Assumptions and Analysis Existence of a state is based on three main elements (International Law): the state s territory (including the national boundaries) the state s people the state s own constitution and authority National boundaries as administrative boundaries Administrative part (international, national, other regulations) Boundary as technical and geodetic task (geodetic measurements, documentation, maintenance, identical datasets for other products) Two Working Groups: Data Model Working Group (DMWG), headed by Robert Balanche, swisstopo Administrative Issues Working Group (AIWG), headed by Francois Chirié, IGN-France 3

Administrative Issues Working Group (AIWG), headed by Francois Chirié, IGN-France Administrative issues means a lot of national, bilateral and international regulations, laws or projects that have to be taken into consideration: National regulations: Who is responsible for the national (bilateral) boundaries, for the boundary commission? Link to topographic and cadastral maps! Dissemination of boundary data Bilateral regulations: boundary treaty; agreed boundary documents; common boundary commission International projects: Co-operation with the other EG projects (EuroSpec, ERM, EGM, SABE, EUREF), ExGroups, influence of INSPIRE? 5

Data Model Working Group (DMWG), headed by Robert Balanche, swisstopo The target is to create a EB data model: Management of the current legal status of the boundary Information about the accuracy, the validity and reliability of each point and the definition of each boundary. The co-ordinate system must be ETRS89 The EB-DMWG must define the data model description language and the data transfer format The data model description must be system and software independent The EB data model will represent the minimum requirement that each country has to achieve; they will be free to extend this EB data model for their own requirements 6

The Project Plan The following Working Packages are provided WP1: Project Management WP2: Scope and Strategy (on the base of a questionnaire) WP3: EBDB Technical Definition (develop a data model, catalogue of features and attributes, data) WP4: EBDB Prototype (testing with actual boundary data) WP5: Proof of the Concept (testing with other EG projects, end of phase 1 of the project by the end of 2006) WP6: Implementation Plan (beginning of phase 2 offers the tested tools of EB to the European countries) 7
