Intrductin RULES AND SUBMISSION GUIDE FOR PUBLICATION OF "WIPO-WTO COLLOQUIUM PAPERS" The publicatin "WIPO-WTO Cllquium Research Papers" has been develped t shwcase the academic papers f participants. This publicatin aims t prmte dynamic schlarship and t raise the prfile f intellectual prperty (IP) law and plicy develpments in develping cuntries acrss a brader and mre gegraphically diverse and representative base than is cmmn in much published schlarship n IP law and plicy. Therefre, the papers chsen fr this publicatin shuld address emerging r cntentius issues that are at the frntier f the evlving IP systems f each authr's cuntry r regin; and at the same time wuld be f interest t a wider audience f schlars, analysts, plicymakers and members f the general public that have an interest in IP. The present guide has been prepared t prvide authrs with the rules gverning the publicatin prcess. It is critical that yu read it thrughly and check yur cmpleted submissin t ensure that it cmplies with all the requirements set in it. Essential Pints: Editrial Plicy It is critical fr each authr t take full respnsibility fr ensuring that their paper is f the highest quality and cnfrms t all the requirements f the guide. These requirements include cmplete and prperly frmatted ftntes and bibligraphies, as well as the grammar and cherence f the text. Only thse papers that meet a high level f substantive and structural quality will be cnsidered. Therefre, papers that are received in a frmat that differs frm this editrial guide r that are expressed in language that is in need f extensive editing t make it publishable as a schlarly wrk in the English language, will be returned t the authr fr crrectin and editing as required, but withut detailed descriptin f the areas in need f crrectin. Authrs retain cpyright ver their individual papers, but they agree t licence t WIPO and the WTO the right t make first publicatin f their papers. WIPO and the WTO retain jint cpyright ver the cmpilatin f the Cllquium papers. 1

All must be frmatted in strict cnfrmity with this guide; One-paragraph authr bigraphy (n mre than 250 wrds); and Signed and dated authr/publisher agreement. Number f Papers t be Accepted fr the Publicatin Apprximately twelve (12) papers will be accepted. This number may be revised upwards r dwnwards depending n the level f interest and quality f the submissins. Language Matters T facilitate its rle in prmting schlarly utreach, the Cllquium Papers are published in the English language. Papers are expected t be f a linguistic quality apprpriate fr a schlarly publicatin. Befre submissin, it is strngly advised that prpsed papers are prf-read by fluent English speakers familiar with legal writing and analysis. Paper Frmat Abstract: Each paper must be accmpanied by an abstract f n mre than 250 wrds. Keywrds: Please include between five t eight keywrds immediately beneath yur abstract. Please nte that the requirement t include keywrds des nt necessarily mean that the articles in the publicatin will be included r made available in nline databases. Length: 10 pages - 15 pages. Limits d nt include the abstract, keywrds and bibligraphy. 2

References are t be included in the Mendelay database, n an accunt linked t the Cllquium publicatin. Details will be prvided t authrs n submissin f their drafts. Cpies f Publicatins Authrs will receive hard cpies f the publicatin. An electrnic versin in PDF frmat will als be psted n the WIPO and WTO websites. Previusly Published Material Papers submitted fr the Cllquium publicatin must nt have been published elsewhere. Authrs retain cpyright in their articles and are free t publish them subsequently, in riginal r updated frm (with attributin t the WIPO-WTO Cllquium Papers). It is acceptable fr an authr t cite arguments r use extracts frm their previus publicatins. Hwever, this shuld nly be dne t prvide cntext r t blster the substance f a related pint made in the submitted paper. It is als acceptable fr authrs t submit papers that elabrate subject matter cvered in previus publicatins. Wherever such references are made t previus publicatins, the authr must prvide a full citatin and attributin t that wrk. 3

