Implementation Status and Key Decisions The project was approved by WB Board on April 13, 2018 and the Financing Agreement was signed on May 10, 2018. The project effectiveness deadline is August 10, 2018. The project has made good progress towards meeting its effectiveness and disbursement conditions, and also in addressing other issues related to initial implementation as follows: Establishment of Project Implementation Unit (PIU). The PIU was established within MAF by Cabinet Decision No. 0238 dated March 18, 2018. The MAF has identified a PIU office and the initial procurement process for office furniture, equipment, and materials has started. Project Operational Manual. The Government is currently finalizing the POM and is expected to send the final revised version of POM to the Bank by July 20, 2018 for no objection. Recruitment of Project Manager and Other Key Staff of PIU and IST. The recruitment process of Project Manager, PIU is expected to be completed by July 30, 2018 and recruitment of other key PIU staff is to be completed by September 20, 2018. All positions of the Implementation Support Team (IST) have been advertised and the shortlisting is currently underway. The recruitment of IST staff will be completed by August 15, 2018. Preparation of Project s Social and Environmental Management Framework (ESMF) The Government is currently preparing the TORs of carrying out the preparation of ESMF. The Government has agreed to complete the preparation of social and environmental safeguards documents by November 15, 2018.
