A perimeter escape is defined as one initiated from inside the perimeter of a correctional facility other than a community release facility. Summary: The number of escapes decreased 4.5% from 44 in FY 2015-16 to 42 in FY 2016-17. Three (7.1%) of the 42 escapes were from a Correctional Institution (C.I.). All were Level I escapes. Two (4.8%) were from a work camp/road prison; one was a Level II escape, and one was a Level III escape. Thirty-seven (88.1%) were from work release/contract centers; of those, all were Level I escapes. Of the 42 escapes, 40 (95.2%) were Level I escapes. There was one Level II and one Level III escape in FY 2016-17. Of the 42 escapes, 39 (92.9%) were recaptured as of July 18, 2017. Of the 39 recaptured, 37 (94.9%) were recaptured within the quarter. Of the 37 recaptured within the quarter, 20 (54.1%) were recaptured within 24 hours of the escape. The overall escape rate for Fiscal Year 2016-17 was 0.44 escapes per 1,000 inmates. This is lower than the.45 rate observed for Fiscal Year 2015-16 as well as the 0.74 rate observed for Fiscal Year 2014-15. The escape rate for correctional institutions was 0.04 per 1,000 inmates. The escape rate for work camps/road prisons was 0.18 per 1,000 inmates. The escape rate for work release/community contract centers was 10.63 per 1,000 inmates. Region IV had the highest escape rate at 1.18 per 1,000 inmates. Region I had the lowest rate with a rate of.19 per 1,000 inmates during FY 2016-17. There were 4 attempted escapes in Fiscal Year 2016-17.
