Implementation Status and Key Decisions The Project Development Objective (PDO) is to improve living conditions, livelihoods and empowerment among the rural poor, with particular attention to groups that have traditionally been excluded by reasons of gender, ethnicity, caste and location. Progress on Project Development Objective (PDO) level indicators is on track. The Project has exceeded the original targets of most of PDO level indicators. It is estimated that PAF would be able to complete all the remaining activities by October 2018 and fully utilize the remaining IDA and IFAD resources before the current closing date (December 31, 2018). Hence, the likelihood of achievement of the PDO has been retained as Satisfactory. Moreover, the Project has achieved all the agreed actions of the last review and the Project closure process is right on track. Hence, the Implementation Progress has been upgraded to Satisfactory. The Project has begun the process of drafting the Project Completion Report (PCR). It has been agreed that final implementation support mission cum Implementation Completion Report (ICR) mission would be conducted in November 2018. It was agreed to submit the final report to the Bank by November 2018 prior to the start of the Bank s ICR mission. JSDF TF-11208 Making markets work for the conflict affected in Nepal was successfully completed and closed on January 15, 2018. Final disbursement stood at 99.97%. The project was able to achieve / exceed targets in many indicators. 14 clusters were formed and strengthened across 7 project districts. A total of 7527 artisans (94% of target) were reached and organized into 375 groups. 80% of the beneficiaries are women (106% of target). 419 new and innovative product prototypes were developed through artisan-designer workshops (1676% of target). 14 higher level artisan institutions (Producer Federations) were formed, and have been linked to bulk buyers and retail stores. Common Facility Centers (CFCs) were set up in all clusters with modern tools, equipment and machinery to provide a productive workplace for artisans. The project organized several marketing exhibitions / marketplaces for artisans at the national and district level, including the South Asian Festival for Handicrafts organized between January 12-14, 2018, that saw participation of artisans, policymakers, dignitaries and thinkers from Nepal, Pakistan and India. An independent sample survey noted income increases of 68% among artisans that were target beneficiaries of the project.
