The ESPON 2013 Programme Role in Structural Funds 2007-2013: Support EU Cohesion Policy development with pan-european, comparable facts and evidence on Territorial Structures, Trends, Perspectives and Policy Impacts, focusing on European Regions and Cities, and revealing territorial capital, potentials and challenges. Budget 2007-13: 47 mill Euro (ERDF: 34 mill. Euro; 31 Countries: 13 mill. Euro) Programme Priorities: P 1: Applied Research P 2: Targeted Analyses based on Stakeholder interest P 3: Scientific Platform and Tools P 4: Capitalisation

Themes in Scientific Platform and Tools (P3) 10 larger projects final/ongoing/starting: ESPON Database (phase I) ESPON 2013 Database (phase II) Territorial Indicators/INTERCO Territorial Monitoring and Reporting Territorial Monitoring in Macro Region: test in Baltic Sea Region Detecting Territorial Potentials Territorial Evidence Packs for Structural Funds Programmes European Urban Benchmarking Webtool ESPON Atlas in 2014 On-line Mapping Tool

ESPON 2013 Database (phase II) M4D: Multi-Dimensional Data Design and Development General Information: Lead Partner: UMS RIATE France Project Partners: LIG-IMAG, NCG, UAB, UMR Géogr.-cités, TIGRIS Inception Report: 22 July 2011 Interim Report 1: 30 June 2012 Aim: To further design, structure and build the ESPON 2013 Database. Main activities planned: Claude Grasland Jérôme Gensel Roger Milego Application: user interface, core of the database, OLAP cubes Application related work on: harmonization of time series, detection of outlier values and the evaluation of data quality Themes: regions, cities, grids, local, neighbourhood and surveys Networking: Platform, ESPON projects and external

The ESPON OLAP Cubes: a tool for combining and analysing heterogeneous data Roger Milego (roger.milego@uab.cat) Luxembourg, GISCO Working Party 8-9 March 2012

Outline Introduction OLAP technology The ESPON OLAP Cube Applications Current and future steps

A challenge

Some needs at different levels At different scale... By any geographic al object... Over time... Example: DG-Regio needs to analyse changes in population between different NUTS versions (1999-2003-2006-2010)

An idea Data source 2 Data source 1 Combine data by means of the 1 km 2 European Reference Grid Data source n 1 km2 EuRefGrid Gridded datasets European coverage INSPIRE compliant Used by several institutions Optimal resolution

From ingredient to cocktail Unemployment 2006 (Eurostat) Disaggregation Weighted by Population Ref. Grid 1km GEOSTAT Pop. Grid 2006 Integration CLC 2006 (EEA) Aggregation Integration OLAP CUBE

OLAP technology OLAP (OnLine Analytical Processing): category of software tools designed to help in the extraction of information from data to support better decisionmaking. Multidimensional data model, complex analytical and ad-hoc queries, rapid execution time. OLAP Cube = some countable variables (measures) such as ha. aggregated by a set of dimensions: spatial (e.g. NUTS regions), thematic (e.g. land cover) and temporal. An OLAP Cube can be queried online and offline (.CUB file, from MS Excel).

OLAP Cube: A cocktail of data INGREDIENTS DIMENSIONS Sugar Lime Fruit Rhum Nuts Ecological Background Corine Land Cover MEASURES -grams -ml OLAP CUBE MEASURES -Area -Population -GDP Daikiri Maps Graphics & Statistics

ESPON OLAP Cube 4.0 Measures Population 2001 Active population 2001 & 2006 GDP 2001 & 2006 Unemployment 2001 & 2006 Area in hectares Dimensions Biogeographic regions Corine Land Cover 1990, 2000 & 2006 CLC Changes 1990-2000, 2000-2006 & 1990-2006. Land Cover Flows 1990-2000, 2000-2006 & 1990-2006. Dominant Land Cover Types Large Urban Zones Elevation Breakdown Massifs (mountain regions) NUTS 0,1,2,3 2003 and 2006 River Sea Basins River Basin Districts

Querying the Cube: Drag&Drop!

Applications Combining data from different times (e.g. GDP 2000-2010) Combining data from different geometries (e.g. NUTS 1999, 2003, 2006, 2010) Combining thematic spatial data (e.g. CLC) with administrative data (e.g. NUTS3) Complex combinations of all of them ( ) Analysis at different scales (from global to local)

Examples 1- What is the variance of Active Population between 2001 and 2006 in the Large Urban Zones (LUZ) of the mountain regions?

Examples 2-What is the evolution of unemployment between 2001 and 2006 in the CLC agricultural areas (level 2) at NUTS 2?

Examples 3-What is the evolution of the GPD ( /total population) between 2001 and 2006 in the European River Basins?

Current short-term tasks (before June) Population grid 1 km2 2006 (GEOSTAT) As base indicator As ancillary data NUTS 1999, NUTS 2010 Questionnaire amongst ESPON projects: data combination needs. ESPON OLAP Cube v 5.0 ESPON Urban OLAP Cube v 1.0 OLAP Cube Web Visualisation Tool v 1.0
