PROFESSIONAL SERVICES DESCRIPTION FOR THE POSITION OF: Paulsboro Marine Terminal Sediment and Benthic Sampling and Characterization Plan Addendum No. 1 SUBMISSION DEADLINE: May 27, 2009 at 11:00 A.M. Through this Request for Qualifications/Proposals, the Authority seeks to engage a contractor for the term from the date the successful contractor is issued a notice to proceed letter until completion of the work on or before December 31, 2009. This contract will be awarded through a fair and open process pursuant to N.J.S.A.. 19:44A-20.4 et seq. The proposal must be received and will be publicly opened and read aloud on May 27, 2009 at 11:00 A.M. at the GCIA administrative office located at 109 Budd Boulevard, Woodbury, New Jersey. Each contractor is advised that compliance with the Fair and Open Standardized Submission Requirements and Selection Criteria is required. The following is a description of the professional services needed including, where appropriate, a brief description of the tasks involved: Scope of Services In support of the Paulsboro Marine Terminal development program, the scope of work for sediment sampling and characterization includes, but is not necessarily limited to (a) obtaining the necessary permit approvals for work in open waters of the Delaware River and Mantua Creek (e.g. NJDEP, USACOE, USCG etc.); (b) mobilization of the necessary equipment to the project site; (c) drilling a series of sediment cores within the Delaware River and the Mantua Creek; (d) on-site project supervision and field sampling as indicated in Table 1; (e) performing a series of laboratory testing and analysis of the sediment cores, collection of sediment samples from the intertidal zone; analysis of intertidal zone samples to characterize the benthic macroinvertebrate present and (f) reporting the findings of the drilling, sampling, testing and analysis activities within a report titled, Paulsboro Marine Terminal Sediment and Benthic Sampling and Characterization Report. This report will be used by the Paulsboro Marine Terminal s final designer to create the project s Dredge (Material) Management Plan and by the project team to respond to questions regarding existing habitat quantity and quality. Toward this objective, the Sediment and Benthic Sampling and Characterization Report will document the actual physical location (coordinates) and identifying number of each sediment core and sample per reach or sub-reach, the number and grouping of each composite core sample including the sediment s silt sand/clay strata interface and the identification and location of each bottom core sample. All sediment sampling and analysis shall meet the requirements of the NJ Department of Environmental Protection Dredge Material Management Manual for testing of sediments for upland and aquatic disposal. 1. Sediment Sampling and Characterization As indicated in Attachment A, Sediment Sampling Location Plan, cores in Reach A, B and C will be taken to an elevation or depth of -42 ft MLLW, which is derived from a project depth of -40 ft MLLW plus an allowable overdredge of 2 feet. In addition, cores in Reach D will be taken to an elevation or depth of -22 ft, which is derived from a project depth of -20ft MLLW plus an allowable overdredge of 2 feet. Elevations are referenced to MLLW = 0.0. Verification of water depth, core depth and sediment sampling depth data is the responsibility of the Contractor. Within Reach A the cores samples are anticipated to be homogenized due to existing water depths (i.e. generally greater than -25 ft MLLW) and results from geotechnical borings conducted in calendar year 2008 that

indicate consistent depositional characteristics at elevations below -20 to -25 ft. Within Reach B, the cores samples are also anticipated to be homogenized due to existing water depths combined with previous dredging operations that have resulted in water depths in excess of -36 ft MLLW. Within Reach C, three distinct sub-reaches are established due to the irregularly shape of the proposed dredge footprint and the range of existing water depth. The sub-reaches are identified as CI, CM and CO. CI represents sub-reach C inner and pertains to the sediments that are located underneath the proposed wharf (which will be dredged to form the revetment beneath the wharf or will be dredged to form the side slopes between the deep water berth) and the proposed barge berth. For information purposes only, water depths within sub-reach CI range from approximately 0 ft MLW to -8 ft MLLW. CM represents sub-reach C middle and correlates to sediments that are located within the middle of Reach C and consist of water depths that range from roughly -2 ft MLLW to -20 ft MLLW. CO represents sub-reach C outer and pertains to sediments located along the outer end of Reach C towards the Delaware River s Federal Navigation Channel. The sediments in sub-reach CO are in water depths greater than -20 ft MLLW. Based on previous geotechnical borings conducted within Reach C, a distinct strata change in grain size and composition (e.g. from primarily silt to generally sand & clay) is anticipated at elevation - 20 ft to -30 ft MWL depending upon core location. In cases where distinct strata are encountered, two (2) composite samples will be obtained. Distinct strata are anticipated within cores in sub-reach CI (i.e. CI1 CI12) and sub-reach CM (i.e. CM1 CM12). Distinct visual strata change and corresponding elevation data, if found by the Contractor, will be field verified during drilling and documented. Composite samples for distinct strata are not anticipated in sub-reach CO since core sample locations are generally at depths greater than -25 ft MLLW. The specific guidelines for homogenizing and composting cores, found on pages 9-11 and Appendix A of The Management and Regulation of Dredging Activities and Dredged Material in new Jersey s Tidal Waters, dated October 1997 (Dredging Manual) is to be followed. Separate cores may be composited only if grain size and likelihood of contamination is similar based on depositional characteristics, etc. Cores greater than 6 feet in length may be homogenized unless there are distinct visual strata in grain size and composition that are at least 2 feet in depth. For those cores that show grain size stratification, each stratum with a depth of 2 feet or greater must be analyzed separately, (i.e. the entire core should not be homogenized for testing purposes if different strata are present). In compliance with The Management and Regulation of Dredging Activities and Dredged Material in New Jersey s Tidal Waters, dated October 1997, the bottom 6 inches of each designated core sample will be separated from the remainder of the core and composited as indicated in Table 1. The chemical testing of the bottom 6 inches of core samples will identify the chemical / analytical composition of the post-dredging river bottom since this area will become a new biologically active or habitat zone. During the on-site / field core drilling activities, water samples of sufficient quantity will be obtained from the site (i.e. Delaware River & Mantua Creek) for subsequent performance of modified nutrient testing. The Contractor is to obtain all necessary water samples required for the modified nutrient testing. Paulsboro Marine Terminal Geographic Region 3 Sediment Sampling and Composite Plan

