INSPIRE implementation in Finland ANNEX I Law of spatial data infrastructure (421/2009) ANNEX II ANNEX III In this law: 3) infrastructure for spatial information means metadata, spatial data sets and spatial data services; network services and technologies; agreements on sharing, access and use; and coordination and monitoring mechanisms, processes and procedures, established, operated or made available in accordance with this law and the INSPIRE Directive; 3

Legal framework INSPIRE directive (2007/2/EU) Scope in 3 annees (32 environmental data themes) Establishes Spatial Data Infrastructure on European level Member states to provide datasets and service interfaces, metadata Law on spatial data infrastructure (421/2009) Original data provider responsible of datasets and service interfaces as well as to connect metadata for discovery service Decentralised structure of SDI NLS to implement common discovery service Act on spatial data infrastructure (725/2009) Nominates the national authorities which are data providers Tasks to ensure necessary integration assigned to NLS National Geoportal based on Government act 27.6.2007 4

State authorities: Environment Institute National Land Survey Meteorological Institute Transport Agency Geological Survey Statistics Finland Population Registry Centre Agency for Rural Affairs Natural History Museum Game and Fisheries Research Forest Research Institute National Forest Agency Food Safety Authority Agrifood Research Agriculture and Forestry Information Centre Board of Antiquities Defence Forcies Transport Safety Agency Institute for Health and Welfare Energy Market Authority Ministry of Employment and the Economy INSPIRE / SDI Authorities in Finland nominated in the act of the SDI (1.1.2010-) Regional authorities: economy, transport and environment centres (15) regional councils (19) forestry centres (13) search and reque units (22) 5 Local authorities: municipalities (326)

Coordination structure Ministry of Agriculture and Forest MAF Inspire-secretary (NLS Finland) National Council for Geographic Information INSPIRE- network Steering group Work groups Geoportal and network services (mainly service providers) Products and harmonising (mainly data providers) Data and service sharing (data and service providers) Employment and use of spatial data (mainly users) Business models and roles of stakeholders Government 28 Municipalities 16 Universities 9 Business 26 Other New grouping 2011-2012: Infrastructure, Co-operation, Eploitation, Capability building Task Force on terminology and ontologies > 300 eperts and > 140 organisations 6

National Council for Geographic Information The tasks of the Council : Follow-up the development of the NSDI Follow-up the implementation of the INSPIRE Handling of the Implementation Rules and Guidelines Handling of the national guidelines for the SDI implementation Handling of the terms of use for the national geoportal Writing initiatives and statements 7

INSPIRE Architecture Service bus Applications and geoportals Service Layer Registry service Discovery service View service Download service Rights Management Layer Transformation service Invoke service NLS NLS NLS Common user interface NLS Data Sources Registers Service Metadata Data Set Metadata Spatial Data Sets NLS = NLS provides Common user interface integrated to national geoportal 8

National geoportal as core of NSDI INSPIRE Discovery Service + User interfaces for View, Download, Transformation and Registry Services Metadata: About 200 datasets, some 30 service interfaces INSPIRE support site A joint venture with major Geographical Information data producers in Finland Continous development started in 2008 Free distribution of source code 9

http://www.paikkatietoikkuna.fi/web/en 10

Finnish geoportal: Metadata search through CSW 11 Search options Free tet Dataset or service name Organization Type (dataset / service) Etent area Inspire theme Keyword Topic category Service type Metadata service allows publishing metadata on other websites

Spesific features of national geoportal WFS web client Data visualized on transparent maps and attribute tables Attribute data more user friendly than by WMS GetFeatureInfo Schema service Allows browsing of data product specifications including their ml-schemas Embedded mapwindow Allows combining maplayers and publishing etracts of maps on other websites 12

OS-components used in geoportal Liferay publishing system OpenLayers user interface for maps Geoserver storage of spatial datasets and maps (+ GeoTools-library application) PostgreSQL/PostGIS - database server, ibatis SQL-library EtJS interactive internet (browser) applications GeoEt geospatial etentions on Openlayers with EtJS (capabilities on WMS, WFS) GeoNetwork store, manage, and show metadata for datasets and services - discovery service GeoWeb-Cache for maptiling Atlassian-tools to support scrum management - Currently EUPL and MIT license; previously (GNU) GPL 3.0: http://www.paikkatietoikkuna.fi/web/fi/ohjelmistokomponentit 13

Status of implementation Creation and collection of metadata proceeded well (92 % Anne I, 97 % Anne II and Y % Anne III). WMS services started to emerge (9.5.2011: 100 % of Anne I data), 150 map layers Harmonisation of spatial data sets: The re-usable versions of INSPIRE Anne I datasets are under preparation Finnish eperts participated actively in the Anne II and III preparation (some themes) SDI Portal got a quality innovation award (currently about 1000 daily users, 2.5 million hits/month). 14

Problems and challenges Different and difficulty understandable terms of use Lack of standard terms of use and licenses Different user profiles Pricing principles for different user categories Privacy protection Privacy threats vs. purpose of use, data linking The ownership of data is not always clear or known Government working groups currently structuring and clarifying data policy Proposal on free of charge topographic data from NLS (as pilot) 15

Thank you for your interest! The Finnish Geoportal Paikkatietoikkuna has won the Quality Innovation of the Year award in the category for public sector and non-profit corporations in a competition organized by Ecellence Finland. 16

17

Responsibilities of NLS in implementation of SDI Centralized tasks Implementation and maintenance of INSPIRE Discovery service Implementation and maintenance of national geoportal Common user interface for view and download services, transformation services and registry services INSPIRE Monitoring and reporting to MAF (National contact point) Tasks as data provider Tasks in coordination (Inspire secretary) 18

Public administration recommendations for spatial data The purpose of the JHS system is to promote the common definition and compliance of standards and administrative principals on the co-operation of the public administration information management. JHS 153 ETRS89 Coordinate Reference System in Finland JHS 154 Map Projections, Plane Coordinates and Map Sheet Inde based on ETRS89 Coordinate Reference System JHS 138 Real estate unit identifier, unseparated area identifier and identifier for land use rights and restrictions unit JHS 158 Metadata of Geographic Information [ISO 19115,19139] JHS 160 Quality Management of Geographic Information [ISO 19113,19114,19138] JHS 162 Modelling of Geographic Information for Data Transfer [ISO 19118, 19136] JHS 163 Vertical Reference System N2000 JHS 177 Data product specifications Recommendations under preparation: JHS XXX Content Services of Geographic Information (WMS, WFS, WCS) JHS XXX Metadata for Imagery and Gridded Data JHS XXX Municipal Base Map and Data Transfer JHS XXX Municipal Land Use Plan and Data Transfer 19

Use of Open source tools More and more applicable OS components available E.g. Geonetwork for Discovery Service To become part of rapid development in OS community To avoid product based restrictions in components of network development, improved network connectivity Eperiences refer to faster network service Cost savings, improved quality control All requirements are difficult to capture in traditional development model Use Agile methods as Scrum and staged product releases 20
