for sustainable development - Mirza Muhammad Waqar The lecture covered the different definitions of sustainable development, basic principles of remote sensing and focuses on how remote sensing can be used effectively in sustainable development to counter urban development challenges faced by developing countries. Statistical modeling for resource allocation in urban localities - Dr. Arjamand Zaidi The lecture covered statistical analysis methods including ordinary least square method and geographically weighted regression and their comparison. Also ArcGIS tools and their uses were discussed in detail during the lecture. Developing a framework to apply total quality management concepts to land administration - Dr. Zahir Ali Geo spatial technologies in land assessment, their use in integrating land records, techniques for generating cadastral maps, satellite images, work flow for cadastral map digitization and digital cadastral mapping were discussed in the lecture. 4

Evaluation of Training Training evaluation forms were prepared with the purpose to gauge the effectiveness and efficiency of the two trainings and to identify gaps and areas of improvement through feedback from the participants to strengthen future training programmes. Questions related to the content of training material, knowledge and expertise of the trainers and quality of the facilities provided were part of the evaluation process. The forms were distributed among the participants at the end of the two trainings; the results of their feedback are presented below in the form of graphs. (Evaluation form is attached as Annex 4). The participants find both the trainings very useful and showed contentment with the expertise of the trainers and quality of the training content and the facilities provided to them during the training period. Annex III Press Release CAPACITY BUILDING ESSENTIAL FOR SUSTAINABLE URBAN TRANSPORTATION IN PAKISTAN Karachi, January 06, 2014 At trainings organized here today, by Pakistan Sustainable Transport Project (PAKSTRAN), experts stressed the need for building institutional capacities for the promotion of sustainable urban transport in Pakistan. The trainings were organized for the PAKSTRAN implementing partners, representatives of Planning and Development Department, urban planners, academia, relevant partners and stakeholders, focusing on land use planning for design of sustainable transport systems. Besides PAKSTRAN partners, the training was attended by eminent researchers in the field, representatives from provincial Transport and Planning and Development Departments, planners and practitioners. Based on the identified capacity needs to promote urban transport in Pakistan, two inter-related training courses on Land use Planning for Sustainable Urban Transportation were organized under PAKSTRAN in collaborations with NED University for Engineering & Technology and the other at the Institute of Space Technology, Pakistan Space and Upper Atmosphere Research Commission (SUPARCO). The objective of these trainings was to build the capacity of PAKSTRAN partners and key stakeholders to better plan and implement the sustainable urban transport interventions in Pakistan. Speaking on the occasion Mr. Arif Allauddin, Managing Director of the National Energy Conservation Centre (ENERCON), Ministry of Water and Power, said that it is essential to link researchers with practitioners for translating research into action. He appreciated the efforts being made by the provinces in promoting urban mobility in a more sustainable way.
