Presentation Plan Introduction INSPIRE and Turkey Importance of al Spatial Planning Portal Logical&Legal Hierarchy GeoPortal Geoportal in GIS Studies Purpose of Geoportal Standarts Which Are Used On The Period Of Establishing GeoPortal Specifications Which We Used According To ISO TC 211 Data Specification Guidelines of INSPIRE Interoperability opportunuties in Geoportal Relationship between Geoportal and INSPIRE Demonstration of GeoPortal
INSPIRE and Turkey QUALITY FAST INFRASTRUCTURE FOR EFFECTIVE STATE PROCESS PARTICIPATORY TRANSPARENT EFFECTIVE BASIC PROCESS
Logical & Legal Hierarchy INSPIRE DIRECTIVE Information Society Action Plan European Commission State Planning Organisation GEOPORTAL Ministry of and
Ministry of Department of I.T Geoportal ın the GIS Studies Data users and institutions responsible for spatial data production and serving those data would be able to work in coordination; therefore wasting time and data duplications while data production processes occur would be prevented. The last version of reliable and up-to-date data could be shared with users by the responsible institutions as the owner of the data. GeoPORTAL Current spatial data and services would be accessed by users via search and discovery technologies provided by responsible institutions. Discovery Image Download Geoportal Users would be able to prepare and manage the data description of their spatial data and services with the help of efficient and user friendly tools provided by responsible institution.
PURPOSE OF GEOPORTAL The main goal of the GeoPortal is that service of the geographic data located in different locations and service of the metadata of those geographic data as a compatible format with INSPIRE and the other international standards via a common infrastructure
CAPABILITIES of GEOPORTAL The GeoPortal provides an entry point to access remote sensing, geospatial static and in-situ data, information and services. You can use the GeoPortal to: Discovery, View, Download, Transformation
Department of I.T STANDARTS WHICH ARE USED ON THE PERIOD OF ESTABLISHING GEOPORTAL Geographical Information Systems Circular National Standarts ISO TC-211 Standarts INSPIRE Directive OGC (OGC Working Groups), InternationalSt andarts XML XML, UML...etc 8
SPECIFICATIONS WHICH WE USED ACCORDING TO ISO TC 211 ISO/TS 19103 (Geographic Information - Conceptual schema language) ISO 19131 (Data Product Specifications) ISO/TS 19139 (Geographic Information-Metadata-XML Schema Implemantation) ISO/CD 19142 (Web Feature Services)
DATA SPECIFICATION GUIDELINES WHICH WE USED ACCORDING TO INSPIRE INSPIRE Data Specifications on; Administrative Units (D2.8.I.4) Transport Networks (D2.8.I.7) Hydrography (D2.8.I.8) Protected Sites (D2.8.I.9)
INTEROPERABILITY OPPORTUNITIES in GEOPORTAL Via the Portal Shp (ESRI Shapefile OGC ), Binary KML (Google KML OGC ), XML based KMZ (Google KMZ OGC ), XML based GML (Google GML OGC ), XML based WFS (OGC Web Servis), XML based WMS (OGC Web Servis), XML based WCS (OGC Web Servis), XML based ISO Metadata Application(ISO19115/19119) ISO 19139 v1.0 (XML encoding of ISO 19115/19119) OGC Catalog Service Module) High compatibility with JRC INSPIRE in terms of metadata requirements and themes (http://www.inspire-geoportal.eu)
RELATIONSHIP BETWEEN GEOPORTAL and INSPIRE GeoPortal designed as compatible with INSPIRE directives for promoting cooperation amongst institutions provides spatial data infrastructure over a contemporary Geographic Information System. This infrastructure provides follows; management and service of data consistent with INSPIRE harmonisation of existing data according to INSPIRE, viewer and download services consistent wth INSPIRE creation and accession of metadata consistent with INSPIRE Operating INSPIRE compatible spatial data and services. The themes that are compatible with INSPIRE standards -Administrative Units -Transport -Hydrography -Protected Sites
RELATIONSHIP BETWEEN GEOPORTAL and INSPIRE Discovery service = CSW (Catalogue Service Web) Viewingservice = WMS, WCS (Web Map Service, Web Coverage Service) Download service = WFS (Web Feature Service)
