Implementation Status and Key Decisions The Ministry of National Education has started to implement the Education Infrastructure for Resilience Project by funding from the European Union, and in cooperation with the World Bank. The objective of the Project is to support Turkey in improving access to education by Syrians under temporary protection (SuTP) and host communities through the expansion of disaster resilient education infrastructure in priority provinces. This objective will be achieved through implementation of below components; (i) supporting infrastructure investments; (ii) enhancing quality learning environment; and (iii) project management and technical capacity building for infrastructure. The project focuses on twelve provinces; i) where the majority of school-age SuTP reside and currently host the highest concentration of out-of-school SuTP: Adana, Mersin, Hatay, Kilis, Kahramanmaraş and Osmaniye, and ii) host a high number of SuTP and has high concentration of out-of- school SuTP at the district level: Istanbul, Ankara, Bursa, İzmir, Konya and Kayseri. The Project is being implemented by the Project Coordination Unit (PIU) established under the Construction and Real Estate Department of the Ministry and administered by the Bank. The PIU has made a successful start by completing the inception phase without facing any major obstacles. Key aspects of good project management and fundamental operational set-ups required for smooth implementation are in place and activities such as hiring consultants, preparing lists of investment packages and collecting parcel based information are completed. PIU successfully concluded contract awarding for construction supervision and design review consultancies for 56 schools. The first and second civil works contract awards for the schools to be constructed in Adana and in Mersin are expected to be signed within April and May 2018 respectively. Works tenders for the schools to be constructed in remaining 10 provinces will be advertised on a rolling basis starting from mid-may till early July 2018. 7 local launch events are held in Adana, Hatay, Kahramanmaras, Bursa, Konya, Mersin and Izmir. Remaining local launches and ground breaking ceremonies for the upcoming months are planned and will be conducted gradually. The second Steering Committee meeting of the Project is successfully held in Ankara on February 15, 2018.
