1. Introduction On 7 th December 2001 the EPA granted a waste licence (W0020-01) subject to conditions to Monaghan County Council for its facility at Scotch Corner Landfill. This licence is for the operation and development of an existing non-hazardous landfill at Scotch Corner, Letterbane, Annyalla, Castleblaney, Co. Monaghan and also covers the operation of a Material Recovery Facility at the site. The Material Recovery Facility allows for the storage and processing of pre-segregated recyclable wastes. This licence was replaced by Waste Licence W0020-02 on 24 th March 2010. Condition 8.1 of Waste Licence W0020-02 states the following: The licensee shall carry out such monitoring and at such locations and frequencies as set out in Schedule D: Monitoring of this licence and as specified in this licence. This report details the results of landfill gas monitoring at Scotch Corner Landfill for the period July to September 2015. 2. Sampling Methods 4.1 Equipment Sampling and analysis of landfill gas was carried out at Scotch Corner Landfill using a portable Gas Data GFM436 gas analyzer (Serial No. 12415) for measurement of gas levels in boreholes (perimeter boreholes and boreholes in the waste body) on a monthly basis and measurement of gas levels in buildings and inlet of the landfill gas flare on a weekly basis. Continuous sampling and analysis of air quality in the weighbridge office, MRF office and MRF canteen is performed by the Crowcon Vortex 12 controller unit mounted in the weighbridge office using individual carbon dioxide and methane sensors in the weighbridge office, MRF office and MRF canteen. 4.2 Perimeter Landfill Gas Monitoring Wells Landfill Gas was sampled and analysed at the following perimeter borehole locations as per Schedule D Monitoring D.2 Landfill Gas: B1a Landfill Gas Borehole in the Overburden upgradient of the old landfill on Mr. Eugene Brennan s land. B2a Landfill Gas Borehole in the Overburden to the south (upgradient) of Phase 2. B3a Landfill Gas Borehole in the Overburden to the north (downgradient) of Phase 2. B4a Landfill Gas Borehole in the Overburden to the north (downgradient) of Cell 1 and the new leachate lagoon. B5a Landfill Gas Borehole in the Overburden to the south (upgradient) of Cell 1. B6a Landfill Gas Borehole in the Overburden to the east of the landfill on Mr. Benny McEneaney s land. Landfill Gas was sampled and analysed at the following perimeter borehole locations as per Schedule D Monitoring D.2 Landfill Gas as required by CI000534 CI Action: Corrective Action Plan 2015:. B4a(new) Groundwater Borehole in the Overburden to the north (downgradient) of unlined and capped Area 1 & leachate lagoon and upgradient of S4 surface monitoring point. B7a B10a Groundwater Borehole in the Overburden on the eastern boundary of the old landfill. Groundwater Borehole in the Overburden on the north-eastern boundary of the current facility and downgradient of capped and unlined Area 2. 4.3 Landfill Gas Monitoring Wells outside the Waste Body but not classified as Perimeter Landfill Gas Monitoring Wells 4.3.1 Landfill Gas Monitoring Wells outside the Waste Body (Declassified as a Perimeter Landfill Gas Monitoring Well by EPA at End of 2014) With reference to INCI004592 and correspondence from the Agency dated 15/4/15 Licence Return Approval Noitice, S3 is no longer classified as a perimeter landfill gas monitoring well as it is too close and directly linked to Area 1 body of waste. S3 Landfill Gas Borehole in the Overburden to the north of unlined Cell 1. 4.3.2 Landfill Gas Monitoring Wells outside the Waste Body (Ref. CI000534 CI Action: Corrective Action Plan 2015) With reference to CI Action: Corrective Action Plan 2015 Landfill Gas was sampled and analysed at the following borehole locations as per Schedule D Monitoring D.2 Landfill Gas. These gas wells are not classified as perimeter landfill gas monitoring wells as waste was encountered during drilling of these wells even though these locations are outside the defined landfill cell areas (Ref. Scotch Corner Landfill Groundwater Impact Assessment by RPS dated 15 th July 2015). B8a Groundwater Borehole in the Overburden on the south-eastern boundary of the current facility in the lawn area in front of the MRF. B9a Groundwater Borehole in the Overburden on the eastern boundary of the current facility at the south-eastern corner of capped and unlined Area 2. 4.4 Waste Body Landfill Gas Monitoring Wells Landfill Gas was sampled and analysed at the following gas well locations in the waste body as per Schedule D Monitoring D.2 Landfill Gas: L7 Landfill Gas Well in the centre of unlined Cell 1. L8 Landfill Gas Well towards the south-western corner of the unlined cell behind the MRF. L9 Landfill Gas Well towards the centre of the unlined cell behind the MRF. Rev.00 Page 3 of 22

