Additional Limited Phase II Environmental Site Assessment Report S&ME Project No. -- Former Baucom s Nursery Facility Omni / Trammell Crow Parcel December, 0. INTRODUCTION S&ME, Inc. (S&ME) is currently performing a Phase I Environmental Site Assessment (ESA), per ASTM Standard Practice E -0, of three parcels (TMS #s 0-00-0-0, -, and -) occupying approximately 0 acres. The parcels are located east of the Interstate- (I-) and Jedburg Road interchange in Berkeley County, South Carolina. The findings of the Phase I ESA will be presented in a separate report. S&ME used the preliminary findings of the current Phase I ESA to identify areas of the subject property that were most likely impacted by previous operations on the three parcels listed above. Potential recognized environmental conditions (RECs), as defined in ASTM Standard Practice E -0, were identified on parcels 0-00-0-0 and -. A nursery for the cultivation of landscaping and ornamental plants (Baucom s Nursery) previously operated on portions of parcels 0-00-0-0 and -. To address some of the potential RECs, S&ME performed a Limited Phase II Environmental Site Assessment (Phase II ESA) of parcels 0-00-0-0 and - (subject property) concurrently with the Phase I ESA. Parcel 0-00-0- is referred to as the Omni or Trammell Crow Property and Parcel 0-00-0-0 is referred to as the Eastway Property. The findings of the Limited Phase II ESA were presented in a report to you dated December, 0. Per your request in an email to Andrew Wertz of S&ME on November, 0, S&ME performed the additional limited Phase II environmental assessment activities on the Omni / Trammell Crow property per S&ME Proposal No. --A dated October, 0. The general location of the subject property is provided in Figure. This report addresses the results of the additional Phase II ESA findings for the Omni / Trammell Crow property. S&ME understands MWV Community Development, Inc. (MWV) intends to purchase the subject property for potential industrial use. The purpose of the Phase II ESA was to gather surface water, sediment, and soil quality data from the subject property as part of MWV s due diligence of the subject property. S&ME performed the additional Phase II ESA of the subject property in general accordance with S&ME Proposal No. --A dated October, 0.. BACKGROUND As part of the Phase I ESA, S&ME reviewed previous Phase I ESA reports prepared in 00 and 00 by others for the subject property. The reports, which were provided electronically to S&ME by MWV, identified four ponds and associated infrastructure associated with the former nursery operations including the past use

The drawing depicted a.-inch diameter sanitary sewer line which appeared to terminate in a drainage swale on the subject property. The sanitary sewer line originated at septic tanks which appeared to be associated with operations at the former nursery. During performance of the site reconnaissance for the Phase I ESA, S&ME observed/identified the following: stained ground surface at the oil and hydraulic fluid dispenser area (east of the maintenance building) on the Omni / Trammel Crow Property; and two exposed sumps at the former chemical storage and mixing building on the Omni / Trammel Crow Property which contained sediment and water. As requested by MWV, S&ME addressed the preliminary findings of the Phase I ESA by performing an additional limited Phase II ESA concurrently with the Phase I ESA for the following items of concern on the Omni / Trammell Crow Property: the.-inch diameter sanitary sewer line which appeared to terminate in a drainage swale; stained ground surface at the oil dispenser area (east of the maintenance building); and two exposed sumps at the former chemical storage and mixing building which contained sediment and water.. ASSESSMENT PROCEDURES On November, 0, S&ME performed the additional limited Phase II ESA activities including the collection of surface water, sediment, and soil samples and laboratory analysis of the samples as described below. The collected samples were shipped to TestAmerica Laboratories, Inc. (TA) in Nashville, Tennessee, South Carolina Department of Health and Environmental Control (SCDHEC) Certification Nos. 00 (Nashville, Tennessee facility) and 00 (Chicago, Illinois facility), for analysis of various parameters as detailed below. The locations of the collected soil, surface water, and sediment samples are provided in Figure.. Equipment Decontamination Decontamination of sampling equipment in the field was performed to reduce the potential for cross-contamination of samples with the sampling device. A temporary decontamination area was established on the subject property. Prior to mobilization to the site, sampling equipment was decontaminated per USEPA Region Science and Ecosystem Support Division (SESD) Operating Procedure (OP)

