Intrductin The Land Infrmatin New Zealand Tpgraphic Strategy will prvide directin fr the cllectin and maintenance f natinal tpgraphic data and the creatin and delivery f natinal tpgraphic prducts (e.g Tp50 and Tp250 map series) and services by the Land Infrmatin New Zealand (LINZ) Natinal Tpgraphic Office (NTO) ver the next five years, ensuring that tpgraphic resurces are spent in areas where they will prvide the maximum ecnmic benefit fr New Zealand. The implementatin f this strategy will prduce a mre targeted apprach t the maintenance f LINZ s tpgraphic data and prducts that better meets the needs f its custmers. This will identify high pririty tpgraphic data themes and prducts that will require maintenance mre ften than thers and als identify tpgraphic features that will require a higher spatial accuracy. The successful implementatin f this strategy will als see a shift frm tpgraphic data capture t tpgraphic data reuse thrugh strategic engagements with external rganisatins. New tpgraphic prducts and services specifically fr digital use will be created. The NTO will be respnsible fr implementing the LINZ Tpgraphic Strategy. Backgrund Land Infrmatin New Zealand (LINZ) and its predecessrs have been respnsible fr natinal tpgraphic mapping in New Zealand fr mre than 100 years. As New Zealand s natinal mapping rganisatin, LINZ is respnsible fr cllecting, maintaining and managing an authritative natinal recrd f the physical features f the natural and built envirnment. This strategy replaces the existing strategy (2005-2010) which, in 2009, successfully launched the Tp50 and Tp250 map series t replace the NZMS260 and the NZMS262 series respectively. A new Antarctic map series was als launched, prviding 55 Tp50 maps cvering New Zealand s Antarctic jurisdictin. Currently, the majrity f NTO s effrt is spent n maintaining the Tp50 map series, which is managed in a database f six millin features. The nminal scale (the scale at which the features are captured fr representatin) is 1:50,000. The LINZ Data Service (LDS) was launched in July 2011 under the New Zealand Gespatial Strategy, releasing all LINZ tpgraphic data alng with ther LINZ managed datasets, t the public. As a cnsequence, tpgraphic data became mre accessible than it had ever been and we have seen a large number f new data custmers jin LDS and cnsume tpgraphic data. Very quickly it was realised that LINZ tpgraphic data was neither accurate nr current enugh t meet user expectatins. LINZ was als receiving feedback frm many map users that maps needed t be kept up t date. In September 2012 LINZ cmmissined a review f its tpgraphic mapping prgramme. The first stages f this review lked at LINZ s current mapping prgramme, as well as the wider cntext and lnger term ptins fr tpgraphic mapping. These were cmpleted last year. The develpment f a tpgraphic strategy marks the next stage f this review, and will be fllwed by an implementatin plan fr achieving the gals f the strategy. Visin This strategy sets a visin f: Accurately mapping New Zealand fr the future Five Year Gals This visin will be achieved thrugh the fllwing five-year gals: 1. Ensure real-wrld change is reflected in tpgraphic data, prducts and services within apprpriate timeframes and with apprpriate spatial accuracy and representatin. 2. Crdinate publically managed tpgraphic data int natinal datasets t maximise the reuse pprtunities f tpgraphic data. 3. Gal 1 Ensure real-wrld change is reflected in tpgraphic data, prducts and services within apprpriate timeframes and with apprpriate spatial accuracy and representatin. Traditinal prcesses and techniques fr tpgraphic data cllectin and maintenance have prven insufficient t meet the rising demands frm custmers fr tpgraphic data and prducts t be mre up t date and better spatially defined. Presently the data maintenance prgramme is driven by the maintenance f the Tp50 map series and cnsequently the Tp50 dataset is the cre tpgraphic dataset f New Zealand managed by LINZ. This dataset is a result f mre than 40 years f map prductin, with the majrity f the data having been digitised frm the NZMS260 map series (the predecessr t the Tp50 map series). Features were captured with