4.5 Landfill Gas Monitoring Locations in Buildings Landfill Gas was sampled and analyzed in the following building locations as per Schedule D Monitoring D.2 Landfill Gas: Weighbridge Office MRF Office MRF Canteen. 4.6 Landfill Gas Flare Landfill Gas was sampled and analyzed at the inlet of the landfill gas flare as per Schedule D Monitoring D.7 Landfill Gas Flarestack. 4.7 Balancing of Landfill Gas Field Balancing of the Landfill Gas field at Scotch Corner landfill is carried out on a weekly basis on horizontal gas pipework from Cells 5a, 5b, 4a, 4b and 4c, Leachate sump in Cell 2, Phase 3 Leachate sump and on Gas Extraction wells GE1, GE2, GE3, GE4, GE5, GE6 and L7 (Area 1), GE8, GE9, GE10, GE13, GE14, L8 and L9 (Area 2), GE17, GE19, GE26, GE27, GE29, GE30, GE31, GE32, GE33, GE34, GE35, GE36, GE37, GE40, GE41, GE46, GE47 and GE48 (Cell 2), GE15, GE16, GE18, GE20, GE21, GE23 and GE24 (Cell 3), GE38, GE39, GE42, GE43, GE44, GE45 and GE49(Cell 5a), GE50, GE51, GE52 (Cell 4a), GE53, GE55, GE56, GE57, GE58, GE59 and GE60 (Cell 4b) and GE61 (Cell 4c), GE62, GE63, GE64 and GE65 (Cell 5b). Gas Extraction wells GE28 in Cell 2, GE22 & GE25 in Cell 3 and GE54 (Cell 4b) are buried in the waste body and gas extraction is via the second lift of horizontal gas pipework from Cell 4a, 4b and 4c. Horizontal gas pipework from Cell 5a, Horizontal gas pipework from Eastern Line around Cells 2 and 3 and Bottom Horizontal gas pipework from Cells 4b, 4c and 5b and a number of Gas Extraction wells including GE1, GE18, GE20, GE21, GE29, GE35, GE37, GE39, GE46, GE47, GE48, GE49, GE56, GE60 and GE61 are periodically closed to insufficient landfill gas production. O2 (%v/v) The following works were carried out to the gas field during July to September 2015: On 28/7/15 Irish Biotech Systems (IBS) disconnected, extended gas wells and reconnected GE56 and GE65. On 22/9/15 IBS rerouted new V6 160mm line (servicing GE55) in an easterly direction to facilitate deposition of waste. On 23/9/15 and 24/9/15 IBS did remedial works to gas extraction wells GE2, GE3, GE4, GE5, GE6, L7, L8, L9, GE9, GE10, GE13 and GE14 in Area 1 and Area 2. Rev.00 Page 16 of 22

6 Conclusion Results for landfill perimeter monitoring boreholes B1a, B5a, B6a, B4a(new), B7a and B10a remain below the Waste Licence trigger levels for landfill gas emission limit values of less than or equal to 1.0%v/v Methane and less than or equal to 1.5% v/v Carbon Dioxide. Borehole B2a remained below the trigger level for methane on all sampling dates during the period July to September 2015 but exceeded the trigger level for 1.5% v/v Carbon Dioxide level on one of the three sampling dates. Boreholes B3a & B4 remained below the trigger level for methane on all sampling dates during the period July to September 2015 but exceeded the trigger level for 1.5% v/v Carbon Dioxide level on all three sampling dates. While Borehole S3 is no longer determined to be a perimeter landfill gas monitoring well, monitoring of this well continues on a weekly basis in conjunction with landfill gas balancing on site. Boreholes B8a and B9a are located on the boundary of the site but are not classified as perimeter monitoring boreholes as waste was encountered during their installation in March 2015. Results for landfill gas monitoring in the Weighbridge Office, MRF Office and in the MRF Canteen are below the Waste Licence trigger levels for landfill gas emission limit values of less than or equal to 1.0%v/v Methane and less than or equal to 1.5% Carbon Dioxide. Results are recorded for both the Crowcon continuous gas analyzer and for the portable GA2000 gas meter. Landfill Gas readings for gas wells L7, L8 and L9 are typical of landfill gas that is actively decomposing and is extracted for flaring at the landfill gas flarestack. Permanent landfill gas extraction and flaring commenced operation on 8/12/05. Flaring of gas from Phase 2 commenced on 10/12/07. Flaring of landfill gas from Cell 5a, Cell 4a and the leachate sump in Cell 2 (Phase 2) commenced on 29/1/08, 19/1/09 and 14/1/09 respectively. An additional 21 gas extraction boreholes were installed in landfilled waste in cells 2, 3, 5a and 4a in December 2009 and were connected to the gas extraction system by 16 th December 2009. Flaring of landfill gas from the cell (Cell 4b) commenced on 30/6/10 but due to Incident 31/12 gas extraction was stopped from Cell 4a and Cell 4b on 10/12/2010. After obtaining approval of the Agency gas extraction commenced from Boreholes GE49 to GE60 in Cell 4b on 27/10/2011 and recommenced from horizontal extraction pipework in Cells 4a and 4b on 7/11/2011. Flaring of landfill gas from Cell 4c commenced on 28/1/2012 via horizontal pipework and on 13/9/2012 from gas well GE61 and from Phase 3 leachate sump on 2/5/2013. Flaring of landfill gas from Cell 5b commenced on 3/9/2013 via horizontal pipe work, on 9/10/13 from gas well GE62, GE63 and GE64 and on 27/1/14 from gas well GE65. Balancing of the gas field continues on a weekly basis as per the criteria for gas balancing of >33% Methane and/or <5%O2 and/or >0.00 mb rel. pressure and <25ppm CO. Data recorded on site indicates continued good landfill gas production and extraction. Monitoring of landfill gas at the inlet of the flare stack commenced on 1/3/06 at the end of the flare commissioning period. Sampling and analysis of the inlet gas during the July to September 2015 sampling period indicates methane levels ranging from 30.3% to 39.0%, carbon dioxide levels ranging from 21.8 to 28.5% and oxygen levels ranging from 1.7 to 3.7%. All graphs for gas wells contained in this report show results for 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014 and 2015. Rev.00 Page 17 of 22
