How can INSPIRE be of use in Moldova? Metadata A detail standard for metadata exist Data specifications Specifications for 34 different themes exist Spatial data services Descriptions for discovery services, view services, download services and transformation services exist Data sharing Experience from countries that already have implemented INSPIRE can be used as input 2015-12-09 15

Tasks for pilot participants: Cut available datasets for the selected use cases, regional and local, i.e. Orhei Raion (Orhei district). Add the cut datasets to the National Geoportal (National geospatial data fund) as separate layers Create WMS and WFS services for the added layers Create a group with special permissions to the layers added Provide access to the group for those staff who need to have access to the services 2015-12-09 17

State of achivements - Draft Law and Strategy of NSDI: developed - Training in Metadata: 4 training regarding NSDI and INSPIRE: i) TOP Managers, Ministries, Governmnet ii) Head of Departmsnts iii) Technical specialists - Draft MoU for stakeholders: this agreement will take in force when Law will be aprroved - 1 study tour to Croatia and 2 study tour to Sweden - Draft metadata profiles and guidliness for creation of metadata - Study and analices of spatial data for one stop shop services for urban purposes in city Orhei and pilot area Mitoc 2015-12-09 18

Geoportal. It is recommended that ALRC look into the possibilities to develop a new national geoportal which can be a register for available data and services in Moldova, as specified in the INSPIRE directive. This national geoportal should only contain metadata about data and services and not any data. A map viewer should be integrated in the Geoportal. The ALRC has asked Norwegian Statens Kartverk for support of development of a new national Geoportal. Statens Kartverk is positive to the request. 2015-12-09 19

To conclude. 5 basic principles of an SDI 2015-12-09 20

SDI underlying principles - 1 It should be easy to discover which spatial data that is available, and to learn more about it 2015-12-09 21

SDI underlying principles - 2 Spatial data should be shared between all levels of government 2015-12-09 22

SDI underlying principles - 3 Spatial data needed for good governance should be available on conditions that are not restricting its extensive use 2015-12-09 23

SDI underlying principles - 4 Spatial data from different sources should be possible to share between users and applications (interoperable) 2015-12-09 24

SDI underlying principles - 5 Data should be collected once and maintained at the level where this can be done most effectively 2015-12-09 25

Key factors for success Management support and willingness of the involved actors is crucial A strong coordination body is essential for a well functioning SDI Long-term approach as well as stepwise actions and results 2015-12-09 26
