1.0 SAMPLING PROGRAM OVERVIEW Vale s TSP Hi-Vol ambient air monitoring stations operate on a 3-day sampling schedule. This includes the Dynamic Earth, Norite Street, Venice Street, Copper Cliff Creek, Union Street, Spruce Street, Delki Dozzi and Power Street stations. All filters are subsequently analyzed for metal content. The PM 10 Hi-Vol ambient air monitors are co-located at Dynamic Earth, Norite Street, Venice Street, Copper Cliff Creek and Union Street stations. These monitors operate on a 6-day sampling schedule. Similarly, all filters are analyzed for metal content. The metal list for both size fractions comprises of arsenic, cadmium, chromium, cobalt, copper, iron, lead, manganese, nickel, selenium, vanadium and zinc. Due to analytical difficulties encountered at the laboratory, the results for sulphur will be reported later. Each sample consists of a 24-hr (midnight to midnight) period that operates concurrent to the National Air Pollution Surveillance (NAPS) schedule. 2.0 SAMPLING RESULTS The results of the samples at each of the eight (8) monitoring sites are presented in the following section. Table 1 outlines the data recovery efficiencies of each site (all monitors combined). Table 1: Summary of Data Recovery Station Total number of samples Total number of valid samples Percentage of Valid samples Dynamic Earth 39 30 77 Norite Street 39 30 77 Venice Street 39 32 82 Copper Cliff Creek 39 32 82 Union Street 39 37 95 Spruce Street 26 26 100 Delki Dozzi 26 25 96 Power Street 26 24 92 Total 273 236 Amec Foster Wheeler Project No.: TY156006 Page 1

During this quarter, a total of 236 valid samples were collected from a possible total of 273 samples. Therefore, a total of 37 samples were invalid. Thirty three (33) samples were lost due to flows which fell outside the valid range; one (1) at Union Street, five (5) at Copper Cliff Creek, seven (7) at Venice Street, eight (8) at Dynamic Earth, two (2) at Power Street, nine (9) at Norite Street and one (1) at Delki Dozzi. Three (3) samples were lost due to samplers failing to start; one (1) at Union Street and two (2) at Copper Cliff Creek. One (1) sample was lost due to a timer malfunction at Dynamic Earth. The overall sample recovery for the quarter was 86%. The invalid sample flow rates were due to issues with either the mass flow controllers and/or the brushless motors during operation. If the units were unable to stabilize, the suspect flow controllers and/or motors were either replaced or repaired or the flow controller was re-adjusted to the required flow rate. Lately, significant progress has been made to identify and possibly correct the flow issues. Additional work is required to assess the source of the problem which is suspected to stem from an electronic mismatch between the flow controllers and the motors. Measured results were compared to their applicable Schedule 3 Standards under O.Reg. 419/05 or guidelines, as noted in MOE document PIBS #6569e, titled Summary of Standards and Guidelines to support Ontario Regulation 419: Air Pollution Local Air Quality (including Schedule 6 of O. Reg. 419 on Upper Risk Thresholds). The PM 10 size fraction was compared to the Ambient Air Quality Criteria (AAQC). Table 2 outlines the statistics for the collected samples from each site and particulate size fraction. A full summary of the Q2 results (from all samples) are provided in Appendix A of the report. There were also no exceedences of the interim 24-hour Ambient Air Quality Criterion (AAQC) for PM 10. Please note that all iron (total) results have been conservatively expressed as ferric oxide since it is difficult to determine the amount of iron that has been oxidized. Iron is not present as metallic iron but a small portion of the metallic iron is assumed to be oxidized. Therefore, the iron results are conservatively compared to the Fe 2 O 3 Schedule 3 standard for information purposes only. Amec Foster Wheeler Project No.: TY156006 Page 3

Amec Foster Wheeler staff performed a flow calibration check on the air samplers on May 7, 2015 using a BGI direct reading hivol electronic flow calibrator. The calibrator was received from the manufacturer certified to an overall accuracy of 0.60%. A copy of the calibration certificate is provided in Appendix B. All samplers were found to operate within acceptable tolerances at the time of the calibration. The Ontario Ministry of the Environment and Climate Change (MOECC) performed a flow check audit on May 8, 2015. All samplers, except for the Venice street PM 10 sampler, were found to operate within acceptable tolerances. However as noted in the MOECC audit report, a data correction was not required since a flow calibration had been performed the previous day and no sampling had taken place. Their audit reports are provided in Appendix C. Sincerely, Amec Foster Wheeler Environment & Infrastructure, a Division of Amec Foster Wheeler Americas Limited Pamela Koski M.Sc.
