DESKTOP STUDY ON GLOBAL IMPORTS OF HANDMADE CARPETS & FLOOR COVERINGS AT A GLANCE By: National Centre for Trade Information Hall No. 19, Pragati Maidan, New Delhi-10001, INDIA (Sponsored by Ministry of Textile, Govt. of India through CEPC) 1

Overview India is the world's largest producer and exporter of handmade carpets in terms of value and volume. Carpet weaving is an ancient Indian tradition, with the industry flourishing in J&K, MP and UP. Bhadhoi, also known as the "Carpet City," is home to the largest hand-knotted carpet weaving industry hub in South Asia. The Indian Institute of Carpet Technology, the only institute of its kind in Asia offers various courses for the prosperity of the industry. The Carpet Export Promotion Council (CEPC) is the apex body of exporters of hand -made carpets and other floor coverings in India. The Council assists exporters by identifying new markets, providing financial aid, sponsoring participation in worldwide events, arranging buyer-seller meets and resolving trade disputes. Around 70 75 per cent of carpets manufactured in India are exported. Indian carpets are known worldwide for their excellent design, fascinating colours and quality. India is responsible for around 35 per cent of worldwide export of handmade carpets. Indian handmade carpets are exported to more than 70 countries in the world, the US being the largest importer. India is among the top 5 suppliers in the top ten importing markets for all the 23 Codes under study with few exceptions a. Code 570242-Iraq is the fourth biggest market but 99.9% share is occupied by Turkey. India though has a potential of 85 Mn USD in the market and can be tapped with some efforts. b. Code 570250-Germany and Poland are the 3 rd and the 5 th biggest market but with not much potential for India c. Code 570292-France and UK are the 3 rd and 5 th most potential markets in the world but India has a very low share in it d. Code 570320-India is not among the top 5 supplier of the major markets for the product (top 5 markets) e. Code 570330-UK, Japan and Germany are among the top 5 markets but India is not a supplier in either of them f. Code 570490-Germany, UK, USA and Czech Republic are among the top 5 markets but no share of India in the market. Among the 23 Codes, the most potential items and markets are Code 570190 (USA with a potential of 30 Mn USD, Code 570231 (USA with a potential of 102 Mn USD ), Codes 570232 (Poland with a potential of 39 Mn, Codes 570242 (Iraq with a potential of 85 Mn USD, Japan with a potential of 83 Mn, Codes 570310 (Australia with a potential of 92 Mn, Codes 570330 (UK with a potential of 80 Mn, and Code 570599 (USA with a potential of 135 Mn USD and Japan with a potential of 119 Mn In certain cases as Code 570500, Canada is a supplier to Canada only, which is infact a case of Re-Imports Re-imports refer to imports of goods in the same state as previously exported. The country of origin of the goods is in this case the compiling country itself, which is reflected as a country s trade with itself. The official definitions and descriptions in the Revised Kyoto Convention are set out below: Re-importation in the same state [is defined as] the customs procedure under which goods that were exported may be taken into home use free of 2

import duties and taxes, provided that they have not undergone any manufacturing, processing or repairs abroad. Re-importation In the same state shall be allowed even if only a part of the exported goods is re-imported. Many Countries which are among the top importing markets of the World are also among the top suppliers of the world. This is a case of re-exports where goods might be imported, processed and re-exported without becoming subject to customs duty. The Global Imports data and Tariffs are in Calendar year (January to December) and data has been sourced from UN database. India s export is in financial year (April to March) and is sourced from DGCI&S The report has in depth global market analysis by country and by Trade blocks for each code. Suppliers to each market and India s position has been highlighted. Best efforts have been made to collate the information on incentives given by our competitor s i.e Belgium, Iran, Pakistan, China and Turkey. Report also encloses Trade Fair list, Importers database and Tariff applied by importing country Two Matrix are a part of summary 1. Global import markets at a glance 2. Specific Countries in Trade Blocks to whom Carpet products are Exported in 2014 These matrix are a ready reckoner. 23 Codes at level have been covered under the present study S.No. Code ( ) Commodity 1 570190 CRPTS AND FLR CVRNGS KNOTTD OF OTR TXTL MTRL 2 570231 OTHR CRPTS AND FLR CVRNGS OF WOOL/FINE ANML HAIR OF PILE CNSTRCTN,NOT MADE UP 3 570232 CRPTS AND TXTL FLR CVRNGS,WVN,OF MANMADE TXTL MATRLS,OF PILE CNSTRCTN,NOT MADE UP 4 570239 CRPTS AND TXTL FLOOR CVRNGS,WOVEN,OF OTHR TXTL MATRLS,OF PILE CNSTRCTN,NOT MADE UP 5 570241 OTHR CRPTS AND FLOOR CVRNGS OF WOOL/FINE ANIMAL HAIR OF PILE CNSTRCTN,MADE UP 6 570242 CRPTS AND OTHR TXTL FLR CVRNGS,WVN,OF MAN- MADE TXTL MATRLS,OF PILE CNSTRCTN,MADE-UP 7 570249 CRPTS AND TXTL FLR CVRNGS,WVN,OF OTHR TXTL MATRLS,OF PILE CNSTRCTN,MADE-UP 8 570250 OTHER, NOT OF PILE CONSTRUCTION, NOT MADE UP: 9 570291 CRPTS AND OTHR TXTL FLR CVRNGS OF WOOL/FINE ANML HAIR,NT OF PILE CONSTRCTN,MADE UP 3
