Reprt f a missin t Burkina Fas, June 25-29, 2007 A team, representing the WBISD "Sustaining Natural Capital fr Grwth and Pverty Reductin in Sub-Saharan Africa" (SNC) prgram visited Burkina Fas t cnsult with in-cuntry resurce persns and initiate wrk under the prgram. The team was cmpsed f: 1. Per Rydén, Senir Agrnmist and fcal pint fr sustainable land management; 2. Mirella Hernani, Ecnmist and fcal pint fr knwledge management and M&E; Outcmes f the missin and lessns learned are summarized in the tw pints belw: 1. Outcmes There are three main utcmes f the Burkina Fas missin. A Burkina Fas SNC Cre Team Secretariat has been established. The secretariat cnsists f: Dminique Zng PNGT (Prgram Natinal de Gestin des Terrirs), Françis Tapsba f the Glbal Mechanism, Denis Te MECV (Ministère Envirnnemental et Cadre de Vie), Diendne Sawagg RAJS (Réseau Africain Jeunesse Santé et Dévelppement), and Michel Tankan CONEDD (Cnseil Natinal d Envirnnement et Dévelppement Durable). The secretariat will guide the SNC wrk in Burkina, and will be the direct interlcutr and liaisn between The SNC Washingtn team (Per Rydén and Mirella Hernani), the Wrld Bank cuntry ffice task team leaders (Emmanuel Nikiema and Ibrahim Nebie), and a larger grup f SNC resurce persns. The first task f the Secretariat is t prepare a Visin & Actin Paper based n the ideas that have been discussed by representatives f gvernment institutins, and members f civil sciety rganizatins during the tw-day wrkshp held in Ouagadugu, Wrld Bank Office during this missin (June 27-28, 2007) as well as a series f cnsultatin with key resurces persns. The secnd task f this Secretariat will be t identify resurces persns wh will prvide input materials t the Visin & Actins Paper. The Secretariat will ensure that the resurce persns are actively invlved n the preparatin f the paper as peer reviewers r cntributrs. The Secretariat will keep the SNC cre team in Washingtn DC infrmed f its prgress and cnstraints. The final Visin & Actin Paper fr Burkina Fas will be presented at the reginal SNC wrkshp t be held in Camern at the end f September. Base line data have been cllected t assess the knwledge f the Burkina Fas SNC resurce persns regarding the imprtance f valuing natural capital in 1

relatin t key issues t be addressed in the SNC learning prgram. All tgether 14 questinnaires have been cmpleted. A plan fr next steps is in place, with specific emphasis n actins t be taken between nw and the reginal wrkshp in Camern, scheduled fr the last week f September, 2007. On Friday June 29, fur member f the secretariat including Dminique Zng, Francis Tapsba, Diendne Sawagg, and Michel Tankan met with Per Rydén and Mirella Hernani t discuss abut immediate steps t be undertaken until September 2007. The immediate next steps include: In the next tw weeks, the secretariat will prepare an anntated utline f a Visin & Actin Paper that will be shared/cnsulted/reviewed by key resurces persns in Burkina Fas. This paper will include the Visin f the SNC prgram implementatin in Burkina, fllwed by actins cnsidered fr the three dimensins f the prgram: valuing natural capital, the ecsystem perspective n sustainable land management and climate change effects, and sci-ecnmic & demgraphic dynamics. An utline f this reprt has already been discussed with the Secretariat. A designated secretariat persn will be in charge f a specific sectin in the reprt, and he/she shuld identify the resurces persns fr thse sectins, reviewers, and the preparatin f drafts. The secretariat will prepare and cnsult n drafts with Emmanuel Nikiema and Ibrahim Nebie, Task Team Leaders f the SNC related prjects as well as with the Washingtn team. A presentatin with the utcmes f the reprt will be shared with ther participating cuntries at the Reginal wrkshp f the SNC Prgram that will take place in September 2007. 