a 1:50,000 publicatin scale as the gal. As a result a number f features in the cre tpgraphic dataset are a generalised representatin f that feature. Such generalisatins can impact the spatial accuracy f the features in the dataset. Frm a data perspective, a distinctin is made between spatial accuracy and spatial representatin. Spatial accuracy states the accuracy t which a feature is psitined when included int the cre tpgraphic dataset. Spatial representatin states hw the feature will be represented when included int the cre tpgraphic dataset (e.g. a building culd be represented by a symbl, a building ft print r a three dimensinal mdel. The standard fr spatial representatin f buildings will infrm the NTO n which representatin(s) shuld be used in the cre tpgraphic dataset.). In cmbinatin with Strategic Gal 2, Strategic Gal 1 aims t establish a new cre tpgraphic dataset f New Zealand that will be fit fr multiple tpgraphic datasets, prducts and services that meet the currency and spatial requirements f ur custmers. Gal 2 Crdinate publically managed tpgraphic data int natinal datasets t maximise the reuse pprtunities f tpgraphic data. Many external rganisatins cllect and maintain tpgraphic data that has the ptential t be reused in the LINZ cre tpgraphic dataset. Currently data is surced frm rganisatins such as Landcare Research (land cver), Department f Cnservatin (track and hut data) and Transpwer (transmissin lines). Hwever, there are many ther datasets that culd be included int the LINZ cre tpgraphic dataset, with a strng emphasis put n datasets managed and maintained by the Territrial and Lcal Authrities. LINZ aim s t aggregate tpgraphic data int natinal datasets and make them available fr reuse as well as use them in ur wn tpgraphic prducts and services (e.g. t assist in the maintenance f the Tp50 and Tp250 map series). Thrugh Strategic Gal 2, LINZ will identify and seek t establish psitive and mutually beneficial agreements with all rganisatins that manage and maintain tpgraphic datasets, that will ensure the capture nce and use many times philsphy is applied t tpgraphic data in New Zealand. Identify Organisatins (a) Identify and engage with all rganisatins that manage and maintain tpgraphic datasets pertaining t New Zealand that: are suitable fr inclusin in LINZ fficial tpgraphic data infrm LINZ tpgraphic data cllectin activities (i.e. a surce f change infrmatin) Secure Data Supply (b) Establish apprpriate agreements with rganisatins identified in (a) t: include their datasets int the LINZ cre tpgraphic dataset ensure the supply f data remains available int the future ensure the data quality is maintained and/r imprved t meet standards defined thrugh Strategic Gal 1 Prduce Natinal Datasets (c) Prduce and make natinal tpgraphic datasets available fr: inclusin int fficial LINZ tpgraphic map prducts and services reuse by ther peple/rganisatins requiring tpgraphic data [DRAFT] Land Infrmatin New Zealand Tpgraphic Strategy Page 7 f 8

Gal 3 Expand the prductin f tpgraphic prducts and services t include thse specifically fr digital use. A shift in custmer expectatins has led t a demand fr digital tpgraphic prducts and services. Under this gal, fcus will be placed n expanding LINZ tpgraphic prducts t include new prducts and services that can be easily used in gegraphic infrmatin systems, web and mbile applicatins. This is in additin t existing LINZ tpgraphic prducts such as the Tp50 and Tp250 map series. T bring new digital prducts and services t market, prttypes will be created t prvide a discussin pint t establish the need and requirements fr the new prduct r service. If it is prven that there is a need fr the new prduct r service, the gathered requirements will be used t prduce fficial prducts r services fr New Zealand. The first example f the expanded prducts will be a number f digital base maps f New Zealand. The purpse f these base maps is t prvide a cnsistent spatial cntext n which t verlay spatial infrmatin. The base maps wuld be kept current with the latest tpgraphic data. The implementatin f Strategic Gal 3 will ensure that apprpriate tpgraphic prducts and services meet custmer cntent and delivery requirements.