As necessary (between each sample location, unless samples were to be composited), sampling equipment was decontaminated in general accordance with USEPA Region SESD OP No. SESDPROC-0-R (Field Equipment Cleaning and Decontamination), as summarized below: ) cleaned with tap water and a phosphate-free laboratory detergent (using a brush if necessary to remove particulate matter and surface films); ) rinsed with tap water; ) rinsed with organic-free water; and ) placed on a clean foil-wrapped surface to air-dry. Following field decontamination, each piece of sampling equipment was wrapped in aluminum foil for later use.. Sump Surface Water and Sediment Assessment For the two exposed sumps at the former chemical storage and mixing building, S&ME collected composite surface water samples in general accordance with the USEPA Region SESD OP No. SESDPROC-0-R (Surface Water Sampling) to the extent detailed below. S&ME also collected composite sediment samples in general accordance with the USEPA Region SESD OP No. SESDPROC-00-R (Sediment Sampling) to the extent detailed below. S&ME collected a single composite surface water sample (identified as Sump-SW- Comp) and a single composite sediment sample (identified as Sump-Sed-Comp) from the exposed sumps. The composite surface water sample was comprised of two aliquot samples; one aliquot collected from each sump. The surface water aliquot samples were collected directly into laboratory-supplied containers, mixed in approximately equal proportions and prepared as a single composite sample (Sump-SW-Comp). The surface water sample was collected prior to collection of the sediment sample. The composite sediment sample was comprised of two aliquot samples; one aliquot collected from each sump. Each aliquot sample was collected from the sediment surface to an approximate depth of three inches below the sediment surface using separate pieces of decontaminated, stainless-steel equipment. The two aliquot sediment samples were placed in a stainless steel bowl, mixed, and the resulting composite sediment sample (Sump-Sed-Comp) was placed into laboratory supplied containers. containers were filled to the top, taking care to prevent sediment from remaining in the lid threads prior to being closed to prevent potential contaminant migration to or from the sample. The surface water and sediment sample containers were submitted to TA for analysis of the following parameters:

Oil Dispenser Area Soil Assessment S&ME collected a discrete soil sample in general accordance with the USEPA Region SESD OP No. SESDPROC-00-R (Soil Sampling) to the extent detailed below. S&ME collected a single discrete sample of surface soil from the area of stained soil at the oil dispenser area. The soil sample (identified as Disp Soil) was collected from the approximate center of the visibly stained area. The soil sample was collected from the surface to an approximate depth of 0. foot below the surface using decontaminated, stainless-steel equipment The discrete soil sample was collected directly into laboratory-supplied containers. containers were filled to the top, taking care to prevent sediment from remaining in the lid threads prior to being closed to prevent potential contaminant migration to or from the sample. The containers for the soil sample were submitted to TA for analysis of the following parameters: Benzene, Toluene, Ethylbenzene, Toluene (BTEX), and Naphthalene by SW Method 0B; and Polynuclear Aromatic Hydrocarbons (PAH) by SW Method 0D.. Drainage Swale Soil Assessment S&ME collected discrete soil sample in general accordance with the USEPA Region SESD OP No. SESDPROC-00-R (Soil Sampling) to the extent detailed below. S&ME collected a discrete sample of surface soil from the drainage swale near the location of the suspected discharge point of the.-inch diameter sanitary sewer line. The soil sample was collected at the bottom of the swale from the surface to an approximate depth of 0. foot below the surface using decontaminated, stainless-steel equipment The discrete soil sample (identified as Ditch Soil) was collected directly into laboratorysupplied containers. containers were filled to the top, taking care to prevent sediment from remaining in the lid threads prior to being closed to prevent potential contaminant migration to or from the sample. The containers for the soil sample were submitted to TA for analysis of the following parameters:

Additional Limited Phase II Environmental Site Assessment Report S&ME Project No. -- Former Baucom s Nursery Facility Omni / Trammell Crow Parcel December, 0 USEPA TCL Volatile Organic Compounds (VOCs) by SW Methods 0B; USEPA TCL Semivolatile Organic Compounds (SVOCs) by SW Method 0D; USEPA TCL Pesticides by SW Methods 0B; Standard List Herbicides by SW Method A; and Priority Pollutant Metals (antimony, arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, and zinc) and barium by SW Methods 0C/A.. LABORATORY ANALYTICAL RESULTS S&ME received and reviewed the analytical report from TA. The laboratory analytical results for surface water, sediment, and soil samples are detailed in the following sections. S&ME compared the laboratory analytical results to various screening levels as detailed below. S&ME compared the surface water sample analytical results to the: human health numeric criteria for consumption of water and organism and for consumption of organism only (developed by SCDHEC for use in evaluating of Waters of the State), which are presented in SCDHEC R. -, Water Classifications and Standards and maximum contaminant levels (MCLs) for drinking water set forth in the South Carolina Primary Drinking Water Regulations, R.-, or, if no MCL is listed, the: o screening levels for tap water (TWSLs) listed in the USEPA Regional Screening Levels for Chemical Contaminants at Superfund Sites table dated June 0 (SL Table) and o South Carolina State Toxicologist Interim Drinking Water Standards (IDWSs) listed in the SCDHEC Memorandum dated July,. S&ME compared the sediment sample analytical results to the: Sediment Screening Values for Hazardous Waste Sites listed in Table of the USEPA Region Supplemental Guidance to RAGS: Ecological Risk Assessment and screening values for soil listed in the SL Table. The specific SL Table screening values for soil include the: o residential screening levels for exposure to soil through ingestion, inhalation of particulates, and dermal contact (RSLs); o industrial screening levels for exposure to soil through ingestion, inhalation of particulates, and dermal contact (ISLs);