2. The Wrkshp in Burkina Fas: Perennisatin du Capital Naturel The Burkina Fas missin fllwed the bjectives utlined fr the Nigeria SNC missin. Initial cntact by email was established with Kadiatu P. Ture, WBI representative in the Burkina Office, and Emmanuel Nikiema, Task Team Leader f 1) Secnd Phase Cmmunity Based Rural Develpment Prject, and 2) the Sahel Integrated Lw Land Ecsystem Management GEF. Tgether with Kadiatu Ture and Emmanuel Nikiema the missin met and agreed, fllwing the Nigeria experience, t have a tw-day wrkshp in the Bank Office with a grup f Burkinabes invlved in natural resurces management in the public sectr, civil sciety rganizatins, and capacity building institutins. After discussing the bjectives, utcmes f the prgram, it was decided t use a better title fr the translatin in French f the SNC. The wrkshp was entitled: Perennisatin du Capital Naturel instead f Gestin du Capital Naturel. A team was established t discuss and prepare the structure and participants list fr the wrkshp. This small grup included: Dminique Zng, (Prgramme Natinal de Gestin des Terrirs); Michael Tankan, (Secrétariat Permanent du Cnseil Natinal pur l Envirnnement et le Dévelppement Durable); and Naimuna Yar, capacity 2

building crdinatr f the PAGEN (Prject de Partenariat pur l Améliratin de la Gestin des Ecsystèmes Naturels). Kadiatu Ture and Catherine Ouedrag (ACS f the SD unit in the cuntry ffice) prepared the lgistics fr the wrkshp, including invitatins fr all participants. Abut 30 invitatins where made by phne. In ttal 23 participants attended the tw-day wrkshp (Annex 2: Participants list). Dmique Zng was chsen as the mderatr. During the first day f the wrkshp, there were three presentatins, fllwed by discussins (Annex 1: Wrkshp Agenda): The SNC Prgram by Per Rydén and Mirella Hernani: Objectives, utcmes, Where is the Wealth f Natins principles, Demgraphic cnsideratins, and ecsystem perspective and sustainable land management principles. (Annex 3: SNC Presentatin) Experience frm the field PNGT2 & SILEM by Dminique Zng: rles f actrs in lcal develpment (public institutins, service prviders, and cmmunities), capacity building dmains and strategies. (Annex 4) Etat de Lieu by Michel Tankan: envirnmental regulatins cntext, actrs invlved in the implementatin f envirnmental cnventina, and perspectives. (Annex 5) The selectin f these three presentatin prvided the input fr the secnd day, during which participants were divided int tw grups (Annex 6: Guidelines grup wrk), each grup discuss the SNC Visin and Actins fr Burkina Fas. A discussin plenary fllwed the grup wrk (Annex 8 and 9: Grup wrk presentatins). The wrkshp was very successful, and generated a lt f interest and debate. The main areas f interests f the discussed issues were: SNC bjectives, utcmes, and target grups The imprtance f the SNC prgram was emphasized by participants as well as the need t include framers and their assciatins. Methdlgy used by the bk Where is the Wealth f Natins, especially in relatinship t the intangible capital. Ppulatin dynamic sectin caused significant interest amng the participants, wh included it in a sci-ecnmic cntext and the need fr creating jb pprtunities fr yuth. Based n the experiences frm the field and Etat de Lieu presentatins, participants agreed that Burkina already has a base t develp the SNC prgram, which can be integrated in this brader framewrk. They als highlighted the need fr an integratin f effrts f different institutins wrking n capacity building issues related t the SNC agenda. At the end f the wrkshp, participants selected a grup f 5 peple, wh cnstituted the secretariat: Dminique Zng PNGT (Prgram Natinal de Gestin des Terrirs), Francis Tapsba f the Glbal Mechanism, Denis Te MECV (Ministère Envirnnemental et Cadre de Vie), Diendne Sawagg RAJS (Réseau Africain Jeunesse Santé et Dévelppement), and Michel Tankan CONEDD (Cnseil Natinal d Envirnnement et Dévelppement Durable). 3

