Y PRESENTATION OF REPORT OF THE COMMITTEE ON PAPERS < LAID/TO BE LAID Chairman, Committee on Papers Laid/to be laid on the Table (Master Kundan Singh) : Sir, I beg to present the Third Report of the Committee on Papers Laid/to be laid on the Table for the year 1982-83. STATEMENT BY THE CHIEF MINISTER RE. ENCOUNTER BETWEEN THE POLICE AND EXTREMISTS NEAR AMRITSAR ON THE 16TH MARCH, 1983 Chief Minister (Sardar Darbara Singh) : Sir, I have to make a statement on the information demanded by this House. Information had been received... A Voice : Please read out your statement in Punjabi. Chief Minister (Sardar Darbara Singh) : I will explain it in Punjabi later on. Information had been received that the anti-social elements had stepped up their activities and were engaged in large scale smuggling of opium, silver, fire-arms, etc. Large quantities of silver, opium and other contraband articles were recovered recently. To further combat this menace, the District Police of Amritsar laid Nakas at a number of points on the night between 15th/16th March, 1983. One such Naka was laid at the Mannawala drain bridge on the G.T. Road. In the early hours of 16th March, 1983, a Jeep was noticed coming from Amritsar and proceeding towards Jandiala. On being checked by Shri A. P. Pandey, S.P. Detective, who was lncharge of Naka party, the occupants of the jeep opened fire and threw a hand-grenade at the Police Party, as a result of which, Shri Pandey was injured. The Police Party returned the fire and some of the occupants of the Jeep were hit. However, the occupants escaped in their Jeep, under the cover of darkness, leaving behind a Stengun and 6 live cartridges at the spot. The very fact that the occupants of the Jeep left behind a Stengun proves that they were heavily armed. AcaseF.I.R. No. 132, dated 16th March, 1983, under section 307/148/149 IPC, 25/ 54/59 Arms Ac* and 4/5 Explosive Act, Police Station, Jandiala, district Amritsar, has been registered and is under investigation. 2. On 17th March, 1983, the District Police were informed by the Darbar Sahib authorities that the dead body of one Hardev Singh, son of Hirnek Singh, resident of village Rode, district Faridkot, was with them. Later on, they aanded over the dead body of Hardev Singh to the District Police for post-mortem examiiation. Hardev Singh was

This Jeep is believed to be,tbe one, whose occupants were involved in an encounter with the Police at Mannawala on 16th March, 1983. 3. Following the' encounter on-!16th March, 1983, a State-wide alert was sounded. All S.H.Os. of the District Police, Jalandhar, were directed to arrange--nakas on the G.T. Road. One such 'Naka 'W s arranged at village Dayalpm-, Police Station, Kartarpur. One Jeep WaSJ? ^ ed Commg from the Amr tsar side, in which two persons with -.muffled faces were seen smin on the front-seat: On being asked by the m ic e to stop The Jeep, its occupants opened fire which was returned by the Police Party. One Chanan Singh ofdistr ct Gurdaspur, who was travelling in this Jeep, armed with 315 rifle was injured and taken into police custody. He is at present under treatment in Civil Hospital Jalanohar.- A case F.I.R. No. 49, dated 16th March, 1983 under sections 307/l«6/188 IPC and 25/54/59 Arms Act, Police Station, Kartarpur, district Jalandhar, has been registered in this respect and is under investigation. The.information which appeared in some newspapers that one person had been killed m the encounter with the Jalandhar Police at Dayalpur is not correct. 4. While speaking to certain press correspondents at Amritsar Sant Jarnail Singh Bhmdranwale stated that the persons involved in the fnll Unter ^ the Police at Mannawala, district Amritsar, were his fol owers. This statement of Sant Bhindranwale, has appeared m e newspapers on 17th March, 1983. It is most reprehensive that the h,asfowned such desperate elements who, without any provocation 2pr, ed f'r(t, 011 the Pohce thereby injuring a senior police officer.
