The overall risk rating is changed to High given the high risk that the project would not achieve its development objective. At 11 months before Project closing date, the disbursement rate (17%) is low. Moreover, with the recent changes in the core Project team (no replacement of the procurement specialist, replacement of the project coordinator and key MENFOP's officials), there is a high risk that Project implementation would slow down and the implementation gap would still increase.
