Base and Performance Based Funding (PBF) grants are disbursed to beneficiary schools to implement strategies aimed to improve learning. Construction of permanent gender and disabled friendly classrooms and sanitation facilities is going in 66 (92 percent) of the 72 primary schools that will benefit from the first consignment of the contracted works. The training materials for the head teachers' school leadership training have been finalized for trial testing. Consultations to guide the development 11/13/2018 Page 1 of 8

of an ICT platform to manage real-time school data that will be collected from schools were concluded for the respective districts and zones therein. The education ministry now has in place the following strategies with complementary implementation plans: (a) the Primary Teacher Management Strategy (2018-2023); (b) the National Girls' Education Strategy (2018-2023) and (c) The Promotion Policy for Malawi Primary Schools. The adoption of these strategies earned the education Ministry US$6 million, of which US$4.5 million will be used to construct classrooms and other facilities in the additional number of schools, and US$1.5 million used to kick-start implementation of the adopted policies and strategies based on the agreed implementation plan. Implementation progress will be assessed at the quarterly Local Education Group (LEG) meetings for MESIP. With support from the Royal Norwegian Embassy, implementation of the MESIP in an additional four districts started in August 2018,. Agreement was reached between the World Bank, the education ministry management and project implementation team that the results framework be reviewed for possible integration of indicators that would best capture implementation and development progress observed in the project beneficiary districts and schools. Views generated will be used to guide the discussions at the Mid-Term Review (MTR) scheduled for February- March 2019.
