Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating High High Implementation Status and Key Decisions Road Reopening and Maintenance Works: Since the AF1 period, the project implementation has remained satisfactory. What follows is a short updated on project implementation status. Road works: So far, about 2,395 km of the project roads are already reopened, representing about 89.6 percent of the project IF and AF1 and AF2 objectives (2,673 km), and about 3,037 km are under maintenance contracts, representing about 90.8 percent of the maintenance program objectives (3,345 km). All reopening / rehabilitation works on the updated network related to IF and AF1 have been completed and their contracts regularly closed. This network concerned the following road sections, Kasomeno - Pweto - Kalemie - Uvira (619 km), Kisangani - Buta - Bunduki (525 km) and Kisangani - Niania - Luna (672 km) and is under routine maintenance contracts with a satisfactory condition. As for sections Komanda - Bunia - Goli (259 km), Bukavu - Goma (146 km), Akula - Gemena - Zongo (385 km), Dulia - Bondo (130 km) and Beni - Kasindi (78 km), considered under the financing of AF2, rehabilitation works are under way with different level of evolution. An action plan has been discussed with the Cellule Infrastructures to ensure that adequate measures will be put in place to allow completion of works before February 2018, the project closing date. The action plan will be closely monitored and its update shared with the Bank bimonthly. However, due to important delay in the execution of Dulia-Bondo contract, it appears very difficult to get the rehabilitation works completed as planned. Accordingly, the Cellule has been requested to revise the size of the works focusing only on what could be achieved in the timeframe of the project closing date, trying to liaise Dulia to Bondo even if it will require, for this specific case, to lower the project technical standard. The update of the project cost shows a possibility of a balance of about US $ 14.7 million from the project resources. Discussions during the mission led to propose that this balance be used to finance complementary strengthening works and replacement of panel bridges on the already reopened project roads. The Cellule, together with the Road Agency, will establish proposal that could be implemented in the remaining timeframe of the project for the concerned works and submit it to IDA no objection. Institutional Strengthening: The study related to the sustainability of the support to the promotion and development of SMEs in road maintenance works has been launched and a workshop, attended by Donors and partner from the public sector, was held during the mission to share the draft of the study conclusions and recommendations. Fruitful discussions led to recognize the necessity to enlarge the program to other donors and also to pursue discussions with the National Institute for Professional Preparation (Institut National de Préparation Professionnelle INPP) as an institute that could be in charge of implementation of such program subjected to some amendment to its institutional organization framework. In the meantime, and till the closing of the AF2, the Cellule will continue implementing the ongoing program. The Cellule would also find ways to ensure that trainings of SMEs on the field are complemented by in-room technical trainings till the project closing date. On the institutional reform side, the debriefing session of the mission with the Minister of Infrastructure allowed the team to share the main challenges related to the efficiency in the road sector management and the sustainability of the road maintenance system. These issues are supposed to be addressed with the planned reform for which IDA is still awaiting the decision from the government related to its options for that reform. It is expected that response from Government would help the project to provide the Government with some support in detailing the content and actions plan for the reform before the AF2 closing date. Social and environmental safeguards: The Delegated Management Contractor (DLC) services for the management of the environmental and social program s activities are satisfactory. However, it appears that all the planned activities would not be completed before the project losing date. Accordingly, the Cellule was requested, together with the DLC to update the activities program focusing on the priorities that could allow to perform all the necessary actions related to the direct impacts assuring that needed mitigation measures are executed for adequate completion of the road rehabilitation works. As the renewal of the member of the Environmental and Social Advisory Panel (ESAP) is now completed, the Cellule was requested to organize the due two missions of the Panel before February 2018. At that end, it is proposed that the first mission be organized at the end of July 2017 and its recommendations be shared between all the stakeholders, as required. Furthermore, and for the road works that will be completed by February 2018, receptions of environmental and social activities must be prior to any technical reception of road works as required, too. 8/11/2017 Page 2 of 18

The functioning of the checkpoints for traded timber and bush meat movements along the roads sections that are already reopened under the project is performing well. However, the workshop to assess the result and impact of the experimentation of the penalization system has been delayed and is now planned to be held by end of July 2017. In addition, the sustainability of these checkpoints remain a challenge that has been discussed with the Cabinet of the MEDD at the end of the mission. These discussions have also concern the inclusion of the checkpoints staff in the regular staff of MEDD to ensure permanent operations at these points after February 2018. The action plan for resettlement for the population alongside the project is implemented satisfactorily, so far. In addition, the implementation of the IPP is also rated satisfactory, same as the sensitization on HIV / AIDS and road security activities. The GRM of the project is functioning well and the complaints from the implementation of RAP or IPP are addressed adequately and recorded. The contract of the space-borne monitoring services and the memorandum of Understanding with the Directorate of Forest Inventory and Facility (Direction des Inventaires et Aménagements Forestiers DIAF) of MEDD for ground verification of results from the satellite imagery are performing satisfactorily. However, the use of the results of these services to inform or to help update the environmental and social impact mitigation measures by the BEGES is not effective. The Cellule, together with the BEGES and the Environment Agency, should work, when need be, to find the way to ensure the required consistency at that level. As regard to the preparation of the new project The mission has shared the recommendations from the PCN review meeting with the government counterpart. The project named DRC Second High-Priority Roads Reopening and Maintenance Project Pro Routes 2, will be a follow up operation for the ongoing project and its PDO formulation will tentatively be as follow re-establish lasting earth and paved road access between provincial capitals, districts and territories, in the project impact area and to improve the road sector institutional organization. It will reopen / rehabilitate about 2,300 km of earth roads and maintain them thereafter during the project life time. The concerned network comprises the following road sections: (i) Bunduki Bumba Lisala Bursinga Gemena (648 km) and Mobanza Mobaye (187 km); (ii) Bukavu Walikale (200 km); (iii) Niania Isiro (235 km), and; (iv) Bukavu Kasongo Mbuji-Mayi (1,020 km). It is supposed that this project be submitted to Board approval by June 2018. Accordingly, the mission has also discussed the planning of the technical studies and the safeguard documents preparation.. There are no key decisions for disclosure. The 05 days of non-passability on Kisangani-Beni covered the number of days of an overflow of water on the road at PK 399, while the 10 days on Kisangani - Bunduki came from the duration of the repair works on the Kole, Rubi and Tele bridges. For the Komanda - Bunia - Goli, Bukavu - Goma and Beni - Kasindi, roads, the works are at their start, so passability is getting worst than before.
