OVERVIEW This Report for 2008/2009 aims to provide a description of the general conditions of the University of the West Indies (The UWI) and is a continuation and follow-up of a range of tertiary indicators from the last Statistical Review done for 2007/2008 by the Office of the Pro Vice Chancellor, Planning and Development, St. Augustine Campus. This Statistical Review is a collaborative effort by the Planning Departments or equivalents, from the four Campuses of The UWI, which are tasked to collectively apply the tools and frameworks to enable a thriving learning community to be aware of its progress as well as its challenges. The UWI is a four-campus regional institution supported by 15 contributing CARICOM countries and serves more than 40,000 students throughout the Caribbean region. The UWI has grown steadily since inception, from 33 students in 1948-49 to 43,579 students in 2008-09 and consists of a range of faculties, colleges, departments, centres and institutes. The UWI is a full service university, dedicated to teaching and learning, research and innovation and to the development of the Caribbean region and its diverse people. The UWI remains, irrefutably, the only genuinely regional higher educational institution in the Caribbean in concept, scope, reach, diversity and impact. In an effort to ensure that effective decisions are made to drive the strategic actions of The University, it is important that up to date information be presented and used for future planning, monitoring, evaluation and development. The education indicators presented in this report provide quantitative measurements as well as graphic snapshots of student participation and staff resources within the university system during the academic year 2008-2009. This report gives statistical information in tabular form mainly on the following: (a) Student admissions, enrolment and graduation numbers (b) A profile of student distribution across the University system (c) A profile of academic, senior administrative and professional staff (d) An indication of selected trends over a five-year period. These indicators are presented for The UWI as a whole, as well as, for each Campus. In the case of registration data, a distinction is made in the tables between students who receive their education on a Campus and those who receive their instruction at off-campus sites in the various contributing territories. Such information facilitates an appreciation of the wider impact of the University on the development of human resources in the region. The compilation of statistical information contained in this report was prepared by the University Office of Planning and Development, St Augustine. The data, however, were obtained from various sources. Data for the Mona Campus were provided by the Office of Planning and Institutional Research; for St Augustine, by the Campus Information Technology Services (CITS) and the Human Resources Department; for Cave Hill, by the Office of Planning and Projects and for the Open Campus by the University Chief Information Officer (CIO). The presentation of these statistics, therefore, is truly a University-wide team effort. In presenting selected education indicators for the 2008-2009 academic year, we are building on the work done last year when the University Office of Planning and Development undertook this responsibility for the first time. In the overview for the 2007-2008 Report, I mentioned that we would seek over time to introduce new dimensions of statistical reporting which will add value at the Campus and Regional levels and create an increased understanding and appreciation of the active work of The UWI; accordingly, this edition of the University Official Statistics has been expanded to include: 1. Demand for University Places Qualified Applicants vs. New Admissions 2. Major feeder institutions to undergraduate programmes 3. Percentage distribution of successful research grants by theme area. 2

It is to be noted that it cost the University just over BD$848 million to enhance the education of 43,000 plus students in 2008-2009. The significant contribution of the governments of the region to that effort was just over BD$492 million. What this means is that it currently costs roughly BD$19,720 (US$9,860) annually to educate a UWI student. The direct cost to the governments in the region is roughly BD$11,440 (US$5,720). This makes the high quality education provided by UWI a genuine case of value for money for all concerned. The statistical chart, which traces growth in student numbers over the sixty-year history of The University of the West Indies, allows us to take note of the dramatic strides made by The University over time. Between 1948 and 1962, the years in which both Jamaica and Trinidad and Tobago achieved independence from Britain, the University grew from 33 to 1,268 students. Over the next 20 years (1962-1982) The University grew from 1,268 to 9,543 students. Over the subsequent 20 years (1982-2002) The University was able to cross the 20,000 mark, achieving an enrolment in the 2001-2002 academic year of 20,271. In the seven years after that, the University increased its on-campus intake to 35,757. When off-campus numbers were added, the number of students serviced by The University of the West Indies in 2008-2009 crossed the 43,000 mark and registered an over 100% increase in less than a decade. While this significant increase over such a short period is remarkable enough, what is even more remarkable is the extent to which the UWI has