Current Operations Tropical Depression Harvey Situation: The center of Tropical Depression Harvey was located about 1 miles SE of Shreveport, LA moving toward the NE at 9 mph; maximum sustained winds 35 mph. the National Hurricane Center has issued it s last public advisory on Harvey. (Advisory 43 as of 11: p.m. EDT) Harvey is expected to produce additional rainfall accumulations of 4 to 8 inches from southwestern Louisiana and the adjacent border of eastern Texas northeastward into western Tennessee and Kentucky through Friday with isolated amounts up to 12 inches. The threat of heavy rains has ended in the Houston; however catastrophic and life-threatening flooding will continue in and around Houston, Beaumont/Port Arthur, and eastward into southwest Louisiana for the rest of the week. The outer bands of Harvey are expected to produce additional rainfall amounts of 3 to 6 inches over portions of the central and eastern Gulf States and 2 to 4 inches farther north into parts of the Tennessee Valley, Ohio Valley and southern Mid Atlantic through Saturday. These rains may lead to flooding concerns across these areas. Impacts: Texas: Fatalities/Injuries: No official reports (media reports up to 3 storm related fatalities) Search and rescue via boat or helicopter still required throughout flooded areas Evacuations: mandatory evacuations ordered for an estimated 779K people; additional 98K under voluntary evacuation orders Shelters: Four mega shelters established in Houston and Dallas along with 232 other shelters near affected counties, housing 32,134 people (ESF #6 as of 8:3 a.m. EDT, Aug 3) Power outages: 194.2k customers without power in Houston and along the coast (DOE EAGLE-I as of 1: a.m. EDT) o Mutual assistance crews from at least 19 states & nearly 1, resources are being dedicated to the response effort Over 119k residential homes may be affected (previous estimate 99K) out of 2,239,176 across 24 counties o Over 2, residential homes may have major damage (previous estimate 12.9K) 22 Hospitals evacuated/closed; 14 hospitals sheltering in place; expect services to gradually resume as flood waters recede Communications: 329 of 7,84 (4%) cell sites out of service, 186 additional sites on back-up power Airports: George Bush IAP and William P.
