Implementation Status and Key Decisions Overall, the implementation of activities is on track despite some delays for some activities. The policy dialogue on the institutionalization and mainstreaming of PNDP lessons went forward at the Minister level. The two studies on: (i) diagnostics of the PNDP impact and, (ii) internalization of the achievements of the PNDP are now underway. The diagnostic is expected to be deliver in July 2018 while the internalization study is expected in September-October 2018. Comp. A: Local Development Support - The project has identified so far 1,200 micro-projects, 643 have been achieved, and 294 on-going. The Local Development Plan participatory elaboration process for the first wave of Communes (99) is nearly completed, and the process for 72 additional Local Support Organization is about to be achieved (contract signed). The revised Local Development Plan participative methodology aiming at including Displaced populations and fostering locally-driven initiatives ('solutions endogenes') has been piloted. The revision of the methodology for urban local councils with MINHDU is still on-going. Comp. B: Support to Decentralization process. Progress is as follow: (a) the MINATD identified the area for TA: (i) decentralization financing (ii) Communes HRM; (iii) capacity building of Service de Developpement Locaux newly created in district administration and (iii) pilot of programbudgeting for Communes. (b) Continuous capacity-building to 329 local councils on the accounting software SIM_BA is on-going (every trimester and on-demand), and installation is being prepared for the remaining 31, the software designed in French is now available in English for the English- Speaking region; and simplified budget and online database based on SIM_BA is being defined; (c) design and planning of training for local councils staff depend on the local council preliminary diagnosis (comp. A); (d) a Single Window for payment from the Communes has been designed and is being piloted in one district to shorten payments delays from a few weeks to a few days. Comp. C: Coordination, Management and M&E. The PIU is fully staffed and operational, and highly motivated. The Communication strategy has been finalized and is being implemented. The Call Center to manage Grievances (Doleances) is launched since June 07. The regional offices of PNDP successfully migrated to STEPS too. Finally, an Additional Financing of $48 million was approved on May 1st, 2018 under the IDA 18 Refugee sub-window. The proposed AF for the CDPSP has been prepared as part of an integrated approach with three other operations. The Additional Financing Operations Social Safety Net Project [SSNP, P164830], Community Development Program Support Project [CDPSP, P164803], and Health System Performance Reinforcement Project (HSPRP, P164954), and the new Education Reform Support Project (ERSP, P160926) were the first projects to draw on the IDA18 Refugee Sub-Window.