Additional Limited Phase II Environmental Site Assessment Report S&ME Project No. -- Former Baucom s Nursery Facility Omni / Trammell Crow Parcel December, 0 o soil screening levels for potential contaminant migration from soil to groundwater based on EPA maximum contaminant levels for drinking water (SSL-MCLs) or, if no MCL is listed for the parameter, soil screening levels for potential contaminant migration from soil to groundwater based on the risk-based screening levels for tapwater (SSL-Tap). The SSL-MCLs and SSL-Taps are calculated using a dilution attenuation factor (DAF) of. S&ME compared the soil sample analytical results to the screening values for soil listed in the SL Table (RSLs, ISLs, and SSL-MCLs [or SSL-Tap if an SSL-MCL is not listed]). S&ME also evaluated the analytical results for metals in the sediment and soil samples against background metals concentrations in SouthCarolina soils presented in Elements in South Carolina Inferred Background Soil and Stream Sediment s (Canova ) South Carolina Geology and in Elemental Concentrations in Soils of South Carolina (Franklin et al. 00) Soil Science. The screening values listed above are for comparison purposes only; they are not enforceable by the USEPA or the SCDHEC and are not considered as cleanup standards for soil, sediment, or non-potable surface water. S&ME is not aware of SCDHEC enforceable standards for sediment or surface water in irrigation/stormwater retention ponds.. Sump Surface Water and Sediment s According to the TA analytical report, derivations of one pesticide (endosulfan) were detected in the composite surface water and sediment samples. Endosulfan II was detected in both the surface water and sediment samples and endosulfan sulfate was detected in the surface water sample. The remaining pesticides and herbicides for which the samples were analyzed were not detected at concentrations greater than the laboratory method detection limits (MDLs). Please note, for the pesticides and herbicides analysis for the sediment sample pesticide analysis for the surface water samples were diluted due to sample matrix effects, which increased the MDLs. In particular, the endosulfan II analysis in the sediment sample was diluted by a factor of 0. Although detected, the endosulfan derivatives were not detected at levels exceeding applicable screening levels. A copy of the TA analytical report is provided in Appendix I.. Oil Dispenser Area Soil s According to the TA analytical report, BTEX, Naphthalene, and PAHs for which the sample was analyzed were not detected at concentrations greater than the laboratory

Although not detected in the soil sample, the laboratory MDLs for some constituents exceeded one or more screening levels. A copy of the TA analytical report is provided in Appendix I.. Drainage Swale Soil s According to the TA analytical report, six metals and one VOC (acetone) were detected in ditch soil sample. Although not detected in some or all of the soil samples, the laboratory MDLs for some metals, VOCs, SVOCs, pesticides, and herbicides exceeded one or more screening levels. Barium, chromium, copper, lead, nickel, and zinc were detected in the soil sample. The detected concentrations of the detected metals did not exceed the screening values and appeared to be consistent with background concentrations in South Carolina soils. Acetone was detected in the ditch soil sample; the detected acetone concentration did not exceed the screening values. A copy of the TA analytical report is provided in Appendix I.. CONCLUSIONS AND DISCUSSION As requested by MWV, S&ME addressed the preliminary findings of the Phase I ESA by performing an additional limited Phase II ESA concurrently with the Phase I ESA for the following items of concern on the Omni / Trammell Crow Property: the.-inch diameter sanitary sewer line which appeared to terminate in a drainage swale; stained ground surface at the oil dispenser area (east of the maintenance building); and two exposed sumps at the former chemical storage and mixing building which contained sediment and water. S&ME collected surface water, sediment, and soil samples for subsequent analysis of various parameters. The laboratory analytical results are summarized and discussed below. The majority the tested compounds in all the samples were not detected above laboratory MDLs; however, due to matrix effects, the some MDLs were elevated for the pesticides and herbicides. Some of the MDLs for various parameters exceeded certain screening levels. However, because the laboratory conducting the analyses (TA) is a SCDHECcertified laboratory and the MDLs were consistent with industry standards, no further

For the surface water and sediment contained in the two chemical building sumps, although endosulfan pesticide derivative compounds were detected, but not above applicable screening limits, S&ME recommends MWV consider cleaning and pumping out and the sumps during site development operations as endosulfan is a banned pesticide. The removed material should be properly disposed off-site. For the oil dispenser area, although specific tested petroleum parameters were not detected in the soil sample collected from the area, we noted the stained area had an odor of petroleum.