been able to sustain and continue to improve quality as it expands access. It will be easily noted that those countries which are served best in terms of human development are the countries in which physical campuses have been established. The raison d être for the establishment of the Open Campus was for the precise purpose of serving the needs of, and bridging the gap in human development in the territories outside of Jamaica, Barbados and Trinidad and Tobago. Over the next few years significant expansion through the Open Campus is anticipated. The growth over last year for the Open Campus has been in excess of 25%. By far, the greatest achievement of The University over the years has been its ability to sustain the quality of its output. Despite the inevitable challenges posed by rapid growth, beyond responding positively to trends in higher education and to market demand through curriculum reform, renewal and programme diversity and in addition to strengthening the thrust in graduate education and research by building on the foundation of teaching and learning strengths at undergraduate level, the University continues to attract quality and to produce quality Next year we will continue to capture data which will provide meaningful information to you on what UWI is doing and how it is doing these things in the 2009-10 report. This year it is worth noting that the University of the West Indies produced eight thousand, two hundred and twenty-five (8,225) graduates with diplomas and degrees with an improved number for post graduate degrees over last year. THE UNIVERSITY S STRUCTURE An understanding of the organisational structure of The University of the West Indies should prove useful in understanding the organisation of the statistical data, particularly for student registration and staff resources. Up until Academic year 2006/2007 The University of the West Indies comprised three campuses, namely, CAVE HILL in Barbados, MONA in Jamaica and ST AUGUSTINE in Trinidad. In 2007/2008 the OPEN CAMPUS was formally established providing in the main the delivery of courses through the distance learning facilities of what was formerly UWIDEC, the School of Continuing Studies and Tertiary Level Institutions. All four campuses deliver high quality education, research and services to all 15 contributing countries that support The University. The University also maintains a working relationship with a number of tertiary level affiliates including: Theological Colleges United Theological College of the West Indies (Jamaica), St Michael s Theological College (Jamaica), Codrington College (Barbados) and St. John Vianney (Trinidad and Tobago); Schools of Technology and Teacher Training Colleges such as the Mico University College and Shortwood Teachers College in Jamaica; The Caribbean Meteorological Institute (Barbados); The Institute of International Relations (Trinidad and Tobago); The Centre for Management Development (Barbados); The University of Technology (Jamaica); and the Management Institute for National Development (Jamaica). The statistics in this report relate to these entities as well. THE UNIVERSITY CENTRE The University Centre functions as a cementing medium, facilitating the coordination and cohesion of its campus parts. It consists of the Vice-Chancellery and various operating units, as follows: 1. The Office of the Vice-Chancellor 2. The Office of the Board for Undergraduate Studies 3. The School for Graduate Studies and Research 4. The Office of Administration (Office of the University Registrar) 5. The Office of Finance 6. The University Office of Planning of Planning and Development 7. The Management Audit Office 8. The Legal Unit Other University Centre Departments include: The Tropical Medicine Research Institute (a merger of the former Tropical Metabolism Research Unit of the University Centre, the Sickle Cell Unit, the recently created Epidemiology Research Unit of the Mona Campus and the Chronic Disease Research Centre of the Cave Hill Campus) The Sir Arthur Lewis Institute for Social and Economic Studies (an amalgamation of the former Institute of Social and Economic Research and the UWI Consortium Graduate School of Social Sciences) The Centre for Gender and Development Studies Institute of Sustainable Development Regional Centre for Disaster Risk Reduction and Management The Latin American-Caribbean Centre Institutional Advancement Division which comprises the Capital Campaign Unit and Alumni Affairs. 4

CAMPUS ORGANISATIONAL STRUCTURE Each individual campus has an organizational structure comprising: Campus Administration 1. Academic teaching faculties 2. Research entities CAMPUS ADMINISTRATION This comprises: 1. The Office of the Campus Principal 2. Registry 3. Campus Bursary 4. Estate Management / Maintenance 5. Information Technology Services 6. Campus Libraries 7. Teaching Faculties/Departments Below is a list of the Faculties and Schools which can only be found at a particular campus: CAVE HILL Faculty of Law School of Clinical Medicine and Research MONA School for Graduate Studies and Research ST AUGUSTINE Faculty of Science and Agriculture Faculty of Engineering Some faculties and institutes are common to two or all three campuses. These are: 1. The Faculty of Humanities and Education (all campuses) 2. The Faculty of Medical Sciences (Mona and St Augustine) 3. The Faculty of Pure and Applied Sciences (Cave Hill and Mona) 4. The Faculty of Social Sciences (all campuses) 5. The Institute of Business (This is an affiliated institution at St Augustine and also at Cave Hill. The Institute at the Cave Hill Campus is known as the Centre of Management Development. In contrast, the Mona School of Business, which is another affiliated institution, is considered to be a part of the Mona Campus s Faculty of Social Sciences.) It should be noted that there are other Institutes that operate as departments of specific faculties. For example, the Caribbean Institute of Media and Communication (CARIMAC) is a department of the Mona Campus Faculty of Humanities and Education. Similarly, the Centre for Hotel and Tourism Management, which is physically located in the Bahamas, is a part of the Mona Campus Faculty of Social Sciences. 5

