We also pove the global egulaity of solutions if v θ (, ) L o sup t v θ (t, ) L ( ) is small but the smallness depends on cetain dimensionless quantity of the initial data. 1 Intoduction The global egulaity poblem of 3D incompessible Navie-Stokes equations is commonly consideed as supecitical because the a pioi estimates based on enegy equality become wose when looking into fine and fine scales (fo instance, see Tao [5]). Such a supeciticality baie is one of the main easons why this poblem is such a had poblem. Recently, the axi-symmetic Navie-Stokes equations have attacted temendous inteests of expets. See, fo instance, [1,, 3, 4, 5, 7, 8, 9, 1, 13, 14, 15, 18,, 1,, 3, 4, 7] and many othes. These esults heavily depend on the maximum pinciple of the dimensionless quantity Γ = v θ, which makes the axi-symmetic Naive-Stokes equations patially citical (only the swil component v θ of the velocity field satisfies a dimensionless a pioi estimate). Although the axially symmetic Navie-Stokes equation is a special case of the full thee-dimensional one, ou level of undestanding had been oughly the same, with essential difficulty unesolved because the effective a pioi bound available is still the enegy estimate, which has a positive dimension 1. The aim of this aticle is to show that the axi-symmetic Naive-Stokes equation is in fact fully citical. Fom this point of view, the axi-symmetic Naive-Stokes equations can be seen as patially citical, while the geneal Navie-Stokes equations ae known to be supecitical (see [5]). It is defined in an integal way which is usually called Fom Boundedness Condition (FBC), which is in spiit simila to a condition so that cetain Hady type inequality holds. Definition 1.1. Ou second obsevationisthat, withthefbcassumptions(1.5)-(1.6), thestetchingtem(ω +ω z z ) v in the equation of J could be abitaily small, by usingthe elation of v,v z and Ω in Lemma.1 (which was oiginally poved by Hou, Lei and Li [8] in the peiodic case and late on extended to the geneal case by Lei [1]. Altenatively, one may also use the magic fomula given by Miao and Zheng in [19] to pove it). Then we can deive a closed a pioi estimate fo J and Ω using the fist two obsevations and the stuctue of the stetching tem in Ω-equation. Ou second goal is to pove that the smallness of sup t Γ(t, ) L ( ) o Γ L implies the global egulaity of the solutions. Recently, Chen-Fang-Zhang in [5] poved that, among many othe inteesting esults, if Γ(t,, z) is Hölde continuous in -vaiable, then the solution of the axi-symmetic Navie-Stokes equations is smooth. Both of the esults depend on given initial data. Moe pecisely, the smallness of sup t Γ(t, ) L ( ) o Γ L in ou Theoem 1.4 depends on othe dimensionless noms of the initial data. The poof of Theoem 1.4 is based on a new fomulation of the axi-symmetic Navie- Stokes equations (1.1) in tems of V and Ω = ωθ v, and also on the estimate of in tems of Ω and its deivative (see Lemma.1). Now let us ecall some highlights on the study of the axi-symmetic Navie-Stokes equations. If the swil v θ =, then it is known since the late 196 s (see Ladyzhenskaya [11], Uchoviskii and Yudovich [6]), that finite enegy solutions to (1.1) ae smooth fo all time. See also the pape by Leonadi, Malek, Necas and Pokony [18]. In the pesence of swil, it is not known in geneal if finite enegy solutions blow up o not in finite time. In [7], Hou and Li constucted a family of lage solutions based on some deep insights on a 1D model. See also some extended esults in [8] by Hou, Lei and Li. We also mention vaious a pioi estimates of smooth solutions by Chae and Lee [] and Buke-Zhang [1]. To the best of ou knowledge, the best a pioi bound of velocity field is given in [13]: v(t,x) C ln 1. In [3], Chen, Stain, Tsai and Yau obtained a lowe bound fo the possible blow up ate of singulaties: if v(t,x) C, then v is egula. Thisseems to bethefisttime that peoplecan exclude possiblesingulaities in the pesence of assumptions on x 1 type non-smallness quantities. Soon late, Chen, Stain, Yau and Tsai [4] and Koch, Nadiashvili, Seegin and Sveak [1] extended the esult of [3] and in paticula, excluded the possibility of type I singulaities of v. See also a local vesion by Seegin and Sveak [3] and vaious extensions by Pan []. We also mention that in [14], Lei and Zhang excluded the possibility of singulaities unde v e + v z e z L ([,T],BMO 1 ) based on an obsevation in [15]. This solves the egulaity poblem of L ([,T],BMO 1 )solutionsofnavie-stokes equations intheaxi-symmeticcase. Moeove, it extends the esult of [3] and [1] since the assumptions on the axial component of velocity v z C 1 itself implies v e +v z e z L ([,T],BMO 1 ) (see [13] fo details). Let us also mention that Neustupa and Pokony [] poved that the egulaity of one component (eithe v o v θ ) implies egulaity of the othe components of the solution. Also poving egulaity is the wok of Jiu and Xin [9] unde an assumption of sufficiently small zeo-dimension scaled noms. See moe efined esults in [1] and the wok of Ping Zhang and Ting Zhang [7]. Chae and Lee [] also poved egulaity esults assuming finiteness of anothe cetain zeo-dimensional integal. Tian and Xin [4] constucted a family of singula axially symmetic solutions with singula initial data. The emainde of the pape is simply oganized as follows. In section we ecall two basic lemmas and pove Coollay 1.3 by assuming the validity of Theoem 1.. Then we pove Theoem 1. in section 3. Section 4 is devoted to the poof of Theoem 1.4. 5
