CONFIRMATION OF THE MINUTES 1 st SLFIC Meeting held on 02 nd June 2016 The Minutes of 1 st Meeting of State Level Financial Inclusion Committee held on 2 nd June 2016 was circulated to all concerned and has been uploaded on website of SLBC www.slbcmadhyapradesh.in and website of DIF of M.P Government www.dif.mp.gov.in. The actionable points have been indicated for desired action. No amendment/suggestion to the circulated minutes of the said meeting has been received, so far. Therefore, the house is requested to confirm and adopt the said minutes.

AGENDA» Formulation of strategies for Special drive on financial inclusion initiatives from 15th September 2016 to 31st October 2016.» Ensuring timely payment of wages to MGNREGA workers through Business Correspondents especially in Shahdol, Anuppur & Umaria Districts.» Progress under PMJDY» Status of Business Correspondents» Distribution of banknotes & coins through BCs.» Financial literacy» Pending applications under Sec. 14 of SARFAESI Act with Dist. Special drive on financial inclusion initiatives from 15th September 2016 to 31st October 2016.» Pradhan Mantri Jan Dhan Yojana (PMJDY) national mission on financial inclusion was launched on 28th August 2014.» Subsequently other initiatives under financial inclusion have been launched by the Government including Pradhan Mantri Mudra Yojana (PMMY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana (APY) and Stand Up India (SUI).» As these Schemes are Government s initiatives towards financial inclusion, it is felt necessary to accelerate the momentum so that benefits as envisaged are realized. Special drive on financial inclusion initiatives from 15th September 2016 to 31st October 2016.» Accordingly DFS, GOI has launched a Special drive on financial inclusion initiatives from 15th September 2016 to 31st October 2016.» Under this drive at least 3 events per district will be organized during the period.» DFS has advised to convene a special SLBC meeting to chalk out detailed Programme for this drive.» A two track strategy is proposed by DFS to be adopted. Track 1 & Track 2» Track 1 will focus on the following activities. Contd.

TRACK-I ACTIVITIES a) Aadhaar and mobile seeding of bank accounts b) RuPay card /PIN distribution and activation c) Facilitating aadhaar enrolment d) Financial literacy videos e) Increasing awareness about consumer induced transaction under the RuPay Insurance Program 2016-17 f) Grievance redressal g) Counseling and sensitization of BCs/Bank Mitras h) Increasing awareness on the 6 schemes of the Department viz. PMJDY, PMJJBY, PMSBY, PMMY, SUI and APY. Contd.

TRACK-II ACTIVITIES» Track 2 will lay emphasis on providing the necessary handholding support to customers for credit linkage with a special focus on Pradhan Mantri Mudra Yojana and Stand Up India and increasing enrolments under social security schemes i.e. PMSBY, PMJJBY & APY.» The Collectors and LDMs will play a key role in the Special Drive by providing local level coordination with Banks & concerned agencies. Strategy 1: Field Unit Events COMPONENTS TO TACKLE DURING THE EVENTS» Aadhaar seeding in various categories of Bank accounts like Central Government Pensioners by 31st October 2016, all operative SB accounts by 31st March 2017, MNREGA accounts etc.» Mobile seeding in bank accounts» Arranging Aadhaar enrolment counter to facilitate customers, yet to be enrolled for aadhaar.» RuPay card distribution, Pins and activation with Provision of activation devices (Micro ATMs)» Orientation, counseling and sensitization of BCs/Bank Mitras to increase their level of activity.» Grievance redressal of public.» Involvement of Financial Literacy Centers in educating the beneficiaries about the benefits of Aadhaar seeding, RuPay Card usage, claims processing, on sanction & availing overdraft, importance of savings etc. through videos of financial literacy» Awareness about consumer induced transaction under the RuPay Insurance Program 2016-17» Creating awareness on the 6 flagship schemes of DFS

Strategy 2: Publicity and communication to the account holders. 1. Media publicity and widespread awareness in advance through various channels like 2. Newspaper advertisement, 3. Television,Cinema 4. Radio 5. Display of banners/posters, 6. Distribution of pamphlets at branches, 7. SMS, telephonic contacts etc. 8. Sensitization of Branch staff and Pop up message on the computer screen Sharing of District wise/branch wise pending list of pensioners with branches to target individual pensioners and other customers for Aadhaar Seeding» Action for Publicity Sr. no. 1 to 4 may be undertaken by GoMP» Action for Publicity Sr. no. 5 to 8 should be undertaken by Banks of that district.

Strategy 3 : Incentivisation Use of Services of marketing officers, BCAs and staff members of the branch to be utilized with incentivisation of Bank Mitras Strategy 4: Enabling and simplifying multiple channels for aadhaar and mobile seeding

Ensuring timely payment of wages to MGNREGA workers through Business Correspondents especially in Shahdol, Anuppur& Umaria Districts» It has been complaint that MGNREGA workers do not receive their wages on time.» BCs are not effective in these districts for delivery of wages & social security pensions.

Ensuring timely payment of wages to MGNREGA workers through Business Correspondents in ShahdolDistrict» A meeting in Shahdol was held on 13.09.2016 for above issue. Meeting was Chaired by the Chairman MGNAREGA and attended by Govt. Officials & Banks. The outcome of the meeting after deliberation is as under: 1. The State Govt. officials will provide the list of Gram Panchayat attached to each bank branch and their daily schedule for payment. 2. On that day, beneficiary of only allotted Panchayat/s will receive the payment. 3. The BCs of the respective Panchayats will also converge at the branch to tackle the crowd for making payments. 4. The bank branches will maintain sufficient cash balance for these payments. The banks will also give the information about daily summary of transaction and amount to govt. dept. and LDM. 5. All the MNREGA payments are to be completed before 17/09/2016 i.e, before the CM s visit to Shahdol which is due on 17/09/2016.

BUSINESS CORRESPONDANTS» Since average monthly income of a BC is approximately Rs 5000, their attrition rate is high. They do not consider themselves stable in this business. The State Government may explore the possibilities to be given preference to BCs in their 3/4 grade post. This will generate faith in BCs to work enthusiastically.» Best BC in the district may be awarded by the District Authority in their functions.» Gramin Dak Sevak, Aasha workers, SHG workers etc. may be engaged as BCA.

Distribution of banknotes & coins through BCs» Reserve Bank of India vide their letter no. FIDD 61/01.01.005/2016-17 dated 18th August 2016 to all banks advised to utilize the services of BCs for distribution of Banknotes & coins.»it was also advised to carry out a detailed review of the performance of BCs at least once in a year through various fora i.e. BLBC, DLCC & SLBC.»Banks are requested to explore the possibilities to utilize the services of BCs for distribution of Banknotes & coins.

FINANCIAL LITERACY» FLC, Bhind has organized financial literacy programme at Gram Van Samiti, Mukutpur (Bhind). Other FLCs are advised to organize such camps.» In view of the initiative of DFS to impart financial literacy at Government ITIs, Private ITIs, Vocational Training Centres & Skill Development Centres. Banks as on 30.06.2016 covered 115 Govt. ITI against 123, 318 Pvt. ITI against 359, 36 Vocational training centres against 38 & 427Skill development centres against 457.» Spread of financial literacy awareness among school students. A communication has already been sent to Govt. of M.P. to incorporate some chapters on financial literacy in the school textbooks. Progress on this front is not known. Each bank branch should visit at least one school for financial literacy programme. Through this programme we can create mass awareness.