THE OPEN CAMPUS The Open Campus is an amalgamation of the previous Office of the Board for Non-Campus countries, the School of Continuing Studies (SCS), the UWI Distance Education Centre (UWIDEC) and the Tertiary Level Institutions Unit (TLIU). It is simultaneously a virtual campus with physical site locations across the Caribbean region, serving over 20 countries in the English-speaking Caribbean TERTIARY LEVEL INSTITUTIONS Data on student registration are also presented for students who pursue University approved courses at selected tertiary level institutions. The degrees, certificates and diplomas awarded to those students are University accredited awards. The institutions include: 1. Antigua State College 2. B & B Institute of Business - Jamaica 3. Bahamas Baptist Community College 4. Belize Technical College 5. Brown s Town Community College - Jamaica 6. Cipriani Labour College - Trinidad 7. Edna Manley School for the Visual and Performing Arts - Jamaica 12. Erdiston Teachers Training College - Barbados 13. Institute of Management and Production - Jamaica 14. DEFINITIONS OF CONCEPTS USED IN THE STATISTICS PRESENTED In order to facilitate a greater understanding and interpretation of the statistical tables, explanations of the key terms and concepts have been provided in the report. These terms are listed below. REGISTRATION: Refers to the process by which students, upon acceptance into the University, give written notification of the courses they wish to pursue during the semester of enrolment, pay the requisite fees, and obtain academic approval from the Faculty. The summation of each individual student registration constitutes the input data for deriving statistics on Campus and University Student Registrations. The registration data are represented by country of origin of student, by faculty and by programme level, as detailed in the tables. PROGRAMME: Refers to the course of study for which the student has been admitted into The University. This pertains to: First Degrees; Certificates; Diplomas; Higher Diplomas; and Higher Degrees. CATEGORIES OF STUDENTS: On-Campus: Students who directly access classes on a campus in pursuit of degree, certificate and diploma programmes. Off-Campus: Students who pursue all their university courses through distance education/online or through educational institutions which are not formally a part of The University of the West Indies, such as tertiary level institutions and affiliated institutions. Most of the students in this category are now enrolled with the recently established Open Campus. Full-time: Registered students who carry the full load of courses associated with their university programme for the academic year. Part-Time: Registered students who carry less than the full load of courses associated with their university programme for the academic year. Occasional: Students who attend classes at varying periods of time for the purpose of auditing the respective course(s). These students do not sit examination and are not included in the Official University statistics. Specially Admitted: Students who are admitted into The University under special circumstances, such as an exchange agreement with another institution or to attend selected courses in which they are examined. In 2008/09 they are included in the Official University statistics. Exam Only: Students who register for the purpose of writing examinations only. They are not included in the Official University statistics. Exchange: Students who are regarded as a special category of external students by which there is reciprocity between The University and the Institution with which such an arrangement is made. Visiting: Students accepted to study, research or undertake practical activities or clerkship at the University under the terms of a formal agreement for student exchange or who study abroad. Students from other institutions not covered by formal agreements may also pursue courses in other study- related, research or practical activities at The University. CONTRIBUTING STUDENTS: Member countries of the English speaking Caribbean that contribute to the finances of The University. NON-CONTRIBUTING STUDENTS: Non-member countries that do not contribute to The University s finances. It should be noted that Guyana is considered to be a part of this category. ENROLMENT: Registered students who are in attendance at The University in any given academic year. NEW ADMISSIONS: This refers to registered students who are new entrants to The University. It should be noted that Mona treats students who have transferred from the Faculty of Pure and Applied Sciences to the Faculty of Medical Sciences, as newly admitted students. Students who have transferred to the Faculty of Law from the Faculties of Humanities and Education and Social Sciences, are also treated as new admissions. 7
