UEA 2016 LEGISLATIVE VOTING RECORD SUMMARY The Utah Education Association tracked numerous bills during the 2016 legislative session. This summary highlights several bills that were voted on by the Legislature that could have significant impact on public education and/or the UEA. It is important to note that a voting record is but one of several indicators used to evaluate legislators. From bills affecting funding for public education, teacher preparation and educator licensing to assessment and evaluation and candidate selection for state school board elections, lawmakers considered a wide variety of education-related measures during their 45-day session. In addition to using final floor votes on most bills, we have included one committee vote and votes on important amendments. Often times these votes provide a more critical, or accurate, indication of a legislator s support or lack thereof. The UEA encourages you to contact your legislators directly to ask them to explain their votes. HOUSE BILLS HB 200 (Marie Poulson) STUDENT ASSESSMENT MODIFICATIONS UEA s Position: Support HB 200 allows a school district or charter school to offer the ACT in place of SAGE testing for students in grade 11. HB 201 S2 (Marie Poulson) STUDENT TESTING AMENDMENTS UEA s Position: Support HB 201 eliminates the use of SAGE testing scores for teacher evaluations. HB 289 S1 (Sophia DiCaro) CHARTER SCHOOL CLOSURE AMENDMENTS UEA s Position: Support HB 289 develops procedures for closing a charter school. HB 312 (Joel Briscoe) PEER ASSISTANCE AND REVIEW PROGRAM AMENDMENTS UEA s Position: Support w/comment Passed in the House; Not Heard in the Senate; Filed HB 312 expands the Peer Assistance and Review Program (PAR Program) from one school district to at least two school districts. HB 331 S1 (Steve Eliason) EDUCATION PROVISIONS UEA s Position: Support w/comment HB 331 provides reimbursement for certification and ongoing stipend for teachers who achieve National Board Certification. HB 419 S2 (Ken Ivory) EDUCATION LICENSING AMENDMENTS UEA s Position: Oppose Failed in the House; Filed HB 419 enacts harsh minimum standards for suspending or revoking an educator s license.
