Land Monitoring Core Service User requirements collected by the Implementation Group: LMCS addresses a wide range of resources and policies at EU and international level (e.g. soils, water, agriculture, forestry, biodiversity, transport etc.) Very diverse user communities with various requirements. Common key requirements: improve data access (in situ and space) and reference data reliable multi-purpose Land Cover and land cover change data is the basis for a multitude of applications in environmental management and spatial planning Will offer a portfolio of data and products with different levels of elaboration (from pre-processed images to elaborated information) Progressive implementation, modular approach

Continental Pan-EU Component: Wall-to wall Pan-EU (38 countries) mapping, Corine 2006 is the Land FTS precursor. CLCC 2006: 5ha MMU instead of 25 ha CLC2000 based on HR images (20-30 m) temporal update of 3-5 years 21 HR classes (1 ha MMU) starting with the Soil Sealing and Forest mapping Local component: Focus on Urban Atlas Start: project launched January 2009 Objective: Land cover / Land use mapping of 300 functional urban areas ( 100,000 inh.) Based on VHR images ( 2.5m) minimum mapping units 0.1 ha (0.25 ha in 2008 call) LMCS Scope - Fast Track part

LMCS Scope Priority to multi-purpose products -> combined access to: Pre-processed data (e.g. ortho-rectified images, mosaic, cloud masks, daily-weekly image composites..) Basic reference data (e.g. topographic data, soil and geological data etc.) A set of Land Use/Land Cover and Land Cover Change products at various scales (Global, Pan- EU land cover, national or covering areas of interest) and various time resolution: dynamic products (daily, weekly, monthly, or seasonally), periodic products (every 1-5 years) various layers: generic land cover or thematic LU/LC&LCC (forest, agriculture ) Essential Climate Variables: dynamic vegetation and surface parameters at Global level Further extension to thematic products at EU or International level: more elaborated information such as water quality/quantity models, crop forecasts, environmental indicators

LMCS Evolution Top down vs Bottom-up? Mix of centralised and decentralised elements EU level: common functions (pre-processing, low-coarse level products...) harmonisation, aggregation MS level (European component): national activities, in-situ data provision, validation of EUlevel products Pan-EU component: two steps Ensure the continuity of CLC time series with improvement (?) Outlook IG s Terms of Reference confirmed for the period of transition (until end of 2010) Group will be enlarged (probably by 2 members) GEOLAND2 project being accompanied Strategic Discussion on how to get an operational LMCS by 2013 and on how the LMCS need to further developed when an INSPIRE-based ESDI is available (by 2019?) Communication of issues and results to users etc.