ANNEX 1: COLLOQUIUM PUBLICATION - PAPER DRAFTING RECOMMENDATIONS Intrductin These recmmendatins identify best practices t assist authrs in drafting and revising their papers fr submissin. Fllwing these recmmendatins will: help make submissins strnger and clearer, especially fr thse with limited experience in writing schlarly English; facilitate the editrial prcess; and strngly imprve the chances f acceptance. These recmmendatins draw directly n experience with previus papers submitted fr publicatin and highlight sme f the key lessns frm past dialgue with authrs. General Drafting Guidelines Where pssible: Be cncise: Keep yur sentences as brief as pssible. As a general rule, n sentence shuld be mre than three lines lng. One idea per sentence: Each sentence shuld express a single, chesive idea. Use f paragraphs: Each paragraph shuld express nly ne idea r pint. Every change f subject r new idea must be expressed in a new paragraph. Attempt t keep yu paragraphs t n mre than ten lines in length. A paragraph that is half a page in length is dense and discuraging t a reader. The use f "r", "and", "and/r"): Avid using the wrd "r" mre than nce in a sentence. The excessive use f alternative psitins makes it difficult fr a reader t retain all these alternatives, while trying t understand the pint f a sentence. The same applies fr the use f "and" and "and/r", which further increases the cmplexity f a sentence. Subrdinate clauses: Use subrdinate clauses carefully and in a lgical psitin, t ensure that sentences flw cherently. E.g. "The gvernment will nt implement the new law, thugh many bservers believe therwise, until the next electin is decided". Such clauses tend t break the reader's train f thught. Instead it is better t say, "Thugh many bservers believe therwise, the gvernment will nt implement the new law until the next electin is decided". 4

Citatins: General rule n citatin: Every prpsitin that is nt yur riginal idea shuld be carefully and cmprehensively cited. When in dubt, cite. Ftntes and bibligraphies: Make sure t include all elements f all references (authr name(s), title, date, case numbers etc. as required by the OSCOLA guide). Paper cnclusins: Yur cnclusins shuld always tie tgether and summarize all the pints raised in the paper. In particular, make sure yur cnclusin is cnsistent with the argument r premise yu set ut t tackle in yur abstract and intrductin. Sub-headings and paper sectins: Make sure that every sectin f yur paper deals with a subject set ut in yur intrductin. This will help yu avid drifting int ther tpics that are nt central t the primary tpic that was intrduced at the beginning f the paper. The use f special terms: When yu intrduce a term f art, specific plicy, prgramme r legislatin that the average reader is unfamiliar with, please prvide a brief descriptin and explanatin in the cntext f yur paper. Thugh readers may be familiar with general intellectual prperty terms, they may nt be familiar with the cntent r implicatins f "Regulatin 345 f the CFTT". Such a law must be stated in full and briefly explained the first time it is mentined. Cmparisns: Avid cmparing cncepts, appraches and entities in different terms. E.g. Cars have fur wheels, whereas bicycles are made f metal. Instead, yu must make the cmparisn n the same basis. E.g. Cars have fur wheels; bicycles have tw. Thugh these examples are simple, cmparisns made n different bases can be very difficult t understand. This is especially the case when dealing with cmplex, unfamiliar r highly similar cncepts that require precisin in rder t make a distinctin. Use f extracts frm the authr's wrks published elsewhere: Verbatim extracts frm the authr's wn previus wrks must be minimized. Paraphrasing is better than the use f verbatim extracts. Include the riginal publicatin in yur citatins and bibligraphy. Narrative vice: Authrs shuld avid cnstant references t themselves in the first persn. E.g. "I think the law shuld be amended" r "In the authr's pinin, the law shuld be amended." The ccasinal use f the secnd phrasing may be apprpriate fr emphasizing key pints. Hwever, it is generally better t use an impersnal vice. E.g. "The law shuld be amended". It is clear frm such a phrasing that the stated pinin is that f the authr withut frequent statements that this is the case. Use f nline language translatin sftware: Avid using nline translatin sftware such as Ggle Translatr t prduce text fr inclusin in a paper fr submissin. Such prgrams can prvide inaccurate and cnfusing meanings, especially when dealing with legal cncepts which d nt readily translate when cntext can be critically imprtant. In the unlikely event that yu need t use such tls in a limited way, please keep yur sentences and phrases brief and ensure that they are checked by a clleague wh is fluent in written English. 5
