from all four regions have been organized in the project target region on 27. February 2014. Phase 1 implementation is well underway. Component 1 In a very participatory way 186 project sites have been identified jointly with local officials and stakeholders. Participant selection for phase 1 had been completed by end of the second quarter of 2014. Of 7,670 registered beneficiaries in 93 sites, 3,500 potential beneficiaries have been selected to benefit from one of two support options. 2,000 beneficiaries have been registered for Option 1 (reimbursable semi-credit mechanism) and 1,500 for option 2 (village savings and credit associations). of the 3,500 beneficiaries in phase I, 2,372 (68%) are women. Component 2 A training manual has been developed to cater to the specific training needs of the beneficiaries. The training includes modules on social cohesion, business plan development and basic entrepreneurship, as well as cross-cutting skills / life skills. To ensure ongoing support throughout all project sites, 63 community managers have been identified. A training of trainers has been completed in September, focusing on all aspects of the project design and training curriculum. Training has started to be offered to the first communities in October 2014. A market study has been completed at the end of September 2014. The study revealed important opportunities for revenue-generating activities in the various sites in the project target area. the These opportunities include foremost agriculture production and distribution/sales of household and agriculture products. Other activities for which demand was identified include transport and cooling, but the latter two require higher amounts of financing than what is provided under PRISE. The data obtained in the study is expected to influence business plan development efforts of the beneficiaries in the coming months. Component 3 Communications efforts have been undertaken through five local radio stations, ONUCI FM, Radio Solidarité à Zouan-Hounien, Radio Guiglo, Radio du Guémon à Duékoué and Radio Man FM. Contractual arrangements with these stations are yet to reach a closure. At the national level, UCPE is working on a contractual arrangement with a communications agency to ensure sound ongoing communications with key stakeholders in Government and beyond. To facilitate proper project management, financial management and monitoring and evaluation, UCPE has hired an international expert on social inclusion and value chain management and an assistant tasked with financial management. Update October 2016: The project is advancing well, albeit with some delays accumulated in Phase 1 and in the roll-out of phase 2. The delays were largely caused by unexpected data work that was needed as part of the preparation and follow-up to the baseline survey which was undertaken prior to phase 2. This has caused a delay of about 5 months. Phase two has since started and training efforts are well on their way. Risks Overall Risk Rating Risk Category Rating at Approval Previous Rating Current Rating Overall -- -- Moderate Comments The risk is moderate as the enabling environment in which the project is operating is quite favorable. The national and local authorities and all other local stakeholders are very supportive of the project. The election in Nov. 2015 has not affected the project implementation and the political environment is currently stable. Results Project Development Objective Indicators 9/29/2017 Page 2 of 8
