Aggregates/mining plan in Italy National law on mining activities subdivides raw materials on relevance (1 st category material are defined as strategic, for ex. Iron, Kaolin, Copper) Regions are responsible for the planning of II category material Emilia-Romagna Region (as many of the others) has delegated provinces keeping the supervision of the planning process Municipality gives exploitation authorization (materials own by the private) after the approval of the quarry exploitation and restoration project

The Regional Law 17/91 R.L. 13/78 Introduced the municipality mining plan (PAE) as an annex of municipality spatial plan The exploitation and restoration project became compulsory Introduced the authorization for the exploitation activities giving the responsibility to the municipality Introduced the province mining plan (PIAE) to which PAE has to uniform R.L. 17/91 Introduced the study for environmental balance (SBA) that help the localization of exploitation pole and define measures for the impact mitigation Imposed a royalty for each m 3 extracted (the amount changes in relation to the material) Blocked river bed excavations (except for hydraulic security works)