In additinal discussins with the cre grup secretariat, the fllwing pints were decided: The cre grup secretariat will cntact prpsed resurce persns t prduce thematic papers n SNC perspective in the fllwing areas: 1) Valuatin f Natural resurces, 2) Ecsystem perspective/sustainable Land Management, including climate change effects; 3) sci-ecnmic and demgraphic dynamics; The cre secretariat will develp key tasks and terms f reference fr these three areas; A sufficient number f cpies f Where is the Wealth f Natins fr participants will be sent t Burkina Fas as sn pssible. 3. Meeting with Secretary General, Ministry f Envirnment Fllwing the agreement in the wrkshp t suggest the Ministry f Envirnment as the anchr pint fr the SNC prgram in Burkina Fas, a meeting was set up with the Secretary General f the Ministry, Mr. A. Traure. The SG was jined in the meeting by the head f the Permanent Secretariat f the Cmmissin fr Envirnment and Sustainable Develpment (SP-CONEDD) as well as Mr. Tnkane wh als participated in the wrkshp. The SG was briefed n the backgrund t the SNC prgram as well as its bjectives and the evlving strategy with regard t its implementatin, t which the meetings in Nigeria and Burkina Fas as well frthcming meetings in ther participating cuntries will cntribute. The scpe f the SNC prgram was als explained in rder t share the view with the SG that even thugh the Ministry f Envirnment is a lgical anchr pint fr the prgram in Burkina, a number f ther institutins and ministries wuld be engaged in the prgram t ensure that it can reach its ambitius bjectives. The SG prvided a cmprehensive brief n a number f capacity building initiatives that are already underway under the leadership f the Ministry f Envirnment and welcmed the SNC prgram as a cmpnent that wuld add cnsiderable value t nging initiatives given its fcus n valuing natural capital in ecnmic terms; an imprtant argument t be able t make the case fr increasing the investments in the management f the natural resurce base as a vehicle fr pverty reductin and ecnmic develpment. The SG mentined in particular an initiative n which the Ministry wrks with UNDP which fcuses n mnitring against MDG targets, as well as a prgram fcusing n the ecnmics f the envirnment in cperatin with IUCN. In this cntext the SG als made a reference t the Wrld Bank database which prvides infrmatin n a series f cuntries investments in the envirnment that shuld be taken int cnsideratin in this prgram. The SG further fully recgnized the imprtance and necessity f reaching beynd the institutins f the Ministry f Envirnment in rder t reach all target grups that have been defined fr the SNC prgram. Within the Ministry, the SP-CONEDD wuld be a fcal pint which is fully cnsistent with its mandate. The SG further underlined that even thugh the capacity building needs are cnsiderable in Burkina, we are nt starting frm scratch. There are institutins and individuals with the necessary qualificatins t carry a prgram frward and with whm the SNC prgram shuld cperate and engage in the frmulatin and 4

implementatin f specific activities. The type f ecnmic analysis that wuld be pursued under the SNC culd be undertaken by ecnmists already wrking in the cuntry prvided they are given sme training n the subject. Further, such analyses, if cmbined with the databases and capacity that exists with regard t mnitring the natural resurce base, culd lay the grund fr cuntry level analytical dcuments that wuld g beynd what the bk Where is the Wealth f Natins has dne, given the large number f cuntries analyzed and the need fr being able t make cmparisns between cuntries. 4. Lessns learned The missin in Nigeria, and the fact that ne f the SNC team members (Per Rydén) was part f it, significantly facilitated the prcess in Burkina Fas. Bth in terms f expected utcmes, as well as lgistics, including financial resurces in place, and dcumentatin prepared (nly an adapted versin f the SNC prgram presentatin was necessary t be prcessed attached) The Burkina Fas missin is an imprtant step fr the develpment f the SNC initiative. The missin was crucial t establish a secretariat and cmmit it t the SNC cause. This apprach was appreciated by Burkinabes, wh cnstantly mentined the need fr lng term capacity building interventins. Permanent crdinatin with the Task Team Leader Emmanuel Nikiema was crucial t the success f this missin. With a clear understanding f the SNC bjectives, apprach, and utputs fr this missin. He was able t engage key participants and set up a fundatin fr future wrk with the SNC prgram in Burkina Fas. Having established a Secretariat with the supprt f the Task Team Leader Emmanuel Nikiema, it is expected that the SNC initiative mves much faster than wuld have been the case if the previus planned reginal wrkshp fr July had been retained.
