NRL-Salmonella The Netherlands Kirsten Mooijman
Dutch NRL-Salmonella at RIVM/Z&O Situated at the Centre for Zoonoses and Environmental Microbiology (Z&O: approx. 60 staff members) Z&O is part of the National Institute for Public Health and the Environment (RIVM), Bilthoven, the Netherlands (approx. 1500 employees) 2
Organogram RIVM 3
Organogram Z&O Departments 4
Biological NRLs at RIVM-Z&O Salmonella (since ca 1993) Parasites (since ca 2005) Bacteriological and viral contaminants of bivalve molluscs (since ca 2005) Escherichia coli, including VTEC (since 2011) Listeria monocytogenes (since 2011) Coagulase pos Staphylococci, including Staphyloccocus aureus (since 2011) 5
Tasks and duties NRLs Defined in European legislation: For food and feed in: Regulation (EC) 882/2004 on official control performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules (April 2004) changed to Regulation (EU) 2017/625 (March 2017) 6
Tasks and duties of NRLs Collaborate with EURL in relevant area Coordinate activities of official national laboratories for analysis of samples Organise comparative tests between official national laboratories, including follow-up Disseminate information supplied by the EURLs to authorities and national laboratories Provide scientific and technical assistance to the national competent authority Quality system accredited according to ISO 17025 in relevant workfield 7
Collaborate with EURL in relevant area EURL and NRL for Salmonella situated at the same institute Important to separate activities for EURL and for NRL, especially for interlaboratory studies of the EURL. The technician who will participate in the interlaboratory study as NRL will receive blind samples, similar as for the other NRLs. 8
Coordinate activities of official national laboratories for analysis of samples NRL does not perform sample analysis for monitoring programmes; this is done by the official laboratories NRL gives advices/ visits/ trainings for official labs when needed NRL performs confirmation/ additional typing, e.g.: Occasionally analyse samples for second opinion (sero)typing of Salmonella isolates which official laboratories are not able to type to serovar level Confirmation of isolates typed as monophasic Salmonella Typhimurium by official laboratories 9
Organise comparative tests For analysis of Salmonella in food samples only one official national laboratory in NL: Netherlands Food and Consumer Product Safety Authority (NVWA). Both NRL and NVWA participate in PT (food) schemes of EURL. For analysis of Salmonella in samples from primary production stage (pps) and serotyping of isolates from these samples NL has 22 officially recognised (private) laboratories, of which 13 also perform serotyping of Salmonella. 10
Organisation comparative tests for pps Up to approx. 2009, NRL organised PT schemes itself (one study per year for detection of Salmonella pps). Since 2009 the ministry did not longer offered budget for organisation PT schemes for commercial (private) laboratories. Discussion of options with ministry and official laboratories (OLs): a) continue organising PTs by NRL and ask fee from OLs, or b) select a commercial PT scheme in which all OLs have to participate (for own costs) Agreed to go for option b) (less expensive than option a.). Labcodes of each OL have been forwarded to the NRL so that performance in PT schemes of each lab can be checked by NRL; NRL-Salmonella participates in the same PTs. 11
Comparative tests Prescribed PT schemes: VetQas of APHA, UK; accredited by UKAS: PT 0088: Salmonella in poultry PT 0084: Salmonella serotyping Each study: 4x 5 freeze dried samples per year Together with competent authority agreement on judgement of results of official laboratories: Per study, per lab: 5 samples okay: good; 4 okay: moderate; 3 okay: unsatisfactory Trend analysis of successive studies, per lab: Trend should (at least) be (over 4 studies): unsatisfactory moderate moderate good 12

Example summarised results, trends in PT schemes 14
Results comparative tests In case of unsatisfactory results in one study NRL contacts OL: explanation for poor results? Advices needed? In case of unsatisfactory trend results of several successive PTs NRL contacts OL and Competent Authority (CA). CA can decide to (temporary) suspend the recogniction of an official laboratory. Actions for improvement: e.g. training at NRL, audit by NRL 15
Disseminate information supplied by EURL to authorities and national laboratories EURL-Salmonella reports are forwarded to Competent Authority Newsletters EURL-Salmonella are also sent to Competent Authority Technical information from EURL- Salmonella forwarded to official laboratories 16
Assist the national competent authority Cooperate with Netherlands Food and Consumer Product Safety Authority (NVWA), e.g. for recognition of official laboratories Discuss/ give advice for diagnostics and monitoring in relation to national programmes Discuss/ give advice on new/amended EC legislations Participate in committees at national level Assist in case of outbreaks 17