In addition to the physical and chemical analyses listed above and in compliance with Appendix B of the Dredging Manual and NJDEP Beneficial Reuse requirements, a Modified Elutriate test and SPLP Leachate Formation Test will be performed for each of the analytical samples. The physical and chemical testing and analysis identified above will be performed by a licensed laboratory in accordance with NJ State certified analytical and ASTM procedures. Be advised that all holding times and minimum detection limits must be met for acceptance of the data. Once the results for all of the laboratory testing are available, they will be detailed in a comprehensive Sediment Sampling and Characterization Report that includes an Executive Summary of the activities, findings, and laboratory results. The comprehensive report will also include daily core logs, core location coordinates and graphics, physical and geotechnical characteristics analysis and chemical and analytical composition analysis. The submitted data must include summary tables providing a comparison of the NJDEP s Soil Remediation Standards (for bulk parameters) and the Surface Water Quality Standards (for modified elutriate data). The submittal data must be provided in an electronic format such as Microsoft Excel Spreadsheet on CD along with the standard hard-copy submission. 2. Benthic Macroinvertebrate Sampling and Characterization In addition to the sediment sampling and characterization, the selected Contractor shall conduct additional sampling for ecological characterization of the intertidal areas to be affected by dredging activities. This zone shall be defined as the area extending from the mean high water mark to the area up to 4 feet below the mean low water mark. The approximate location and extent of this area is shown in Attachment B and Exhibit A, respectively.

Within this intertidal area the Contractor shall collect at least 6 samples from a depth of 0-0.5 ft using a ponar dredge or equivalent. Each sample shall be a composite consisting of three separate grabs located within 3 feet of one another. The Contractor shall record the locations using a global positioning system. The samples should be taken along transects, or otherwise be representative of the full tidal range. Following collection, each composite sample should be sieved on site using a #_35 sieve (500 μm-mesh), with all materials and benthos present preserved in Nalgene jars labeled with the sample location and date. The benthos samples shall be preserved in 10% buffered formalin or 95% ethanol. Data forms shall be completed for each sample describing grain size, organic matter and other sediment characteristics. To the extent possible the benthic macroinvertebrate sampling should be coordinated with the sediment characterization program to maximize the efficiency of the sampling effort and comparability with chemistry results. Samples shall be shipped with a completed chain of custody form to a qualified laboratory for picking, sorting and enumeration (minimum 200 organism subsample per EPA 841-B-99-002, Barbour et. al. 1999). The following metrics shall be computed and reported in tabularized format for each sample: Diversity; Species Richness; Trophic Level Composition (e.g. detrivores, etc.); Taxonomic Description (individuals will be identified to lowest practicable taxon); Pollution Tolerance. Relative Abundance of major taxonomic groups. Project Deliverables Prior to the commencement of field work, submit for GCIA approval a detailed project schedule indicating activities to be performed from Notice to Proceed to submittal of required project reports. Prior to the commencement of field work, submit copies of permit approvals necessary to conduct the scope of services. Complete core logs, indicating at a minimum, the location and depth of each core, depositional characteristics / descriptions of the contents throughout each of the cores, depth of each sample (composite or discreet) and elevation water readings. The Contractor shall provide a brief but detailed Sediment Sampling and Benthic Macroinvertebrate Analysis report that shall include the following: Figure showing the location of all cores and samples collected, geo-referenced and generated by Arcview (or equivalent);

A CD with an Excel database of all results geo-referenced by location; An Appendix with all raw tabularized results by sample; Summary tables for the parameters identified above; A written summary of introduction, methodology, results and discussion of findings. The Contractor shall provide six (6) full size paper and electronic versions of the Sediment and Benthic Sampling and Characterization Report. The ultimate objective of the Benthic Macroinvertebrate Analysis Report will be to provide the GCIA with an assessment of the habitat quality of the intertidal zone from the perspective of the benthic macroinvertebrates present. The Contractor shall summarize the sampling results and discuss them relative to the analytical quality of the sediment as measured in this investigation, as well as by prior studies conducted within this reach of the Delaware River. Project Schedule The Contractor shall immediately commence and perform the sediment and benthic sampling and characterization work. All field work shall be completed within 6 weeks of the Notice-to-Proceed. Sediment chemistry results and the benthic macroinvertebrate analysis results shall be submitted within 6 weeks after completion of the field activities. A written commitment of that delivery date from the laboratory(ies) is required for this submission. A Sediment and Benthic Macroinvertebrate Analysis Report is due in 8 weeks after completion of the field activities.
