The disbursement rate stood at 34.71% at the end of September 2017 against 25.73% at March 2017, thus registering an increase of nearly 9 percentage points in six months. At 1 year and two 2 months from the end of the project, this level of resource mobilization is relatively low. Indeed, some activities transferred to the implementing agencies are slow given various implementation difficulties (procurement problems, multitude of actors in the decision-making chain, etc.). In order to improve the disbursement rate, the mission recommends that the financial management team take the necessary steps to regularly submits requests for funds (DRF) and at least one DRF per month. Public Works: With 15,542 jobs created in Public Works (PW) out of a projected 20,500 at the end of the project, the overall implementation rate for the component is 75.81% or 76.92% for urban PWs and 73.89% for PW in rural areas. Training centers: The mission notes that the establishment of the two training centers is significantly delayed. Calls for expressions of interest relating to architectural studies have been canceled for non-respect of procedures and the recruitment process has been resumed. The recruitment of the architectural firm for the construction training center has been delayed by several months. The architectural firm has now been selected, the contract is signed and is running. The contractual duration of its 6-month mission means that the tender documents could only be available by the end of 2017. Employer-led training: Out of a target of 2,000 young people expected at the end of the project, 895 have been trained or are being trained at the request of the companies; an implementation rate of 44.75% on August 21, 2017. This involves the training of 490 young people in freight management, 100 in the bakery trades, 50 in modern poultry farming, 55 in biodigesters, 130 in building and civil engineering, 50 driving instructors and 20 young people in the agro-forestry sector Apprenticeships: 3471 young people are now training as apprentices with master craftsmen. 147 abandonments were recorded. Reasons for abandonment include parental relocation, marriages, unwanted pregnancies and opportunities in the mining sector. Entrepreneurship: Overall, the results recorded by the Maison de l'entreprise are satisfactory. Almost all training and coaching is expected to be completed in 2017. 1/8/2018 Page 2 of 13

Beneficiaries of the THIMO component are the sum of THIMO youth engaged 13,942 (8,400 in urban areas and 5,542 in rural areas) and beneficiaries of the skills development component numbering 8,201 young people (initial vocational training 585, by apprenticeship 3741 and entrepreneurship 4 145).The number of beneficiaries stood at 22,143 as of September 30, 2017, ie 13,942 for THIMOs and 8,201 for young people trained to develop their skills, up from 20,648 beneficiaries as of June 30, 2017. It consists of a weighted average of the percentage of young people who have completed initial vocational training (41.71%), apprenticeship training (0%) and entrepreneurship training (93.38%). It is also equal to the total number of young people who completed the training in the 3 subcomponents, ie 4,115 young people (training on demand 244, apprenticeship 0 and entrepreneurship 3,871) divided by 8,201 the number of young people enlisted (training to demand 585, apprenticeship 3741 and entrepreneurship (4145).In June, the rate of young people completing the training was 49.23%, ie 3,991 young people who completed (training on demand 120 and entrepreneurship 3,871) out of enrollment of 8,106 (training on demand 490, apprenticeship 3471 and entrepreneurship 4 145). - Please consider this new figure for June in lieu of the portal indicator because the client miscalculated the previous result. Comments The percentage of young people who are employed or self-employed is the ratio of the number of young employees or self-employed to the number of young people who have completed their training. Since we do not have a survey yet on the insertion of young people in the labor market, particularly in the entrepreneurship training sub-component, this indicator only reflects the results of the employer-led training.it should be noted that we can not speak of insertion at the level of apprenticeships because training is in progress and no apprentice has yet completed.
